Nghe An State Treasury promotes digital transformation, improves service quality
(Baonghean.vn) - With the goal of enhancing the application of information technology, implementing digital transformation and improving service quality, Nghe An State Treasury has synchronously deployed key solutions and tasks to successfully achieve the 2024 goals.
On the morning of January 11, the State Treasury of Nghe An province held a conference to review the work in 2023 and deploy tasks for 2024. Attending and directing the conference was comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee. Also attending were representatives of units in the financial sector and officials, employees of the sector.
Budget revenue exceeded the plan
In 2023, by synchronously implementing solutions, Nghe An State Treasury has achieved many positive results, notably in the collection of the State budget. Accordingly, Nghe An State Treasury has strongly improved the collection work; coordinated smoothly with the collection agencies (Tax, Customs) and 8 commercial banks in the area to implement and achieve high efficiency according to the Resolution of the Provincial People's Council on the State budget revenue and expenditure estimates and the budget allocation plan of the Provincial People's Committee.
The state budget revenue in 2023 is 21,259 billion VND/plan 15,836 billion VND, reaching 134.24% of the plan. Of which: Domestic revenue: 19,981 billion VND/14,586 billion VND, reaching 136.99% of the plan; Import-export tax revenue: 1,278 billion VND/1,250 billion VND, reaching 102.24% of the plan.
The work of controlling state budget expenditures continues to be strengthened. Specifically, the Nghe An State Treasury has coordinated with departments, branches, sectors and budget-using units to deploy many solutions to contribute to promoting the disbursement of investment capital, promptly meeting the spending needs of budget-using units, while still ensuring strict management, in accordance with the regime and within the assigned budget estimates for state budget expenditures.
Implement well the 3 no model "No delays, no hassles, no requests for additional documents more than once", do not leave any payment documents pending at the State Treasury.
Accordingly, the control of regular state budget expenditures through the State Treasury (excluding payment orders) was VND 30,052 billion/VND 32,781 billion, reaching 91.68% of the assigned estimate; the control of investment capital payment, target program was VND 26,789 billion/plan VND 31,785 billion, reaching 84% of the capital plan (13% higher than in 2022);
Recovering advance payment for basic construction investment capital of VND 3,549 billion; recovering payment value higher than approved project settlement value of VND 3.4 billion; Through the work of controlling state budget expenditures, Nghe An State Treasury has discovered and issued 73 decisions to sanction administrative violations in the field of State Treasury with a total fine of VND 117.9 million.
Promote online public services
In 2023, Nghe An State Treasury will continue to promote administrative reform to facilitate transactions, improve service quality and customer satisfaction.
In particular, focusing on promoting the deployment of Level 4 Online Public Services and risk warning applications on mobile devices to budget-related units to limit direct contact, helping account holders control changes in their account balances. Up to now, 100% of budget-using units in the province have participated in using online public services; Completed integration of 11/11 administrative procedures in the State Treasury sector on the National Public Service Portal.
Continue to effectively implement the Project "Unifying the focal point for controlling state budget expenditures through the State Treasury system"; implement the specialized transaction officer model at the provincial State Treasury. Through the survey and assessment of satisfaction level in 2023, Nghe An State Treasury ranked 9th out of 64 provinces and cities.
At the conference, delegates contributed ideas and discussed key tasks and solutions to effectively implement the 2024 goals. Accordingly, in 2024, Nghe An State Treasury will continue to closely follow the directions of the Government, Prime Minister, Ministry of Finance, State Treasury, and Nghe An Provincial People's Committee to successfully implement the socio-economic goals of 2024.
Strive to complete 100% of the targets assigned by the Provincial People's Committee and the State Treasury. Closely coordinate with the tax authorities to effectively perform the task of collecting the state budget; Ensure absolute security and safety of state money and assets assigned to the State Treasury for management.
Speaking at the conference, Vice Chairman of the Provincial People's Committee Bui Thanh An highly appreciated the results achieved by the Provincial State Treasury in 2023, and emphasized that in 2024, the Provincial State Treasury needs to focus highly and synchronously deploy solutions to complete the 10 key tasks set out.
Specifically: Timely advise local Party committees and authorities on the management of state budget revenue and expenditure to meet the budget management and operation requirements of authorities at all levels; Promote administrative reform, actively deploy online public services, strictly implement the one-stop procedure in transactions;
Effectively deploying information technology programs in accounting, payment and control of state budget expenditures; Changing service methods, taking people and budget-using units as the center, taking the satisfaction of individuals and organizations as a measure of task completion...
On this occasion, the Ministry of Finance presented the Emulation Flag to the State Treasury of Nghe An province and the State Treasury of Yen Thanh district; the Provincial People's Committee presented the Emulation Flag to the State Treasury of Nghi Loc district.
