Overcoming confusion, shirking, and avoiding responsibility in resolving voters' petitions
(Baonghean.vn) - During the meeting between the Standing Committee of the Provincial People's Council and the Provincial People's Committee regarding the settlement of voters' petitions, the issue raised was the confusion, shirking, and avoidance of responsibility by departments and branches in settling opinions and petitions.

Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, Head of the Provincial People's Council Supervision Delegation chaired the meeting. Attending the meeting were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; leaders of provincial departments, branches and sectors and a number of localities.
Resolve and respond to more than 80% of voters' petitions
Through monitoring the settlement of voters' petitions from the beginning of the 2021-2026 term up to now and the results of direct supervision in Vinh city, districts: Con Cuong, Nghia Dan, Tan Ky and working with a number of provincial departments and branches, at the working session, the supervision delegation of the Provincial People's Council Standing Committee affirmed: The Provincial People's Committee, departments, branches and localities have paid attention to directing the settlement and response to voters' petitions from the beginning of the term up to now, with a total of 630 petition contents.
Results of resolving and responding to 505/630 petitions, reaching 80.15%; 125 petitions before, during and after the 14th session are being resolved to respond according to regulations.

Of the total 505 resolved contents, besides many recommendations that were thoroughly resolved, meeting voters' wishes, there are currently 28 recommendations that have not been resolved completely and have been prolonged, leading to voters making repeated recommendations to elected representatives.
There are some recommendations that, although urgent, are prolonged in resolution, such as the relocation and resettlement of residents of Hoa Lam hamlet, Hung Hoa commune (Vinh city) at risk of landslides. Some contents and resolutions have only stopped at the notification of direction and urging for implementation without any specific solutions or roadmap.

As for the response to the petition of Vinh city voters on building cultural houses, entertainment areas, and schools in apartment projects, the Department of Construction only stopped at the response of "requesting investors to make plans to properly and fully allocate land funds to build public works in accordance with regulations", without having solutions to monitor and urge the implementation.
The monitoring delegation clarified many causes, including the assignment of presiding agencies, coordination in resolving and responding to some voters' opinions and recommendations that were not consistent with the functions and tasks of the departments, branches and local authorities.

In addition, some units assigned to resolve and respond to voters' opinions and recommendations have not fulfilled their responsibilities; coordination between departments and branches and between departments and branches with localities is not close and effective, such as in resolving issues arising from Chi Khe Hydropower Plant; handling illegal mineral exploitation activities; handling oversized and overloaded vehicles, etc.
The situation of avoiding and shirking responsibility of departments and branches
At the meeting, leaders of some departments, branches and localities explained and clarified the reasons for the 28 prolonged petitions. Speaking at the meeting, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council analyzed and dissected many issues, in which he affirmed that there was a state of confusion in resolving voters' petitions under the responsibility of many departments, branches and localities; departments, branches and localities only cared about resolving their own tasks, while there were issues that required coordination to be resolved.

On the other hand, the assignment and assignment of responsibility to resolve some voters' petitions to departments, branches, localities, and the Provincial People's Committee have not been strongly urged and monitored. In responding to voters' petitions, some petitions have only stopped at the response that "opinions are assigned to departments, branches, and localities to resolve". According to the Standing Vice Chairman of the Provincial People's Council: What voters want is for the petition to be resolved, not a procedural issue. Therefore, it is recommended that departments, branches, and localities study to find solutions to resolve voters' petitions, avoiding explanations and justifications.

Emphasizing that if there is no solution to thoroughly resolve voters' legitimate petitions, it will easily create complaints, denunciations or "hot spots". The Standing Vice Chairman of the Provincial People's Council made some suggestions on solutions and ways to resolve voters' petitions that have been lingering for a long time and suggested that the Provincial People's Committee should allocate resources or proactively recommend that the Provincial People's Council issue mechanisms and policies to resolve voters' petitions.
Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee also acknowledged the situation of pushing and avoiding responsibility of departments and branches in resolving voters' petitions, and affirmed that the Provincial People's Committee will resolutely urge departments, branches and localities to resolve voters' opinions more effectively.

Proactively recommend the Central Government and the Provincial People's Council to remove obstacles
Concluding the meeting, in addition to sharing the difficulties with the Provincial People's Committee and departments, branches and localities, especially some contents of voters' recommendations that have many difficult factors due to historical legacy and inconsistent legal regulations, comrade Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council, Head of the Provincial People's Council Supervision Delegation also frankly stated that the follow-up, monitoring and drastic resolution are still limited, leading to many recommendations being resolved slowly, some recommendations being requested many times and some contents still being answered in general terms, without a specific resolution roadmap.

The Head of the Provincial People's Council Supervision Delegation suggested that after this meeting, the Provincial People's Committee should review the voters' recommendations, of which 28 have not been resolved, in order to focus on thoroughly resolving them; any content that cannot be resolved due to lack of legal basis or resources should be clearly answered. However, for recommendations related to urgent projects for people's lives, it is necessary to calculate to determine whether to include them in the investment plan for a specific period, avoiding general answers.
At the same time, review the problems in voters' petitions to propose to the Central Government and the Provincial People's Council according to their authority to amend or replace current regulations. In conjunction with reviewing Decision No. 25 of the Provincial People's Committee in the spirit of digital transformation, ensure scientific and strict monitoring of the journey of receiving, resolving and responding to voters' petitions.
