(Baonghean.vn) - In 2023, nationwide, 13 leaders and deputy leaders were criminally prosecuted for lack of responsibility for allowing corruption to occur.

On November 21, continuing the 6th session, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the 15th National Assembly held discussions in the hall.

Before the discussion, the National Assembly listened to reports on crime prevention and control and law violations in 2023; the work in 2023 of the Chief Justice of the Supreme People's Procuracy, the People's Court, on judgment enforcement, and corruption prevention and control.

In particular, regarding the work of preventing and combating corruption, the police investigation agencies have investigated 1,103 cases/2,951 defendants for corruption crimes. The total amount of property damage in the cases being handled and investigated is over 2,280 billion VND and 101,871.8 m2 land; recovered over 1,349 billion VND and 29,276 m2land, temporarily holding a savings book worth 300 million VND, more than 8 billion VND, 3 real estates, and preventing transactions for 01 land use right certificate.

The investigation agency concluded the investigation and proposed to prosecute 499 cases/1,205 defendants; temporarily suspended the investigation of 26 cases/65 defendants; suspended the investigation of 5 cases/3 defendants; changed the charges, separated/merged 25 cases/28 defendants; the Supreme People's Procuracy canceled the decision to prosecute 2 cases/1 defendant; currently investigating 544 cases/1,635 defendants.

The enforcement of judgments related to the recovery of corrupt assets increased by 22.8% compared to 2022 with 4,879 cases; of which 3,374 cases were eligible for enforcement, 2,264 cases were completed (an increase of 19.47% compared to 2022), reaching a rate of 67.10%.

The total amount to be enforced is more than 97.2 trillion VND, an increase of more than 7.6 trillion VND compared to 2022); of which, there are conditions for enforcement of more than 49.6 trillion VND and more than 20.4 trillion VND has been enforced, an increase of 27.62% compared to 2022, reaching a rate of 41.11%.

According to reports from ministries, branches, localities, and relevant agencies, organizations, and units, in 2023, 55 heads and deputy heads were found to be irresponsible for allowing corruption to occur; 13 heads and deputy heads were criminally prosecuted for lack of responsibility for allowing corruption to occur; 42 heads and deputy heads were disciplined for lack of responsibility for allowing corruption to occur (including 16 reprimands; 13 warnings; and 13 dismissals). The handling of responsibilities of heads has had a deterrent effect, enhancing the role and responsibility of heads in anti-corruption work at the agencies and units under their charge.

In addition to the achieved results, according to the Government Inspectorate, the situation of corruption and negativity in some areas is still complicated and serious, with major violations in the fields of land, bidding, securities, corporate bonds, banking activities, vehicle registration, health care, etc. causing particularly serious consequences; there is collusion and connection between degenerate officials and businesses and organizations for personal gain, causing resentment among officials, party members and the people.

A number of cadres, civil servants, and public employees, especially leaders and managers, show signs of working half-heartedly, avoiding, and being afraid of making mistakes, affecting socio-economic development and the settlement of work for people and businesses.

Legal regulations in some areas are still flawed, inadequate, and slow to be amended and supplemented, especially in the fields of land, auctions, bidding, valuation, securities, corporate bonds, etc.

The work of self-inspection and detection of corruption and negativity within the organization has not yet seen many changes. Few cases have been detected through self-inspection; corruption and negativity cases still occur in agencies with the function of preventing and combating corruption and negativity, causing negative public opinion.

The work of appraisal, asset valuation, provision of information and documents in some cases and incidents is still slow, and the quality is still limited; although asset recovery has increased compared to the previous period, the value of assets to be recovered is still large.

During the working day, National Assembly deputies had many discussions. The Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the Minister of Public Security, the Minister of Justice, and the Government Inspector General spoke to explain and clarify a number of issues raised by National Assembly deputies.
