General regulations on direct admission and priority in admission to grade 10

Candidates for direct admission and priority points in grade 10 admission according to regulations do not have excellent students at the provincial/municipal level or students with foreign language certificates.

Specifically, the consolidated document of the Circular promulgating the Regulations on Admission to Junior High School and High School No. 03/VBHN-BGDĐT dated May 3, 2019 of the Minister of Education and Training stipulates 4 subjects that are directly admitted to High School, including:

Boarding school students for ethnic minorities; students from very small ethnic groups; students with disabilities.

Students won national and international awards in culture; arts; sports; National science and technology competitions for middle and high school students.

Regarding the subjects receiving priority points, the Ministry of Education and Training assigned the Department of Education and Training to prescribe the level of additional points for each group of subjects receiving priority points with the difference in additional points between the two consecutive priority groups being 0.5 points on a 10-point scale, including:

Group 1: Children of martyrs; children of war invalids with a working capacity loss of 81% or more; children of sick soldiers with a working capacity loss of 81% or more; children of people granted a "Certificate of beneficiaries of policies for war invalids whose working capacity loss is 81% or more".

Children of resistance fighters infected with toxic chemicals; children of revolutionary fighters before January 1, 1945; children of revolutionary fighters from January 1, 1945 to the August 1945 uprising.

Group 2: Children of armed forces heroes, children of labor heroes, children of heroic Vietnamese mothers; children of war invalids with less than 81% loss of working capacity; children of sick soldiers with less than 81% loss of working capacity; children of people granted "Certificate of beneficiaries of policies for war invalids, where the person granted the certificate of beneficiaries of policies for war invalids has a reduced working capacity of less than 81%.

Group 3: People whose parents are ethnic minorities; ethnic minorities; students living and studying in areas with especially difficult socio-economic conditions.

However, currently, some localities have approved plans and methods for admission to grade 10 of high school for the 2024-2025 school year with some additional content that is not in accordance with regulations on direct admission and preferential treatment (such as provincial-level excellent student competitions and foreign language certificates).

Therefore, the Ministry of Education and Training has requested the Provincial People's Committee to direct and approve the plan and method of admission to grade 10 of high schools in the area in accordance with the provisions of Consolidated Document No. 03/VBHN-BGDDT.

For provinces that have approved plans and methods for admission to grade 10 of high school that are not in accordance with regulations on direct admission, the priority regime must be adjusted to ensure compliance with regulations.

In 2024, the Ministry of Education and Training will conduct inspections of admission to grade 10 high schools in a number of localities./.
