(Baonghean.vn) - Recently, the blasting on Xuan Duong hill to construct Than Vu tunnel project, package XL03, the investment component project of the North-South expressway construction, Dien Chau - Bai Vot section, has affected the housing projects of some households in hamlet 2, Dien Phu commune, Dien Chau district.
To construct Than Vu Tunnel Project, package XL03,North-South Expressway Construction Investment Project, Dien Chau - Bai Vot Section, the implementation of blasting to lower the height of Xuan Duong hill was carried out by the construction unit, Cienco4 Group Joint Stock Company and the Central Explosives Branch, from the beginning of 2023. At the foot of Xuan Duong hill, next to the North-South highway, close to the blasting location, there are about a few dozen households in Hamlet 2, Dien Phu commune living, so it has had negative effects on housing projects. Therefore, people have requested to stop blasting several times to assess the effects and adjust construction methods.
Recently, this situation continued to occur, so on October 17, 2023, the Party Committee and the government of Dien Phu commune had to organize a meeting with relevant parties to agree on a plan to resolve the people's interests, creating consensus so that the Than Vu tunnel project, part of the XL03 package, the North-South expressway construction investment component project, Dien Chau - Bai Vot section, can ensure progress.

Mr. Cuong also presented the estimated cost of repairing the damage provided by the construction unit, saying that the appraisal work was not close to reality, and requested to do it again to ensure the rights of the people. The Board's Director, Mr. Nguyen Manh Hung (second from right), said that the construction unit complied with construction measures licensed by competent authorities; the blasting was witnessed by both local authorities and residents. However, the blasting location was too close to people's houses, causing the impact. "Acknowledging our responsibility, the construction unit has coordinated with local authorities to organize meetings with people to discuss plans to ensure the legitimate rights of the people; coordinated with relevant units to assess the damage to have a compensation plan. About 70 households have made recommendations, so far, 59 households have had their damage assessed; of which, 10 households agreed with the compensation plan. In addition, we have also had a solution for blasting; on October 24, we conducted a test blast with the witness of the People's Committee of Dien Chau district, Dien Phu commune and people of hamlet 2.
