Nghe An voters want to speed up the process of granting land use rights originating from agricultural and forestry farms.
(Baonghean.vn) - Sending opinions to the 17th Session of the 18th Provincial People's Council, term 2021 - 2026, voters from a number of localities reflected the current situation, progress as well as difficulties and obstacles that need to be resolved and supported by all levels and sectors in handing over land originating from agricultural and forestry farms.
Local voters expressed that although land originating from agricultural and forestry farms has been handed over, many households have not yet been granted land use right certificates. Therefore, people hope that authorities and sectors will speed up the progress and remove difficulties in carrying out related procedures and documents.
Speed up the progress of granting land use rights
Voter Luong Cong Tien in Tan Ngoc village, Ngoc Lam resettlement commune (Thanh Chuong) said: "Since my family came to live in Ngoc Lam commune, the residential land area and production land area have basically been stable. My family mainly grows tea and acacia, but the production land area has not been granted the right to use, so I myself am not really confident in cultivating. I hope that the authorities at all levels will speed up the progress of granting land certificates to the people."

In Ngoc Lam commune, the commune leader said that since the implementation of Decision 314/QD-UBND of the Provincial People's Committee in February 2022, assigning the district level to review and approve land use plans originating from agricultural and forestry farms, the District People's Committee has supported the locality to basically complete the measurement files for more than 1,400 households in Ngoc Lam commune, mainly resettled people. However, by the end of November 2023, only 52 households in Ngoc Lam commune had been granted land certificates, the rest had basically completed the procedures, waiting for the district level to review and approve the files for transfer to relevant levels and sectors.
Ngoc Lam commune has more than 1,400 households, each household is assigned 2,500m2production land, on average each household has about 1-3 hectares of production land. Granting land use rights will help people feel secure in production, economic development and avoid violations of encroachment, land overlap as well as disputes over production land.

Encountering "difficulties" in completing land handover procedures
Regarding the handover of agricultural and forestry land to the locality and land for people to produce, voter Lo Thi Dung in Yen Khe commune, Con Cuong district said that currently, many households have not completed the related paperwork. According to the guidance of the commune People's Committee, Ms. Dung said that the family must wait to determine the origin of the land and the process of the family performing obligations related to paying land tax and the origin of agricultural and forestry land.
Discussing this issue, the leader of Yen Khe Commune People's Committee said that the whole commune has more than 140 hectares of land originating from agricultural and forestry farms handed over to the locality. Before the Provincial People's Committee issued Decision No. 314/QD-UBND, the commune had completed the land use plan, including plans related to the use of agricultural land, residential land, land for traffic works, irrigation works and land of collective management. After the Provincial People's Committee issued a decision authorizing the district to approve the content of the land use plan for the land fund recovered from agricultural and forestry companies handed over to the locality, the commune must re-establish the land use plan and submit it to the District People's Committee for approval.
The process of planning, handing over land to people, and carrying out paperwork procedures according to regulations to grant land use rights still has some problems. Among them, the leader of Yen Khe Commune People's Committee said that the biggest problem is determining the origin of the land and the lack of specialized staff.

Regarding the origin of the land, on the land area originating from agricultural and forestry farms, people have actually cultivated, produced and lived on it for a long time. Many households have cultivated for many generations, many households have divided plots and divided land among their children, so determining the origin of the land and comparing data takes a lot of time.
In addition, the biggest difficulty at present is the lack of staff to carry out the measurement work. At the commune level, there is only one cadastral - construction officer who has to take on many "fields", the work is often overloaded so he cannot handle the large amount of content related to measurement, completing land records, especially determining the origin and boundaries of agricultural and forestry land. Therefore, the commune government hopes that the superiors will actively support, remove difficulties, and help the locality speed up the progress of granting land use rights in general, and land related to agricultural and forestry land in particular.
Currently, out of a total of more than 140 hectares of land originating from farms (43.9 hectares) and forestry farms (96 hectares) of Yen Khe commune, about 60% of the area has completed measurement and land use rights records.
According to the report of the Provincial People's Committee before the 17th session of the 18th Provincial People's Council, implementing the handover of land from agricultural and forestry farms to local management, the Provincial People's Committee issued decisions to reclaim land from 11 units with a total area of 12,031.35 hectares, including forestry companies: Song Hieu (4,393.27 hectares), Tuong Duong (132.56 hectares), Con Cuong (209.81 hectares), Do Luong (1,387.62 hectares) and agricultural companies: 3/2 (121.17 hectares), 1/5 (215.14 hectares), An Ngai (224.19 hectares), Xuan Thanh (275.82 hectares), Ca PheRubber (488.97 ha), Tea (3,892.75 ha), Song Con (690.09 ha).
To speed up the progress of land allocation to people, on February 8, 2022, the People's Committee of Nghe An province issued Decision 314/QD-UBND on authorizing the districts: Thanh Chuong, Do Luong, Tan Ky, Anh Son, Con Cuong, Nghia Dan, Quy Hop, Quy Chau, Tuong Duong, Que Phong and Thai Hoa town to approve the content of the land use plan for the land fund recovered from agricultural and forestry companies to hand over to the locality.
