Highlights of the model new rural communes in Nghe An
(Baonghean.vn) - By the beginning of 2024, Nghe An province had 10 communes that had achieved the status of model new rural areas. The common goal of building model new rural areas is to improve the material and spiritual lives of the people, but each commune has its own unique features.
Green gardens, beautiful roads
After more than 13 years of implementationNational Target Program for Building New Rural AreasNghe An province has achieved many encouraging results, with 313 communes completing the new rural development program, notably 10 communes achieving the model new rural development status. Visiting these model new rural communes, many people generally feel that they are all desirable places to live.

Nam Dan District has many communes that have met the standards.model new rural areasThe most prominent in the province, encompassing five communes: Kim Lien, Nam Giang, Nam Cat, Nam Anh, and Nam Nghia. Kim Lien is one of the earliest localities to be recognized as a model new rural commune in the province.Nghe An(2021).
A highlight upon arriving in this rural area is the clean and beautiful roads, including the Soviet-era road leading to the Kim Lien National Special Historical Site, where the bauhinia flowers bloom profusely, creating a lasting impression on visitors from all over when they come to visit President Ho Chi Minh's birthplace. Around Kim Lien commune are lotus ponds, which are not only a tourist attraction but also provide employment for local people. Many OCOP (One Commune One Product) products made from lotus have been developed.

Nam Giang commune, Nam Dan district, was recognized as a model new rural commune in 2022. The people are also conscious of preserving a green and clean environment. Visiting Ms. Pham Thi Mui's house in Hamlet 1, we were amazed by the vast garden of flowers and ornamental plants.
Ms. Mui shared: "My family, like other residents in the neighborhood, has always enjoyed growing ornamental plants. The main purpose isn't for business, but to create a clean, beautiful, and peaceful environment, protecting the health of my family and loved ones." It is known that in Nam Giang commune, many model gardens have been established as part of the new rural development program, featuring a variety of plants. These gardens are equipped with irrigation systems, helping plants grow well and increasing income for the local people.

Visiting Hung Tan commune (Hung Nguyen district) in the early days of the new year, a joyful atmosphere prevails, with flags and flowers adorning the village roads and alleys, as the locality has just been recognized as a model new rural commune in 2023, becoming the first commune in Hung Nguyen district to achieve this title.
This is the result of the efforts, endeavors, and unity of the Party Committee, government, and people in the area, with the collective strength and solidarity of the people playing a key role. As evidence, the total amount of resources mobilized for building model new rural areas in the commune is over 272 billion VND, of which the people contributed and invested over 255 billion VND, accounting for 93.76%, in road construction, house renovation, and production and business development...

Not only is the landscape clean and beautiful, but the lives of the people in Hung Tan commune have also improved. To date, Hung Tan commune has more than 600 workers studying and working in countries such as the US, UK, Germany, Poland, Japan, and South Korea… and a large amount of remittances are sent back annually to develop their homeland.
In the era of Industry 4.0, Hung Tan commune has also built "smart villages," with fiber optic internet and 4G/5G mobile network infrastructure covering every household; there are community digital technology groups/teams that interact and support each other within the village; 100% of individual houses and households in the village have address codes assigned on the digital map platform. Over 70% of adults in the village use smartphones and have received guidance, training, and education in installing and using software and digital platforms to support searching, retrieving, exchanging information, and making online payments.

Hung Tan commune had the honor of being the second locality in the province to achieve the new rural development goal in 2014. However, the government and people did not rest on their laurels but always viewed it as motivation to strive to overcome all difficulties, rise even higher, and improve the criteria. By 2021, the commune had achieved the advanced new rural development goal, and even more remarkably, by the end of 2023, it had achieved the model new rural development goal.
Bringing the "village to the city"
Tang Thanh commune (Yen Thanh district) was recently recognized by the Provincial People's Committee as a model new rural commune at the end of 2023. Public welfare facilities have been newly built and are more spacious, and rows of newly planted sandalwood trees line the main roads...

However, according to Mr. Dao Van Khai, Chairman of the People's Committee of Tang Thanh commune, the highlight of Tang Thanh in building a model new rural area is the comprehensively invested and constructed grassroots cultural and sports facilities.
Accordingly, villages building cultural centers must meet 10 criteria: a hall with an area of 180m².2The facilities include a football field, a volleyball court, an outdoor stage, a flagpole, walking paths, a playground for the elderly and children, a master plan board for the cultural center, and a gate, surrounding walls, and restrooms. On average, each village cultural center receives an investment of over 2 billion VND, with the commune budget contributing nearly 50%, and the remainder coming from residents' contributions and social mobilization.

Another highlight is that, from 2019 to the present, the locality has preserved and developed intangible cultural heritage, including traditional art forms such as Cheo and Tuong.
Upon arriving at the Cultural Center of Hamlet 5, Tang Thanh Commune, one can easily see the well-maintained grounds with a sturdy perimeter wall. Inside, there are two volleyball courts, one artificial turf children's football field, a playground for children and the elderly, an outdoor stage, etc. The cultural center is fully equipped with seating, sound systems, and more. All the fields are fitted with lighting systems, providing sufficient light for nighttime practice.
According to Mr. Phan Van Son, the village head, this achievement is largely due to the consensus and contributions of the people and social mobilization from children studying and working away from home. Since the village cultural center was built to the standards of a model new rural area, from 5 pm to 10 pm every day, it is bustling with children, young people, and the elderly coming to play, exercise, and play sports... strengthening the spirit of solidarity among the people.

For Son Thanh commune, a model new rural commune, the focus is on increasing people's income and bringing the "village to the city".
Mr. Nguyen Huu Sau, Chairman of the Son Thanh Commune People's Committee, said: "The highlight of Son Thanh is that many of its young people work abroad, with nearly 2,000 people, so the average income of the people reaches nearly 84 million VND/year. People have better economic conditions and are investing more and more in building multi-story houses. Currently, more than 50% of the houses are solidly built, including multi-story houses and garden houses with beautiful architecture. Along with that, public welfare facilities are also being invested in and becoming more modern."

Achievements in building new rural areas, advanced new rural areas, and model new rural areas not only create a new look and vitality in a civilized and modern direction for villages, but also create a strong shift from awareness to action of the entire political system and every citizen.
This result serves as an important foundation for localities to continue striving and mobilizing resources to successfully implement Resolution No. 18/2020/NQ-HĐND dated December 13, 2020, of the Provincial People's Council.
By 2025, Nghe An province aims to have 82% of its communes meeting the new rural standards (including 20% meeting the advanced new rural standards and 5% meeting the model new rural standards) and 11 district-level units recognized as having completed the task of building and achieving new rural standards (including one district achieving the model new rural district status).
