Focus on party member management
Lien Hoa hamlet party cell, Dien Xuan commune (Dien Chau) was established after implementing the policy of merging hamlets 9 and 10 into Lien Hoa hamlet. Currently, the cell has 57 party members, mainly from agricultural households. However, this is considered a strong cell, with many years of excellent ratings and the hamlet's movements leading the locality.
That result is from the fact that the Party cell has gathered and promoted the strength of the Party organization and the people. According to the Secretary of the Lien Hoa hamlet Party cell - Comrade Ngo Sy Minh, the management of Party members must be really strict, from participating in regular activities, to the responsibility of Party members in implementing the resolutions of the Party cell and the higher-level Party committee.
Learning about the Party cell activities in Lien Hoa hamlet, we learned that the content of the regular and specialized Party cell activities was selected by the Party cell committee to closely follow the Party building tasks and the hamlet's movement; promoting the spirit of daring to think and daring to do. The hamlet's key contents were discussed and agreed upon by the Party cell before implementation.
As for the work of developing party members or implementing advanced new rural criteria; agricultural production, environmental protection, etc., after being democratically discussed and agreed upon by the Party cell, specific responsibilities will be assigned to each Party Committee and Party member for implementation.

Comrade Nguyen Thanh Binh - Standing Deputy Secretary of the Dien Xuan Commune Party Committee said: Improving the quality of Party cell activities is focused on leadership by the Party Committee. Since then, activities at Party cells have increasingly promoted the principle of democratic centralism; meeting time is maintained in a disciplined manner on the 3rd - 5th of every month; meeting content is carefully prepared in the direction of innovation, practicality, and efficiency associated with the actual situation at the grassroots level. Party members' awareness and responsibility for participating in Party cell activities is higher, the average rate of Party members participating in activities is from 85 - 97%.
In its activities, the Party cell committee proactively deployed key issues, discussed and proposed accurate and appropriate resolutions on Party building work and leadership in all areas of social life, hamlet unions and effectively organized implementation, creating changes in all aspects of the locality.
In addition, the Commune Party Committee assigned members of the Standing Committee and Executive Committee to attend meetings with Party cells to directly grasp the situation and promptly propose solutions to help Party cells gain more experience, contributing to improving the quality of Party cell activities.
The Standing Deputy Secretary of the Party Committee of Dien Xuan commune also affirmed: From improving the quality of Party cell activities, creating stronger movements in each hamlet, agency, and unit, contributing to promoting the general movement of the commune, especially bringing Dien Xuan commune to the advanced new rural finish line in 2023.

Imbued with his ideology and the practical work of Party building, in recent times, Party committees at all levels in Nghe An province have paid attention to building, consolidating, and improving the capacity and fighting strength of Party cells through improving the quality of Party cell activities with many specific and positive solutions.
On the basis of implementing Directive 13 on improving the quality of Party cell activities and Regulation No. 08 (now Regulation No. 27) on assessing the quality of Party cell activities of the Provincial Party Standing Committee, Party committees at all levels have actively deployed, creatively applied, and innovated with many solutions to improve the quality of Party cell activities.
In Dien Chau, the District Party Committee focuses on selecting grassroots Party committees with good qualities and capabilities. The Standing Committee of the District Party Committee focuses on providing professional training to Party cell committees and hamlet leaders to promote a sense of responsibility and exemplary behavior in managing and guiding the grassroots. On the other hand, according to comrade Nguyen Van Loi - Head of the Organization Board of the Dien Chau District Party Committee, the district has directed grassroots Party committees to be flexible in converting the form of Party cell activities to suit the reality. That is, activities in the context of an epidemic, or organizing activities according to each Party group for Party cells with many Party members.
In Thai Hoa town, comrade Nguyen Huu Hao - Head of the Organizing Committee of the Town Party Committee said: Party committees at all levels pay attention to improving the sense of responsibility, management methods, and capacity to organize Party cell activities for Party cell committees and Party cell secretaries. In Party cell activities, special attention is paid to topics of education, training, and fighting against signs of degradation in political ideology, ethics, and lifestyle among cadres and Party members. Thereby, Party members are more closely managed, increasingly conscious and responsible in participating in Party activities, proactively performing well the tasks of Party members and the tasks assigned by Party committees and Party cells, contributing to improving the leadership capacity and fighting strength of Party cells and grassroots Party organizations.
In Nghi Loc district, in addition to innovating the content and form of Party cell activities, it also focuses on expanding activities and thematic activities. Comrade Dinh Thi Hanh - Deputy Head of the Organization Board of Nghi Loc District Party Committee said: The district focuses on inspecting and supervising the implementation of regulations and instructions from superiors on improving the quality of Party cell activities, organizing the supervision of the implementation of the Party Charter, Party activity regime for Party members, combined with directing post-inspection remedies, closely supervising so that the Party cell can perform better, contributing to improving the quality of Party cell activities. At the same time, it pays attention to promptly resolving recommendations and reflections from Party members as well as difficulties and problems at the grassroots level.
Currently, the Provincial Party Committee's Organizing Committee has issued Instruction No. 10, dated January 2, 2024 on "Piloting the model of "Four-good Party Cells", "Four-good Grassroots Party Committees" in Nghe An Provincial Party Committee". This is considered one of the important solutions to continue improving the quality of Party cells, enhancing the leadership capacity, fighting strength of Party cells, grassroots Party organizations and the quality of Party members.
