(Baonghean.vn) - On the morning of January 30, the Provincial Party Standing Committee held a regular meeting for January 2024. At the meeting, the Standing Committee of the Provincial Party Committee gave opinions on the draft Plan for social supervision and criticism of the Vietnam Fatherland Front Committee of Nghe An province and socio-political organizations of Nghe An province in 2024 submitted by the Party Delegation of the Vietnam Fatherland Front Committee of Nghe An province.

The plan is based on the Law on the Vietnam Fatherland Front; the Law on Promulgation of Legal Documents (amended and supplemented in 2020); Joint Resolution No. 403/2017 of the National Assembly Standing Committee, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front detailing the forms of supervision and social criticism of the Vietnam Fatherland Front.
The Party Central Committee Secretariat also issued Directive No. 18-CT/TW dated October 26, 2022 on promoting the role, improving the quality and effectiveness of supervision and social criticism work of the Vietnam Fatherland Front and socio-political organizations; Regulation No. 124-QD/TW dated February 2, 2018 on supervising the Vietnam Fatherland Front, socio-political organizations and people in cultivating and training ethics and lifestyle of leaders, key officials and cadres and party members.

The plan is also built based on the draft Social Supervision and Criticism Plan of the Central Committee of the Vietnam Fatherland Front in 2024; proposals from departments, branches, socio-political organizations and the Vietnam Fatherland Front Committees of districts, cities and towns.
The selection of content for social supervision and criticism by the Vietnam Fatherland Front and socio-political organizations of Nghe An province is based on 3 principles, including:
Supervise the contents requested by the Central Committee of the Vietnam Fatherland Front; the contents that are causing outrage or are of concern to the people of all walks of life, affecting the legitimate rights and interests of the people in the area.
The monitoring content does not overlap with the monitoring content of the Provincial Party Committee, Provincial People's Council, agencies, departments and branches; limiting overlap in monitoring subjects and locations.
Provide social criticism on draft programs, plans, major projects of the province and documents directly affecting the rights and interests of all classes of people; union members, association members, and organizations of socio-political organizations.
Based on that principle, the draft plan details the number of monitoring sessions and monitoring content chaired by the Provincial Vietnam Fatherland Front Committee, Provincial Labor Federation, Provincial Farmers' Association, Provincial Youth Union, Provincial Women's Union, and Provincial Veterans' Association.
At the same time, the Provincial Vietnam Fatherland Front Committee and provincial socio-political organizations will organize social criticism of other draft documents proposed by the Provincial Party Committee, People's Council, Provincial People's Committee, departments, branches, and sectors or directly related to the legitimate rights and interests of all classes of people, union members, association members, and organizations.

Managing this content, on behalf of the Provincial Party Committee Standing Committee, in his concluding remarks, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong acknowledged the efforts, careful preparation and quality of the Party Delegation of the Provincial Vietnam Fatherland Front Committee; at the same time, he proposed to absorb and edit the specific contents that the Provincial Party Committee Standing Committee had agreed upon to officially issue the implementation plan.
With that preparation premise, the Standing Deputy Secretary of Nghe An Provincial Party Committee believes that the specific implementation of the 2024 plan will be well implemented and effectively promoted in practice.
Comrade Nguyen Van Thong noted that the Vietnam Fatherland Front Committee of Nghe An province and socio-political organizations are the units assigned specific tasks in the plan.
Therefore, units need to develop very specific and detailed plans and outlines for supervision and criticism; ensure that the requirements on authority are in accordance with legal regulations; use effective and efficient supervision methods but ensure the requirements on administrative reform, without causing inconvenience to the supervised subjects; at the same time, thereby promoting the position and role of their agencies and organizations in supervision and criticism activities.

At the meeting, the Provincial Party Standing Committee listened to a report assessing the impact of exploiting hydropower potential from reservoirs and irrigation dams in the province. Accordingly, it agreed with the proposal of the Provincial People's Committee's Party Committee to allow the preparation of a planning dossier for the project to exploit hydropower potential on the Do Luong Bara dam to pilot the study of hydropower potential from households and irrigation dams in the province.

The Provincial Party Standing Committee also unanimously approved the 1/2,000 scale construction zoning plan for the tourism, resort and sports urban area south of N2 road in Dien Chau district, in the Southeast Economic Zone; agreed on the investment policy for the projects: Residential area in Nghi Thu and Nghi Huong wards, Cua Lo town; Residential area in Sy Tan and Yen Trung blocks, Quynh Di ward, Hoang Mai town.

Concluding this content, Provincial Party Secretary Thai Thanh Quy requested the Party Committee of the Provincial People's Committee to lead the implementation of procedures in accordance with legal regulations, strictly and effectively; especially the issuance of investment approval decisions must be strictly ensured, especially for real estate projects.
During the working program, the Provincial Party Standing Committee listened to and gave opinions on many other important contents.
