Many Japanese provinces want to accept more Vietnamese people to study and work.
Meeting with Prime Minister Pham Minh Chinh, Governors of many Japanese provinces expressed their desire to increase the number of Vietnamese people coming to study and work and were ready to create more favorable conditions for the Vietnamese community to integrate better.
On December 17, within the framework of a working trip to attend the Summit to celebrate the 50th anniversary of ASEAN-Japan relations, Prime Minister Pham Minh Chinh received Governor of Aichi Prefecture Hideaki Omura, Governor of Tochigi Prefecture Fukuda Tomikazu, Governor of Niigata Prefecture Hideyo Hanazumi, and Governor of Kanagawa Prefecture Kuroiwa Yuji.
Prime Minister Pham Minh Chinh said that one of the main purposes of this visit is to prioritize promoting Vietnam-Japan local cooperation, expanding exchanges and cooperation in the spirit of bringing practical benefits to both countries.

The Head of Government highly appreciated the cooperation achievements between Aichi, Tochigi, Niigata, Kanagawa and Yamanashi provinces with Vietnamese ministries, sectors and partner localities, as well as the sentiment, interest and support of the Governors and provincial authorities in promoting cooperative relations with Vietnam in recent times.
The Prime Minister asked leaders of Japanese localities to promote cooperative relations with the localities of Thai Binh, Khanh Hoa, Hai Duong, Can Tho, etc. to join the Government's working delegation this time.
At the same time, the Prime Minister also asked the Governors to further strengthen cooperation with Vietnam to effectively exploit available potential through promoting exchange activities and delegations at all levels; promoting investment, human resource training, and education with Vietnamese localities.
The Prime Minister also asked the provinces to continue to pay attention and create favorable conditions for the Vietnamese community to contribute more actively to the development of the province as well as the good friendship between the two countries.
At the receptions, the Governors of Japanese localities expressed their honor to meet Prime Minister Pham Minh Chinh during his working trip to Japan to attend the Summit to celebrate the 50th anniversary of ASEAN-Japan relations.
The Governors expressed their delight at the two countries upgrading their relationship to Comprehensive Strategic Partnership in November 2023 and highly appreciated the positive contributions of the Vietnamese community to the local socio-economic development.
Expressing their desire to increase the reception of Vietnamese people to study and work in the province, the Governors affirmed their readiness to create more favorable conditions for the Vietnamese community in the province to better integrate into local life.
Regularly organize Vietnamese Festivals
Governor of Aichi Prefecture Hideaki Omura reported to the Prime Minister on the close and extensive cooperation between Aichi Prefecture and Vietnam and Ho Chi Minh City, especially in the fields of investment and people-to-people exchange. Currently, the province has more than 200 enterprises investing in Vietnam, and the number of Vietnamese people in the province ranks first in Japan with 53,000 people.
He expressed his wish to further promote substantive cooperation with Vietnamese localities, including Ho Chi Minh City and Vinh Phuc province, through increasing delegation exchanges, economic and investment cooperation, and organizing cultural exchange activities and festivals.
Governor Omura said that since 2018, Aichi Prefecture has regularly organized the Vietnam Festival in coordination with Ho Chi Minh City, attracting the participation of more than 100,000 visitors, contributing to promoting the image of Vietnam in the province and cultural and tourism cooperation between the two countries.
Prime Minister Pham Minh Chinh asked Governor Omura, with Aichi province's industrial strengths, to pay attention to supporting Vietnam in implementing its industrialization and modernization strategy as committed by Prime Minister Kishida Fumio to Vietnam.

Along with that, the locality needs to double the number of Aichi prefecture enterprises investing in Vietnam to 400 enterprises after 10 years; promote the organization of the Cherry Blossom Festival in Ho Chi Minh City.
Tochigi Governor Fukuda Tomikazu said that the prefecture has signed a cooperation agreement with the Ministry of Planning and Investment to promote investment cooperation in Vietnam as well as the prefecture's efforts to promote educational and tourism cooperation between Tochigi and Vietnam through cooperation with the University of Science and Technology, and the first Vietnam Festival held in the prefecture in November 2023.
Tochigi province leaders expressed their wish to promote closer cooperation with Vinh Phuc province on the basis of the signed agreement.
Recalling memories of his visit to Tochigi Prefecture in November 2021, the Prime Minister asked Governor Fukuda Tomikazu to pay attention to promoting cooperation in areas where the province has strengths such as digital transformation, labor, education, tourism, and training; and proposed creating conditions for FPT Corporation to operate effectively in the province.
Governor of Niigata Prefecture Hideyo Hanazumi said that Niigata Prefecture signed a cooperation agreement with Thanh Hoa and Vinh Long provinces on promoting investment, trade, and tourism cooperation and pledged to continue bringing more provincial businesses to invest in Vietnam.
Appreciating Governor Hanazumi’s efforts in promoting cooperation between Niigata Prefecture and Vietnam in recent times, the Prime Minister welcomed the fact that many Niigata Prefecture enterprises are successfully investing and expanding their business activities in Vietnam in the fields of education, food, etc.
Kanagawa Governor Kuroiwa Yuji said that the province has organized the Vietnam Festival 6 times in the province, the Kanagawa Festival 4 times in Hanoi and Da Nang, and investment and trade promotion seminars...
Currently, there are 24 provincial enterprises investing in Vietnam and 17 Vietnamese enterprises investing in Kanagawa province.
Governor Kuroiwa Yuji affirmed his desire to continue to promote substantive relations with Vietnam and Vietnamese partner ministries, sectors and localities with which he has established relations, such as Hanoi, Ho Chi Minh City, Hung Yen, Quang Ninh, Can Tho and Lang Son. The province also promotes tourism cooperation and investment by Kanagawa enterprises in Vietnam.
The Prime Minister asked Governor Kuroiwa Yuji to consider establishing a research center on population aging at the National Innovation Center to propose policies to respond to this issue.
