Nghe An province is estimated to have collected 13,034 billion VND in budget revenue during the first 10 months of the year.
(Baonghean.vn) - State budget revenue for the first 10 months of 2023 in Nghe An province is estimated at 13,034 billion VND, reaching 82.2% of the projected target and equaling 70.9% compared to the same period in 2022; of which, domestic revenue is estimated at 12,131 billion VND.
On the afternoon of October 26th, under the chairmanship of the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung, the Nghe An Provincial People's Committee held its regular monthly meeting for October 2023.
Attending the session were: Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Nguyen Van De - Vice Chairman of the Provincial People's Committee; along with members of the Provincial People's Committee and leaders of departments and agencies.
The meeting aimed to assess the implementation of socio-economic development, national defense, and security tasks in October and the first 10 months of 2023, and to deploy key tasks for the last two months of 2023; and to provide feedback on draft resolutions of the Provincial People's Council and draft decisions of the Provincial People's Committee.
According to Pham Hong Quang, Director of the Department of Planning and Investment, in October 2023, all levels and sectors focused on directing and accelerating the completion of tasks for 2023; and urgently addressing the consequences of heavy rains causing flooding and landslides in some localities at the end of September.
The agricultural production situation is basically stable, but the area under cultivation for some major summer-autumn crops has decreased, and the animal disease situation remains complex. Regarding the new rural development program, two districts, Dien Chau and Do Luong, have completed their dossiers and submitted them to the Central Government for voting and issuance of decisions recognizing them as having met the standards.
Industrial production is recovering. The Industrial Production Index (IIP) for October 2023 is estimated to have increased by 12.57%, and the cumulative increase for the first 10 months is estimated at 5.92%. Goods exports are estimated at US$225 million, an increase of 11.97%; goods imports in October 2023 are estimated at US$80 million.
State budget revenue for the first 10 months of 2023 is estimated at VND 13,034 billion, reaching 82.2% of the projected target and equaling 70.9% compared to the same period in 2022; of which, domestic revenue is estimated at VND 12,131 billion.
A highlight of the province's performance in the first 10 months was its investment attraction results. To date, the province has granted licenses to 102 new projects, with a total registered investment capital of over 38,992 billion VND; and adjusted the total investment capital of 36 projects, totaling 6,165.8 billion VND.
The total newly registered and adjusted capital amounted to VND 45,158.6 billion. Compared to the same period last year, the number of newly registered projects increased by 15.9%, and the total newly registered capital increased 1.8 times. In October alone, 8 new projects were approved, with a total investment of VND 3,312.8 billion.
In October, the province saw the establishment of 203 new businesses, an increase of 19.4%, with a total registered capital of VND 1,669 billion; 822 businesses resumed operations, an increase of 4.44%. International cooperation and integration activities continued to be implemented effectively.
Regarding capital construction investment, as of October 20, 2023, the 2023 public investment plan had disbursed nearly VND 4,913 billion, reaching 54.38% of the plan; of which, the centralized public investment source had disbursed more than VND 2,805 billion, reaching 50.24% of the plan. The province has also finalized the projected 2024 public investment plan from the central government budget and reported it to the Ministry of Planning and Investment.
The cultural and social sectors continue to receive attention and are being implemented effectively. Educational activities are being strengthened with guidance and direction to ensure practicality and scientific rigor. Medical examination and treatment services are gradually improving, basically meeting the needs of the people.
The "Nghe An Province Expanded Innovation and Entrepreneurship Festival 2023" was successfully organized. Cultural and sports activities took place enthusiastically. It is estimated that in the first 10 months of 2023, jobs were created for 43,695 people, achieving 101.61% of the plan.
Administrative reform, discipline, and order continue to receive attention and guidance. The province has developed a plan for rearranging district and commune-level administrative units for the period 2023-2025. National defense, security, and social order and safety are ensured.
The Director of the Department of Planning and Investment stated that, in addition to the achievements, the production and business activities of enterprises still face difficulties. State budget revenue in the first 10 months has not met the target set by the Provincial People's Council and is lower than the same period in 2022.
Furthermore, the disbursement of public investment funds remains slow compared to requirements, with little time left to implement the 2023 disbursement plan. As of October 20th, eight agencies and units had yet to disburse funds; 21 agencies and units had disbursement rates below the provincial average. Spontaneous strikes, not following legal procedures, continue to occur, causing production disruptions.
