According to Article 31 of Circular 24/2023/TT-BCA, the steps for transferring ownership of a motorbike without requiring the previous owner's name are as follows:

Step 1: Complete the recall procedure.

The person using the vehicle must go to the agency that manages the vehicle's registration records to complete the revocation procedure. Then, they fill out the vehicle registration and license plate revocation form on the public service portal. Next, they provide the online application code and submit the paper documents along with the license plate and vehicle registration certificate.

After verifying the validity of the documents, the vehicle registration authority issues a certificate of registration and license plate revocation.

If the agency responsible for vehicle registration records and the agency responsible for transferring ownership are the same, the current vehicle user does not need to go through the vehicle revocation procedure. Instead, they only need to submit the vehicle registration certificate and license plate when transferring ownership.

Step 2: Complete the motorcycle ownership transfer procedure without needing the previous owner.

Individuals using vehicles must complete the vehicle ownership transfer procedures at the vehicle registration office in their place of permanent or temporary residence. The commune-level police where the individual resides handle motorcycle ownership transfers. The district-level police where the individual resides handle car ownership transfers.

The documents required for transferring vehicle ownership include: Vehicle registration application form (clearly stating the purchase and sale process and a commitment to taking responsibility for the legal origin of the vehicle), vehicle registration tax payment receipt, registration revocation certificate, and license plate (with a scratched copy of the engine number and chassis number affixed with the seal of the vehicle registration authority).

Step 3:Those wishing to transfer vehicle ownership will receive an appointment within 30 days. Authorities will then verify the vehicle registration data.

Step 4: Receive the vehicle ownership transfer results.

After 30 days, if there are no disputes or complaints, the vehicle registration authority will issue a penalty decision for the failure to complete the procedures for vehicle revocation and transfer of ownership to the current user.
