The Provincial People's Committee has just issued an official dispatch on overcoming shortcomings and limitations in administrative reform in the third quarter of 2023. According to the assessment, in the third quarter of 2023, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee focused on leading and directing agencies, units, and localities to continue to promote administrative reform comprehensively and extensively in all fields, with administrative reform contents closely following the Administrative Reform Program for the period 2021-2030 and the Provincial Administrative Reform Plan (PAR) in 2023, specifically: The second meeting of the Provincial PAR Steering Committee was held to propose tasks and solutions to strengthen leadership and direction of PAR in the province; 33/41 tasks according to the PAR plan in 2023 of the province were completed, reaching a rate of 80.4%. Promulgating regulations on assessment and ranking of PAR work of agencies and units in the province.

Agencies, units and localities continue to do well in simplifying administrative procedures, reviewing and rearranging the organizational apparatus according to regulations, paying attention to training and fostering, fully implementing regimes and policies for cadres, civil servants, public employees and workers at agencies and units; attention is paid to building e-government and digital government. The implementation of Project No. 06 continues to be strongly directed by leaders, Nghe An continues to be in the group of 05 provinces nationwide with the best implementation.

However, in addition to the achieved results, administrative reform work still has some shortcomings and limitations such as: There is still a situation where the heads of a few agencies and units are not resolute and do not pay due attention to directing the administrative reform work of the agencies and units; there are not many solutions and innovations in administrative reform work; The rate of dossiers submitted via online public services is still low, Departments, branches, People's Committees at district and commune levels have not really proactively propagated or had solutions to increase the rate of online dossiers for administrative procedures under their authority; there is still a situation where civil servants at some agencies and units are reported by public opinion to cause trouble and harassment in performing their duties; some units have not issued a digital transformation plan for 2023; Self-inspection, discipline and administrative discipline have not been carried out regularly, so some cadres, civil servants and public employees with substandard behavior and attitudes in performing their duties and tasks have not been detected and corrected in a timely manner.

To overcome the above shortcomings and limitations, the Provincial People's Committee requests provincial departments, branches and sectors; People's Committees of districts, cities and towns to focus on implementing the following contents:

1. Strengthen the direction, inspection and supervision of administrative reform implementation in agencies, units and localities, ensuring that tasks are deployed promptly and on schedule according to the set plan.

2. Promote propaganda work and deploy solutions to increase the rate of submission of administrative procedure settlement dossiers via online public services by individuals and organizations.

3. Strictly enforce discipline and administrative rules of cadres, civil servants and public employees. Strengthen inspection activities to detect and strictly handle cases of cadres, civil servants and public employees violating public ethics.

4. For agencies and units that have not yet issued the Digital Transformation Plan for the year and the period, promptly issue the Plan according to regulations, and at the same time, prepare a document clearly explaining the reasons for the delay in issuing the Plan and report to the Provincial People's Committee (through the Department of Home Affairs and the Department of Information and Communications) before October 30, 2023 for synthesis and reporting to the Provincial Steering Committee for Administrative Reform.

5. Inspect and verify the cadres, civil servants and public employees of their agencies and units that are reported by public opinion to be causing trouble, harassment, violating public ethics, and have plans to replace and immediately transfer those who are slow, weak, violate public ethics or are reported by people and businesses, causing bad public opinion in performing public duties and tasks.

6. Agencies and units selected by the Provincial Steering Committee for Administrative Reform to direct the administrative reform work (Office of the Provincial People's Committee, Department of Construction, Department of Natural Resources and Environment, Department of Planning and Investment, Vinh City People's Committee, Nghi Loc District People's Committee, Dien Chau District People's Committee) urgently review the key tasks assigned by the Provincial Steering Committee for administrative reform. At the end of the year, report the results to the Department of Home Affairs - the Standing Agency of the Steering Committee for synthesis and reporting to the Provincial Steering Committee for Administrative Reform at the year-end meeting of 2023.

Requesting directors of departments, heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to directly direct the implementation of assigned tasks and synthesize and report implementation results to the Provincial People's Committee (through the Department of Home Affairs) in periodic reports for further review and direction of implementation.
