Nghe An issues regulations on speaking, providing and handling information on the press and social networks
(Baonghean.vn) - When discovering information in the press or reflected on social networks related to the performance of duties and public services of agencies; cadres, civil servants and public employees in agencies, units and localities, the head must organize inspection, verification of the incident and handling of reflected information.
On November 6, the People's Committee of Nghe An province issued Decision No. 29/2023 on regulations on speaking and providing information to the press; handling information posted and broadcast in the press and information reflected on social networks of State administrative agencies in the province.
According to the Decision, for information published or broadcast in the press, within 5 days from the time the press publishes or broadcasts information related to the industry, field, or locality under its management, the head of the State administrative agency must organize an inspection, verify the case, and handle the information reported in the press.

For information published and broadcast by the press that is true, the head of the State administrative agency that is reported by the press must accept the content of the information and take measures to correct, remedy or handle individuals and organizations that violate the current regulations; notify the results and solutions to the press agencies that published and broadcast the information; at the same time, report to the Provincial People's Committee and the Department of Information and Communications no later than 20 days from the date of publication and broadcast.
If the agencies and localities have organized inspections and verifications of the issues raised by the newspaper, but have not yet had results (due to the issue having many complicated details), they must send a document stating the reasons to the Provincial People's Committee and the Department of Information and Communications; and at the same time, send it to the press agency that published and broadcasted it.
For information published or broadcast by the press that is incorrect or has untrue content: The head of the State administrative agency that is reported by the press has the right to send a written response to the press agency or send a written request to the Department of Information and Communications to request the press agency to correct and apologize in accordance with the provisions of the Press Law.
Regarding information reflected on social networks, when discovering information related to the performance of tasks and public duties of agencies; of cadres, civil servants and public employees in agencies, units and localities, the head of the State administrative agency must organize the inspection, verification of the case and handling of the reflected information.
For information reflecting the truth: The head of the State administrative agency being reflected must accept or direct the acceptance of the information content and take measures to correct, remedy or handle individuals and organizations violating according to current regulations. At the same time, report the results to the Provincial People's Committee and the Department of Information and Communications within 5 days from the date of discovery of the information reflected on social networks.
If agencies and localities have organized inspections and verifications of information reflected on social networks but have not yet had results (due to the issue having many complicated details), agencies and localities must send documents stating the reasons and report to the Provincial People's Committee and the Department of Information and Communications.
Regarding false information or information with false content: When agencies and localities discover that information reflected on social networks is false or has partly false content about the performance of tasks and public duties of the agency; of cadres, civil servants and public employees in the agency, unit or locality, the head of the State administrative agency shall send a document requesting the Provincial People's Committee and the Department of Information and Communications to handle organizations and individuals posting and broadcasting false information on social networks.
The Decision also clearly states: When officers, civil servants, and public employees discover information reflected on social networks that is incorrect or contains incorrect content about the performance of their duties and public services, they must report in writing (clearly stating the incorrect content of the reflection) to the head of the agency or locality where they are working for timely handling.

The Decision also stipulates the spokesperson; the speaking and information provision regime for the press of State administrative agencies in Nghe An province according to the provisions of the law on the press and related legal documents.
The purpose of developing regulations is to ensure compliance with the Party's policies and guidelines and the State's laws on speaking, providing information to the press and handling information posted and broadcast in the press, information reflected on social networks of State administrative agencies, especially newly issued laws and Decree No. 09/2017 of the Government.
On the other hand, the decision also closely follows local practices to develop and ensure clear, specific, and non-overlapping regulations; at the same time, it helps improve the effectiveness of direction and administration of State administrative agencies in the province. Decision No. 29/2023 replaces Decision No. 62/2013 of the Provincial People's Committee promulgating Regulations on speaking, providing, posting, broadcasting and handling information in the press in Nghe An province.
