Nghe An: Choosing key tasks and taking drastic actions in administrative reform

(Baonghean.vn) - In 2024, the Steering Committee for Administrative Reform of Nghe An province determined the motto of administrative reform work as "Choose key tasks - Take decisive action".

The Steering Committee for Administrative Reform of Nghe An province has just issued a notice of the Conclusion of the Provincial Party Secretary, Head of the Provincial Steering Committee for Administrative Reform on the results of activities in 2023 and orientation of tasks and solutions in 2024.

According to the assessment, in 2023, with the strong leadership and direction of the Provincial Steering Committee, administrative reform work in the province achieved many outstanding results:

The entire political system in the province has been mobilized to participate, considering administrative reform as an important and regular task, a common responsibility of all units, localities, cadres, party members, civil servants and public employees.

The awareness and actions of Party committees at all levels, authorities, and cadres, party members, civil servants, and public employees in the province towards administrative reform have had many positive changes; the awareness, responsibility, spirit, attitude, and service to the people and businesses of cadres, party members, civil servants, and public employees have been significantly improved.

The effectiveness and efficiency of government operations at all levels have been improved; direction and administration have become increasingly proactive, decisive, flexible and creative. Decentralization, delegation of authority and assignment of tasks associated with the responsibilities of leaders have become clearer and more complete; the satisfaction, evaluation and recognition of the people and business community towards state administrative agencies at all levels in the province have been improved.

Authorities at all levels and sectors have frankly pointed out and seriously handled a number of officials and civil servants who have been reported by public opinion to often cause difficulties and harass people and businesses when performing their duties, contributing to creating trust among people and businesses in the government.

In addition to the achieved results, there are still some shortcomings and limitations: Administrative reform work in some units and localities is not effective; there are still cases of civil servants and public employees violating public ethics and lacking a sense of responsibility. The announcement, disclosure, and updating of administrative procedures (AP) on the national database and the handling of AP at the One-Stop-Shop at all levels are still slow in some places. The rate of digitization of records and the rate of online payment are still low; some APs related to land are still cumbersome and difficult to implement; some aspects of digital transformation have not met requirements.

Some key tasks and solutions in 2024:

In 2024, the Provincial Steering Committee determined the motto of action for administrative reform work as“Choose the focus - Take decisive action”. In order to effectively lead and direct the implementation of administrative reform in the province in general and in Party agencies in particular, the Provincial Steering Committee requests units, localities and members of the Provincial Steering Committee to well implement the following key tasks and solutions:

1. Clearly identify resources and human resources to have solutions to effectively implement administrative reform work in the whole province, in which, pay special attention to digital transformation and application of information technology in handling records.

2. Conduct a review and assessment of the Administrative Reform Plan for the period 2021 - 2030 of your unit or locality, focusing on prioritizing the implementation of tasks on administrative procedure reform, apparatus organization, civil service regime, civil servants, digital transformation, building and developing e-government.

3. Focus on effectively implementing resolutions, programs, projects and plans of the Central and the province in all fields, especially on implementing Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 and the Provincial Planning for the period 2021 - 2030, with a vision to 2050.

4. Continue to strengthen inspection of discipline, administrative discipline and public service performance at units and localities in the province. Resolutely handle officials, civil servants and public employees who violate public ethics, cause public opinion to cause trouble and harassment to people and businesses or cause stagnation and weakness in administrative reform work.
