Activities of Nghe An Provincial People's Council and its effectiveness and suggestions
(Baonghean.vn) - Continuing the spirit of innovation and enhancing the role and position of elected agencies, the People's Council of Nghe An province has implemented many solutions to accompany the general development of the province and better resolve the wishes and recommendations of voters.
Concerned with the development of the province
In 2023, Nghe An Provincial People's Council will hold 6 sessions. In addition to 2 regular mid-year and year-end sessions, there will be 4 thematic sessions, with a total of 107 Resolutions issued. The organization of thematic sessions, in addition to demonstrating flexibility and innovation in operations, is also the concern and companionship of the Provincial People's Council with the Provincial People's Committee, provincial departments, branches, and localities by promptly unifying the issuance of many policies and guidelines, solving problems, removing difficulties and obstacles, and promoting the development of the province.

In 2023, the Provincial People's Council issued a Resolution approving the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, creating an important political and legal basis for the province to deploy and detail development goals for the periods 2021-2025 and 2026-2030, with a vision to 2045, with 3 strategic breakthroughs: Completing synchronous institutions and policies; building and creating breakthroughs in socio-economic infrastructure; comprehensively developing human resources.
Along with that, the issuance of the Resolution adjusting the medium-term public investment plan for the 2021-2025 period; the Resolution on handling the remaining undisbursed capital under the public investment plan from the local budget in 2022... has removed difficulties, accelerated public investment, disbursed public investment capital, and promoted the province's development.

Similarly, resolutions on investment policies for works and projects on transportation, dykes, river embankments, pumping stations, irrigation canals, medical facilities, education, etc., create conditions for completing infrastructure - one of the three breakthroughs identified by the province, serving the socio-economic development of the province.
Mr. Nguyen Dung - Vice Chairman of Dien Ngoc Commune People's Committee (Dien Chau) shared: Resolution No. 01, dated July 7, 2023 on a number of policies to support fishing vessels in offshore fishing of the Provincial People's Council has contributed to reducing some of the difficulties for fishermen in the context of increasing prices of oil, nets and raw materials for fishing and seafood exploitation. Thereby, encouraging and motivating fishermen to go offshore, stick to the sea, and make efforts with localities across the country to remove the "yellow card" for Vietnamese seafood through supporting ship owners to buy replacement voyage monitoring equipment and service subscription fees for voyage monitoring equipment installed on fishing vessels.

Most recently, at the regular meeting at the end of 2023, the Provincial People's Council issued a resolution on titles and allowances for part-time workers at the commune and hamlet levels. According to Mr. Nguyen Van Quan - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thanh Thinh Commune (Thanh Chuong): The Provincial People's Council has understood and promptly intervened to solve the difficulties of the grassroots in the issue of cadres and mechanisms, policies, and encouraged part-time workers at the grassroots level to work more actively and effectively.
Also in 2023, through organizing thematic supervision sessions, explanation sessions, group discussions and discussions in the hall, and questioning at 2 regular meetings, the Provincial People's Council raised many existing issues, difficulties, and obstacles, which were reflected by voters and people; such as: Management and use of land originating from agricultural and forestry farms, and Youth Volunteer Force; land and forest allocation to people; granting land use right certificates to people; inspection and recovery of slow-progressing projects; shortage of teachers and human resources in the health and tourism sectors; implementation of development investment policies; prevention of school violence, child drowning, etc.

Speaking at the regular meeting at the end of 2023, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized: "The issues raised by the Provincial People's Council and the Provincial People's Council delegates are quite comprehensive, profound, close to reality, in the spirit of construction and for the common development of the province. From frankly pointing out the shortcomings and limitations, the Provincial People's Council and the Provincial People's Council delegates also suggested many contents to the Provincial People's Committee to continue directing in order to perfect solutions, implement the goals and tasks of socio-economic development of the province in the coming time".
Better handling of voters' petitions
Emphasizing a number of key tasks in 2024, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh affirmed: "The Provincial People's Council continues to accompany the Provincial People's Committee, departments and branches in researching special mechanisms of outstanding nature to submit to the National Assembly to issue a new resolution for Nghe An, in order to concretize Resolution 39 of the Politburo. The Provincial People's Council also actively accompanies in implementing the arrangement of administrative units at district and commune levels in conjunction with the arrangement of redundant apparatus, staff and facilities; reviewing and abolishing ineffective, fragmented and small-scale policies and promulgating strong enough policies to promote and create breakthroughs in the province's development".

With responsibility and the desire to better resolve voters' petitions, in 2023, the Standing Committee of the Provincial People's Council organized a supervision of the settlement of voters' petitions in Nghe An province from the beginning of the 2021-2026 term to present. From the supervision results, in addition to acknowledging the attention of the leaders and direction of the Provincial People's Committee to departments, branches, and localities in resolving and responding to voters' petitions sent by the Provincial People's Council; Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi also frankly pointed out that there were 98 voters' petitions that had not been completely resolved, in particular, there were 28 petitions that had been pending for a long time.
Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi suggested that the Provincial People's Committee and departments and branches need to get involved to thoroughly and thoroughly resolve voters' petitions; for any content that has not been resolved due to lack of legal regulations, mechanisms and policies, review and propose to the Central Government or the Provincial Party Committee and the Provincial People's Council to resolve it, ensuring constitutionality and legality in resolving voters' petitions; for content related to resources, if it is related to urgent public works and projects, research, propose solutions, determine the investment phase, create higher persuasiveness in responding to voters, and overcome the lack of resources.

On the other hand, it is necessary to study, supplement and perfect Decision No. 25, dated July 11, 2019 of the Provincial People's Committee on the Regulations on receiving, resolving and responding to voters' petitions, in the direction of digital transformation; how to monitor the "journey" of receiving, resolving, responding, and meeting the legitimate needs and aspirations of voters.
