Man in his 70s sentenced for scamming people into getting jobs in the police force.
(Baonghean.vn) - On January 17, the People's Court of Nghe An province held the first-instance trial of Nguyen Duy Hung (68 years old), residing in Xuan Lam commune, Nam Dan district, on charges of "Fraudulent appropriation of property" and "Using forged documents of agencies and organizations".
According to the indictment of the Nghe An Provincial People's Procuracy, due to needing money for personal expenses, in early 2013, Hung told Ms. Th. (residing in Vinh City) that he could secure a recruitment quota for someone with non-professional training to work in the police force. Hearing this, Ms. Th. asked Hung to help her daughter get a job as an accountant in the police force. Hung said the cost of securing a job for someone with non-professional training at the 30-4 Hospital of the Ministry of Public Security was 370 million VND.
Between February 5th and July 25th, 2013, Ms. Th. transferred a total of 300 million VND to Hung on multiple occasions. After each payment, Hung wrote a promissory note or receipt for Ms. Th.
At the end of October 2013, Hung called Mrs. Th. to bring her daughter to the 19/8 Hospital of the Ministry of Public Security (Hanoi) for a health check-up.
On November 15, 2013, Hung told Mrs. Th. that the wife of a provincial police chief was ill and needed 200 million VND to resolve some matters. Believing him, Mrs. Th. and her husband brought Hung the money.
In early 2014, Hung brought to Mrs. Th.'s house a decision from the General Department of Logistics and Technical Services regarding the temporary recruitment of personnel, specifically the employment of Mrs. Th.'s daughter at the 30-4 Hospital, starting on February 20, 2014. However, on February 19, 2014, Hung called again, claiming he could arrange for Mrs. Th.'s daughter to work at the Nghe An Provincial Police Department, closer to home, and demanded an additional 320 million VND. After giving Hung a total of 820 million VND, but her daughter was not recruited into the force, Mrs. Th. demanded a refund, but Hung refused.
On November 13, 2017, Ms. Th. reported Hung's actions to the police. On June 5, 2023, Nguyen Duy Hung was arrested.
The investigating police agency verified the temporary recruitment decision for officers from the General Department of Logistics and Technology of the Ministry of Public Security that Hung gave to Ms. Th. The results showed that this decision was fake; the seal and signature on it were created using photocopying methods.
Nguyen Duy Hung stated that this temporary employment decision was given to him by a man named T. Hung did not know it was a fake document.
During the investigation, Nguyen Duy Hung influenced his family to sell the land to repay the entire amount to Ms. Th. The victim's side also requested a reduced sentence for the defendant Hung.
After considering all aspects of the case, the panel of judges sentenced Nguyen Duy Hung to 10 years in prison for fraud and appropriation of property, and 3 years in prison for the other crime.Using forged documents from an organizationCombining the penalties, defendant Hung must serve a total of 13 years in prison.
