Creating new momentum and new opportunities for long-term development of Nghe An province (*)

On the morning of January 13, in Vinh City, Nghe An Province held a conference to announce the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, and the overall adjustment project of the General Planning for the Southeast Nghe An Economic Zone to 2040.

Deeply aware of the role and importance of planning work for the development of the province; determining that planning work must be one step ahead, is a necessary tool for planning, managing, and operating the socio-economic development plan in a unified and consistent manner, as well as allocating and effectively using resources.

In recent times, Nghe An province has urgently organized the establishment of the Provincial Planning for the period 2021-2030, with a vision to 2050. Although at the time of planning, the regulations and guidelines for provincial planning were still being finalized, national and regional planning had not been approved by competent authorities, and the complicated developments of the Covid-19 pandemic, it received the attention and support of central ministries and branches, especially the Ministry of Planning and Investment, the Government Office and localities in the region; valuable contributions from experts, scientists and the community.

With the close leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and the great efforts and determination of agencies, units, and localities throughout the province, the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, has been completed according to the set plan and approved by the Prime Minister in Decision No. 1059 dated September 14, 2023; At the same time, with the attention and support of ministries, central branches and relevant agencies, especially the Ministry of Construction, Nghe An province has completed and the Prime Minister has approved the overall adjustment of the Master Plan for the construction of the Southeast Economic Zone to 2040 in Decision No. 93 dated February 15, 2023.

These are two planning projects of special importance, creating new momentum and new opportunities for the development of Nghe An province in the coming time with long-term goals and visions.

In the process of implementing the Planning, in addition to meeting the progress according to the general direction of the Central Government, Nghe An province identifies the quality of the planning as a particularly important content.

The planning of Nghe An province for the period 2021 - 2030, with a vision to 2050, is built on the basis of inheriting important achievements of the previous period, the results of socio-economic development in the current period, especially attracting investment resources; at the same time, closely following the Resolutions, orientations and directions of the Central Government, the Government, and national-level planning to integrate in a unified and synchronous direction.

In particular, along with the process of summarizing 10 years of implementing Resolution No. 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020 and the Politburo issuing Resolution No. 39 dated July 18, 2023 on building and developing Nghe An province until 2030, with a vision to 2045; the content of the Provincial Planning has been updated to unify and specify the goals, viewpoints, and development orientations of Nghe An province in the spirit of Resolution No. 39 of the Politburo. Some of the main contents are as follows:

One is, to achieve the general, core, and consistent goal: By 2030, Nghe An will be a developed province of the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; the center of the North Central region in a number of areas with strengths. Vision to 2050, to be a province with fast, sustainable, comprehensive, civilized, and modern development.

Two is, closely following 5 key viewpoints, in which the consistent viewpoint of the Provincial Planning is to firmly pursue the goal of sustainable development; comprehensive development but with focus, key points, determined to create breakthroughs in a number of key industries, fields, and regions, focusing on rapidly developing the coastal plain area to form new growth drivers, spreading effects to promote sustainable development in the Western region.

Third,The plans, development orientations, tasks and solutions for implementing the Nghe An Provincial Planning all aim to develop two main growth driving areas, namely the expanded Vinh city and the expanded Southeast Economic Zone; Implement three strategic breakthroughs; Form and develop four economic corridors associated with four key traffic routes; Develop five pillar sectors including: industry; trade, services; tourism; high-tech agriculture; marine economy associated with ensuring national defense and security.

Building 6 urban centers to create driving forces for development, including: Vinh City expansion as the central urban area; Developing Thai Hoa town in association with Nghia Dan to become a dynamic urban area, the center of the Northwest region; Developing Hoang Mai town in association with Quynh Luu to become the central urban area of ​​the South Thanh Hoa - North Nghe An region, the northern growth pole of the province.

Building Con Cuong district in the direction of ecological urban area, the driving force for the development of the Southwest sub-region; Upgrading Dien Chau urban area with the function of an Eastern central urban area; Building Do Luong urban area to act as a connecting point, linking the Western districts with Vinh city, the Southeast Economic Zone and the coastal area of ​​the province.

Nghe An province believes that, together with Resolution No. 39 dated July 18, 2023 of the Politburo on the construction and development of Nghe An province to 2030, with a vision to 2045, and the plans approved and announced by the Prime Minister today, are solid political and legal foundations that will open up many new opportunities and new prospects for breakthrough, rapid and sustainable development.

To achieve the set goals and tasks, in the coming time, Nghe An province will focus on building and promptly implementing plans, programs and projects to concretize the Provincial Planning.

At the same time, closely coordinate with central ministries, branches and localities to effectively implement regional planning after approval, in conjunction with continuing to effectively implement the Government's Resolutions on the Action Program to implement Resolution No. 26 of the Politburo on the development of the North Central and Central Coast regions.

In the immediate future, in 2024, the province will focus on completing the construction and approval of district planning; implementing 5 key programs and projects, including:

Project to expand the Southeast Economic Zone; Project to expand the boundaries and urban space of Vinh city; Project to arrange administrative units at district and commune levels for the period 2023-2025; Program for urban development of the whole province until 2030 associated with the Project to classify urban areas in the province; Complete the Project to supplement specific mechanisms and policies to soon submit to the Government and the National Assembly.

Continue to accelerate the implementation of two strategic transport infrastructure projects: Cua Lo Deep Water Port and Upgrading and Expanding Vinh International Airport. Focus on implementing key transport infrastructure investment projects and industrial park infrastructure investment projects in the Southeast Economic Zone.

Along with that, Nghe An province pledges to continue to make efforts, unite, be proactive, innovate, and be more drastic in its direction and administration; support, accompany, and take people and businesses as the center of service; improve public ethics, take people's interests, happiness, and satisfaction as a measure of development; be determined to implement administrative procedure reform and digital transformation, creating strong and substantial changes in the investment and business environment, improving competitiveness, and meeting development requirements in the new situation.
