(Baonghean.vn) - In the first 9 months of 2023, Nghe An Social Insurance coordinated with relevant agencies and units to seriously, synchronously and resolutely organize and implement inspection and examination of employers who are late in paying social insurance, health insurance and unemployment insurance to ensure the rights of employees.
As of September 2023, the situation of late payment of Social Insurance, Health Insurance, and Unemployment Insurance is still high, many units and enterprises have been late in paying large amounts of money for a long time, the amount of late payment of Social Insurance, Health Insurance, and Unemployment Insurance in the whole province is more than 501.4 billion VND, 1.38% higher than the assigned plan, 0.09% lower than the same period in 2022.
Late payment of Social Insurance, Health Insurance, and Unemployment Insurance will directly affect the rights of employees and the development of the business.
To solve the problem of late payment of Social Insurance, Health Insurance, Unemployment Insurance, Nghe An Provincial Social Insurance has implemented many solutions such as: Strengthening policy propaganda; grasping the actual production and business situation, the fluctuating number of surplus employees of enterprises to urge payment of Social Insurance, Health Insurance, Unemployment Insurance, and collecting late payment interest in accordance with regulations.
Along with the above activities, Nghe An Provincial Social Insurance has strengthened the inspection and examination of the implementation of Social Insurance, Health Insurance, and Unemployment Insurance policies at many employers. Through the inspection and examination, violations have been detected and handled, the number of late payment units has been reduced, and the late payment amount has been recovered.
Ms. Tran Thi Thanh Hai - Head of Inspection and Examination Department, Provincial Social Insurance said: As of September 2023, Provincial Social Insurance has conducted specialized inspections at 151 labor-using units, inspected 25 labor-using units, coordinated with the Provincial Police, Department of Labor - Invalids and Social Affairs, Provincial Labor Federation, Provincial Fatherland Front Committee to establish an interdisciplinary inspection team for 16/30 labor-using units according to the assigned plan.
Through the inspection and examination, the employer was requested to pay back Social Insurance, Health Insurance, and Unemployment Insurance for 30 employees due to insufficient payment time as prescribed, with the proposed amount of over 356 million VND. Requested to pay back due to insufficient payment as prescribed for 23 employees, with the proposed amount of over 80 million VND; Requested to recover over 20 billion VND of late payment of Social Insurance, Unemployment Insurance, and Health Insurance (at the time of direct inspection, over 18 billion VND had been recovered, accounting for 87.10% of the late payment amount).
To improve the effectiveness of inspection and examination work, in the coming time, Nghe An Provincial Social Insurance will strengthen propaganda and widely disseminate the provisions of the law on Social Insurance and Health Insurance to employers and employees; continue to promote specialized inspection of social insurance payments, and conduct surprise specialized inspections of units that have debts of 3 months or more and intentionally do not pay.Social insurance, Health insurance, Unemployment insurance according to regulations.
At the same time, impose administrative sanctions for each violation; prepare records and transfer them to the investigation agency for consideration of criminal handling of violating units according to regulations. In addition, regularly monitor, urge and inspect the implementation of conclusions and handling decisions to improve the effectiveness and quality of inspection and examination work.
Through inspection and examination, the Director of the Provincial Social Insurance has issued a Decision to sanction administrative violations against 18 employers who violated the law on paying Social Insurance, Unemployment Insurance, and Health Insurance, with the administrative penalty amount being over 300 million VND (the amount paid to the State budget is over 69 million VND), the amount of money required to remedy the consequences is over 923 million VND (over 749 million VND has been remedied); Decision to enforce the Decision to handle administrative violations against 14 employers, with the enforced amount being over 1 billion 696 million VND (the amount enforced is over 326 million VND).
