(Baonghean.vn) - Violating alcohol concentration is one of the main causes of traffic accidents. Therefore, together with the Ministry's working group, the Provincial Police have deployed working groups to the localities to control and strictly handle violations of alcohol concentration, with the viewpoint of "no forbidden areas, no exceptions".

Strictly handle

Present at the alcohol concentration checkpoint at Km450+600 on National Highway 1A, passing through Quan Hanh town at noon on September 30, the working group of the Provincial Traffic Police Department continuously stopped vehicles for inspection. According to the records, most drivers appeared comfortable and complied well with the inspection by the traffic police force.

Mr. NVĐ, residing in Nghi Kim commune, Vinh city, a car driver expressed his opinion: “I fully support this new approach, because the inspection team is not part of the local traffic police force, which will limit their intervention in the process of handling violations because if the area is familiar, it is difficult to avoid relationships, affecting the handling. When the working team from another area comes, I think that the functional force will better implement the motto of “no forbidden zones, no exceptions”.

According to Mr. NVĐ, checking and strictly handling violations of alcohol concentration for drivers must be maintained regularly, before each individual becomes aware. Because if people who have drunk alcohol or beer drive, it is not only dangerous for themselves but also a danger to other people participating in traffic.

After nearly 2 hours of performing the task of checking alcohol concentration, the working group of the Provincial Traffic Police Department discovered 6 violations. Each violation had a reason to justify, such as being forced to drink alcohol or beer because of being too considerate when going to a party, gathering, or meeting friends. Mr. T.D.V, driving a motorbike with license plate 37B1-97xxx, had a breath alcohol concentration of 0.075 mg/liter of breath and explained: "Going to celebrate a friend's full month, it was difficult to refuse. I didn't drink much, only about 3 glasses of wine."

There are cases where intervention is sought, such as the case of Mr. NVD, driving a car with license plate 29A-99xxx. Immediately after stopping the car, the task force announced a special alcohol test and requested the driver to comply with the alcohol test according to regulations. However, the driver did not comply, but took out his phone to call his relatives and begged the staff in the task force to answer the phone. However, with determination, the staff did not answer the phone and in the end, Mr. NVD had to comply with the alcohol test, which showed a result of 0.25 mg/liter of breath.

Then, at noon on October 3, we were present with the working group at the checkpoint at Km33+100 on National Highway 46, in Nam Dan district. According to the working group, in reality, when violators know that the force is standing here, they will find a way to avoid it, find another way to go, not to mention that there are people who use social networks to report the checkpoint... Therefore, in the plan, the working group will check and handle at any point and move and change the inspection area continuously.

With the same method of operation as the working group of the Ministry of Public Security, after dividing the lanes, all vehicles passing through were stopped for inspection. After 2 hours, the working group discovered 5 violations. Mr. NVT, driving a motorbike with license plate 37B2-70xxx, one of the violators, said: "I drank about 2 glasses of beer, also thinking that it was past noon and I probably wouldn't see the traffic police, but unexpectedly the force was still standing on the road checking."

According to the statistics compiled by the Traffic Police Department of the Provincial Police, from September 30 to October 9, the working group of the Provincial Police coordinated with the Police of 6 units (Nghi Loc, Quynh Luu, Hung Nguyen, Nam Dan, Yen Thanh and Thanh Chuong) to focus on handling the topic of alcohol concentration in breath for drivers participating in traffic; stopped 4,870 vehicles, thereby detecting and handling 37 cases of alcohol concentration violations, including: 3 cars, 34 motorbikes; temporarily detained 37 vehicles, fined more than 200 million VND.

No restricted areas, no exceptions

Lieutenant Colonel Nguyen Nam Hong - Deputy Head of the Traffic Police Department of the Provincial Police said that the inspection is aimed at raising people's awareness of compliance, contributing to reducing traffic accidents, including those related to alcohol concentration. Therefore, the handling of violations will be carried out in accordance with the spirit of "no forbidden zones, no exceptions". The inspection plan is carried out from September 30 to October 15, 2023. The working group will coordinate with the police of units and localities to select key routes and appropriate times for patrolling and controlling, ensuring safety and speed without causing inconvenience to traffic participants.

In the case of officials, civil servants and public employees who violate alcohol concentration, in addition to handling according to regulations, the Traffic Police force will send a notice to the working unit for review and handling according to the regulations of the Party and the agency in accordance with the direction in Directive 23-CT/TW dated May 25, 2023 of the Secretariat on strengthening the Party's leadership in ensuring traffic order and safety in the new situation, Directive No. 10/CT-TTg of the Prime Minister on strengthening the work of ensuring road traffic order and safety in the new situation. Most recently, Document No. 7995/UBND-NC dated September 21, 2023 of the People's Committee of Nghe An province on strengthening compliance with the law to ensure traffic order and safety for officials, party members, civil servants and public employees.

According to Lieutenant Colonel Nguyen Nam Hong, along with strengthening inspection work, in fact, thanks to good propaganda work on mass media, the number of violations has decreased compared to before, which is also one of the reasons for reducing traffic accidents on all three criteria. Therefore, strengthening inspection, in addition to helping people change their awareness, form the habit of "if you drink alcohol, do not drive". The fact that the inspection team is not in the area will better implement the motto "no forbidden areas, no exceptions", anyone can be prosecuted if they violate alcohol concentration.

In the long term, along with patrolling, controlling and strictly handling other violations, we will continue to direct teams, stations and local police to inspect and handle violations of alcohol concentration on national highways, provincial roads and all roads managed by localities, especially during noon and evening hours, holidays, weekends...

Through inspections in Nghe An, specifically in Vinh City, Dien Chau, Hung Nguyen and Thai Hoa Town, although there are no specific statistics, the number of inspections shows that the majority of people comply well, the number of violations is very small. It is worth mentioning that, along with the Ministry's implementation plan, Nghe An Provincial Police have also established a working group to conduct inspections in the areas. This is a new approach compared to before and has shown effectiveness, ensuring compliance with the spirit of direction in handling "no forbidden zones, no exceptions".
