More than 257 trillion VND of violations were discovered through inspections in 2023

(Baonghean.vn) - On the morning of December 29, the Government Inspectorate held an online conference to summarize the work in 2023 and deploy tasks in 2024.

The conference was chaired by Deputy Prime Minister Le Minh Khai. At Nghe An, the participants included: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Chu The Huyen - Chief Inspector of the province, and representatives of inspection departments, branches and localities.

Inspection found many violations

In 2023, the Government Inspectorate and Inspectorates of ministries, branches and localities have closely followed the direction of the inspection program and the direction of the Steering Committee for anti-corruption and negativity at all levels, implementing planned inspections and surprise inspections. In particular, focusing on inspecting State management work in sectors and fields that are prone to corruption and negativity, have many complaints and denunciations, and are of public concern.

In 2023, the entire Inspection sector carried out 7,689 administrative inspections and 193,774 specialized inspections and checks. Thereby, economic violations of VND 257,703 billion were detected; violations of 616 hectares of land. Of which, recommendations were made to recover VND 188,607 billion and 166 hectares of land; to deduct and exclude from the settlement value due to non-compliance with regulations and to request competent authorities to consider and handle VND 69,096 billion and 451 hectares of land; to issue 126,158 decisions to sanction administrative violations of organizations and individuals, with an amount of VND 6,452 billion; to recommend consideration and administrative handling of 7,524 collectives and 7,944 individuals; to transfer to the investigation agency for consideration and handling of 497 cases and 490 subjects.

In addition, the entire Inspection sector has also urged and inspected the implementation of 8,691 conclusions and decisions on inspection handling, of which 5,442 inspection conclusions have completed 100% of the required contents (accounting for 62.6% of the total number of inspection conclusions urged and inspected).

Through urging, the authorities have recovered 2,350 billion VND (reaching a rate of 64.1%), 32,523 hectares of land; administratively handled 7,972 organizations, 9,735 individuals; transferred 152 cases, 201 subjects to the investigation agency; prosecuted 18 cases, 30 subjects; issued new, amended, supplemented, and abolished 332 documents on mechanisms, policies, and laws according to recommendations in inspection conclusions (reaching a rate of 72.6%).

In 2023, there were also 362,883 people coming to State administrative agencies to make complaints, denunciations, recommendations, and reflections. The total number of people received was 396,590 people, with 300,297 cases.

In Nghe An, in 2023, the entire Inspection sector conducted 380 administrative inspections; issued conclusions on 254 inspections at 588 units. Through inspections, violations of more than VND 85.3 billion and 101,540m were discovered.2land; issued a decision to recover more than 59.8 billion VND; proposed other handling of more than 25.5 billion VND and 101,540 m2land; recommended administrative handling of 48 organizations and 222 individuals with violations; transferred 1 case to the investigation agency. To date, more than 56.9 billion VND (95.16%) has been recovered for the State budget.

Attach responsibility to the headin preventing and combating corruption and negativity

At the conference, representatives of many ministries, branches and localities discussed the shortcomings and limitations affecting the effectiveness of inspection work. In particular, there are still overlapping phenomena in inspection and examination activities; the implementation of conclusions and recommendations on inspection, especially the rate of money and asset recovery has positive changes but has not yet achieved the set goals; the control of personal assets to prevent and combat corruption still has many limitations; the completion of mechanisms, policies and laws according to recommendations in the inspection conclusions is still slow.

The regular reception of citizens by the heads of some ministries, branches and localities is not yet adequate according to regulations; the work of classifying and handling petitions in some localities and units, especially at the grassroots level, still has errors. The situation of harassment, causing trouble for people and businesses, or avoiding, pushing things away, fearing mistakes and fearing responsibility in handling work has not been effectively prevented; the work of self-inspection and detecting corruption within agencies, organizations and units is still limited.

Speaking at the conference, Deputy Prime Minister Le Minh Khai requested the Inspection sector to continue to closely follow the 2024 inspection program approved by the Prime Minister and meet the requirements of State management and socio-economic development at all levels, sectors and localities.

Innovate in organizing the implementation of inspection plans; promote the application of science and technology in inspection activities; effectively implement resolutions and directions of the Government and the Prime Minister related to inspection activities, especially tasks and solutions for socio-economic recovery and development.

The Inspectorate must also strengthen inspection of State management work and the responsibility of leaders in performing assigned tasks, focusing on sectors, fields, and localities that are prone to many violations, corruption, negativity, many complaints, denunciations, and public concern.

Increase publicity and transparency in inspection activities; improve discipline, administrative discipline, and public ethics in inspection activities. Strengthen supervision, appraisal, and post-inspection handling, focusing on effectively organizing the implementation of legal provisions on implementing inspection conclusions, increasing the rate of recovery of money and assets due to violations, negativity, and corruption, and accelerating the completion of mechanisms, policies, and laws...

The Deputy Prime Minister also requested that the Inspectorate must promptly, legally and practically resolve complaints and denunciations under its jurisdiction as soon as they arise at the grassroots level, avoiding prolonged complaints and denunciations that go beyond its authority. At the same time, it is necessary to strengthen monitoring and evaluation of anti-corruption work nationwide and in each ministry, sector and locality; develop a set of criteria for comprehensive monitoring and evaluation of anti-corruption work for ministries, sectors and localities; expand international cooperation, judicial assistance, information exchange, technical support, review and improve laws to improve the effectiveness of anti-corruption work...
