Summary of 15 years of implementing the Project to provide books to communes, wards and towns
(Baonghean.vn) - Over the past 15 years of implementing the Project, Nghe An has received nearly 375,000 books and thousands of useful documents for communes, wards and towns.
On the afternoon of December 28, the Central Propaganda Department coordinated with the National Political Publishing House Truth to organize a combined in-person and online conference to summarize 15 years of implementing the Project to provide books to communes, wards and towns (2009 - 2023).
Comrades: Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda Department; Tran Thanh Lam - Deputy Head of the Central Propaganda Department, Chairman of the Steering Council of the Project; Vu Trong Lam - Director, Editor-in-Chief of the National Political Publishing House Truth co-chaired and directed the conference.
Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee chaired at the Nghe An Provincial Party Committee bridge. Also attending were Comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department and leaders of a number of relevant departments, agencies and branches. In Nghe An, the conference was broadcast live to 21 district, city and town Party Committees.
CONTRIBUTING TO IMPROVING THE QUALITY OF THE GRASSROOTS POLITICAL SYSTEM AND THE PEOPLE'S INTELLECTUALITY
From 2009 to 2023, implementing the direction of the Party Central Committee Secretariat, the Central Propaganda Department and the National Political Publishing House Truth have coordinated with central departments, ministries, branches and localities to implement the Project of providing books for communes, wards and towns to contribute to innovation and improve the quality of the grassroots political system, improve the knowledge of all classes of people, and meet the requirements of the new development period.
After being piloted for 2 years (2009, 2010) in 16 provinces and centrally-run cities, the Project was deployed in all communes, wards, towns and townships of 63 provinces and cities nationwide.
By 2021, the Central Party Secretariat agreed to continue implementing the Project until 2023, and at the same time organized a review and evaluation of the results of 15 years of implementing the Project.
In the period 2009 - 2023, the Project has provided nearly 593 books (both CD-ROM and Audio CD), with a total of 14,408,340 printed copies to the grassroots. The content of the Project's books is mainly about knowledge about Party building, government, and grassroots organizations; life, career, ideology, morality, and style of Ho Chi Minh; the struggle to protect the Party's ideological foundation; sovereignty over borders and islands; building new rural areas; disseminating legal knowledge; techniques in agriculture; skills and expertise for cadres in the political system at communes, wards, and towns;...
In particular, to adapt to changes in the habits of cadres and party members and the popularity of mobile devices used to update information and knowledge daily, the Project Steering Council has directed innovation in book formats by publishing additional CD-Audio books, which are built into radio programs for radio stations at the grassroots level; building an electronic book library for communes, wards and towns (thuviencoso.vn).
In Nghe An, after the Project and guiding documents from higher levels were issued, the Provincial Party Standing Committee led and directed the dissemination to communes, wards and towns for deployment and implementation.
Over the past 15 years, the province has received nearly 375,000 books and more than 7,350 CDs. The beneficiaries of the books in districts, cities and towns under the Project include: Standing Committees of District, City and Town Party Committees; Propaganda Departments of District, City and Town Party Committees and 460 communes, wards and towns. Each unit receives 1 set of books/1 batch, with the total number of documents received from 2011-2022, each unit receives more than 500 books and 10 DVDs, CDRs/1 unit benefiting from the Project.
The presentations at the conference evaluated the results achieved after 15 years of implementing the Project, lessons learned, good practices, and effective models; at the same time, they recommended and proposed directions and solutions to more effectively implement the Project.
NEW APPROACH TO DEVELOPING READING CULTURE
In his concluding remarks at the conference, Comrade Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda Department emphasized that the Project has contributed to concretizing the Party's policy of focusing on the grassroots, being close to the people, and serving the people; contributing to developing culture on par with economic development.
Based on the analysis of the context and situation in the new period, in order to continue to effectively implement the Project, the Head of the Central Propaganda Department emphasized the requirement that Party committees, political systems, cadres and Party members at all levels need to continue to thoroughly grasp and implement resolutely; especially setting an example to develop a reading culture.
Along with that, it is necessary to proactively grasp the needs and desires of the people to choose appropriate content, form of expression, and method of transmission; not mechanically, not dogmatically; have an appropriate book ratio to meet general needs, and have a book ratio suitable to the characteristics of each locality.
Comrade Nguyen Trong Nghia requested the Project Steering Council to advise the Secretariat and the Politburo on solutions to continue implementing the Project well, especially in relation to and integrating the Project implementation with national target programs.
Along with that, the organization and implementation work needs to be diverse and rich, especially there must be a new approach to attract and appeal to people; at the same time, it is necessary to pay great attention and consider the completion of conditions for people to be able to access and read books on the Internet as a breakthrough in the coming time.
Comrade Nguyen Trong Nghia highly appreciated the close and effective coordination between the Central Propaganda Department, the National Political Publishing House, central departments, ministries, branches, provincial and municipal Party Committees, publishing houses, etc. in organizing the implementation of the Project over the past 15 years.
In the coming time, the Party Central Committee Secretary and Head of the Central Propaganda Department requested that, based on the summary, especially through enthusiastic and responsible discussions, the Project Steering Council fully and seriously absorb and carefully prepare to report to the Secretariat and propose directions, tasks and solutions to implement the Project in the new consolidation phase; both meeting practical requirements and having a vision; both meeting the common needs of the country and meeting the realities at the grassroots level.
