Accordingly, the Standing Committee of the Provincial Party Committee stipulates the functions, tasks, powers, organizational structure and working relationships of the Provincial Party Committee's Organizing Committee, as follows:
Function:It is an advisory body, assisting the Provincial Party Committee, directly and regularly the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee in the work of Party organization and building, building the political system; work of organization, cadres, party members, internal political protection. At the same time, it is a specialized and professional body in the work of organization, cadres, party members, internal political protection, organization of the apparatus and staffing of the political system in the province.
Mission:
1. Research, advise, propose and implement:
- Coordinate the preparation or participate in the preparation of congress resolutions, resolutions, decisions, directives, conclusions, regulations, rules, programs, and plans of the Provincial Party Committee and the Provincial Party Committee Standing Committee on organizational work, cadres, party members, and internal political protection.
- Preside over and coordinate the development of projects on the organization of Party agencies, the Fatherland Front and socio-political organizations; on building Party bases; on the management of cadres and party members, internal political protection and cadre policies according to management decentralization; on the management of civil servants and public employees of Party agencies, the Fatherland Front and socio-political organizations at the local level, to submit to the Provincial Party Committee, the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee.
- Preside over and coordinate with Party committees at all levels, Party organizations and Party committees and agencies at the provincial level to assist the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee in managing and selecting; commenting and evaluating; planning, training and fostering; arranging, assigning, appointing, re-appointing; recommending candidates for election, re-election, designating; transferring, rotating, seconding; removing from office, temporarily suspending, suspending from office, resigning, dismissing; rewarding, disciplining, implementing regimes and policies for cadre positions under the management authority of the Provincial Party Committee and the Provincial Party Committee Standing Committee according to regulations.
- Preside and coordinate with relevant agencies to advise the Provincial Party Committee Standing Committee on unified management of the organization, apparatus, and staff of the local political system. Implement management of the organization, apparatus, staff, civil servants, public employees, and workers in Party agencies, the Fatherland Front, and local socio-political organizations according to decentralization and authorization.
- Preside over or coordinate with relevant agencies to deploy and organize the implementation of regimes and policies for cadres under the management of the Provincial Party Committee and the Provincial Party Committee Standing Committee; cadres, civil servants, public employees and workers in Party agencies, the Fatherland Front and socio-political organizations. Coordinate with functional agencies and medical facilities to protect and provide health care for cadres under the management of the Provincial Party Committee Standing Committee.
- Preside and coordinate with relevant agencies to organize exams to promote from specialist to senior specialist and equivalent for civil servants and consider career promotion of public employees in Party agencies, the Fatherland Front and socio-political organizations as authorized.
- Manage records of cadres under the management of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and cadres and party members with political problems according to regulations of the Politburo.
- Conduct statistics on organizational structure, payroll, cadres, civil servants, public employees and workers in Party agencies, the Fatherland Front and socio-political organizations in the locality according to decentralization and authorization; work on building grassroots Party organizations and Party members in the locality.
- Research and apply information technology to Party building organization work.
- Is the standing agency for emulation and reward work for Party organizations and Party members; recruitment, rank promotion, and salary arrangement for cadres, civil servants, and public employees of the Provincial Party Committee according to decentralization.
- Summarize and conclude the work of Party organization and building.
2. Guidance, inspection, supervision:
- Preside over or coordinate with relevant agencies to inspect and supervise the work of organization, cadres, party members, internal political protection, implementation of the Party Charter; the implementation of assignment and decentralization of management of organizational apparatus, cadres, civil servants, public employees and payroll of the political system according to decentralization and regulations of the Provincial Party Standing Committee.
- Provide professional guidance and inspect and supervise the implementation of the work of building and developing Party organizations and Party members, managing the records of cadres, civil servants, public employees, Party member records, Party member database, introducing Party activities, considering awarding Party badges, issuing Party membership cards, deleting Party members' names, resolving complaints and Party membership issues for Party members in the Party Committee; internal political protection work; managing the payroll of Party agencies and organizations under the Provincial Party Committee.
- Guide, inspect and supervise the implementation of policies and regimes and work on health protection and care for officials of districts, towns and cities under the province; departments, branches and sectors of the province according to decentralized management.
3. Appraisal and verification:
- Appraise projects and documents on Party building organization, cadres, civil servants, public employees, Party members, internal political protection and on the organization and staffing of organizations in the political system before submitting them to the Provincial Party Committee, the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee.
- Provide opinions on projects and documents on organizational structure, cadres, civil servants and public employees decided by the Provincial People's Council, Provincial People's Committee, departments, branches and agencies in the province according to decentralization.
- Preside over and coordinate with relevant agencies to appraise personnel planning, training, and fostering; arrange, assign, appoint, and re-appoint; introduce candidates for election, re-election, and designation; transfer, rotate, and second; remove from office, temporarily suspend, suspend from office, resign, dismiss, reward, and discipline; and implement personnel policies and regimes before submitting them to the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee.
- Preside over the investigation and verification of cadres, civil servants, public employees, and party members with political problems according to regulations.
4. Coordination:
- The Provincial Party Committee's Inspection Committee advises and assists the Provincial Party Committee and the Provincial Party Committee's Standing Committee in developing and implementing programs and plans for inspection and supervision of the entire term and annually in the field of Party organization and building; and personnel work for cases under the management of the Provincial Party Committee's Standing Committee.
- With the advisory and assisting agencies of the Provincial Party Committee, Party Delegation, Party Executive Committee, and Party Committees directly under the Provincial Party Committee in Party building work on organization, cadres, party members, and internal political protection.
- With the Department of Home Affairs and related departments, branches and sectors in institutionalizing the Party's resolutions and decisions on the fields of organization, cadres, civil servants, public employees, and internal political protection.
- With other advisory and support agencies of the Provincial Party Committee, the Fatherland Front, and provincial-level socio-political organizations, guide the development and inspection of the implementation of working regulations, functions, tasks, organizational structure, and staffing of Party agencies, the Fatherland Front, district-level socio-political organizations, and affiliated Party Committees.
- The Provincial Party Committee Office assists the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee in monitoring, inspecting, and supervising the implementation of the Working Regulations of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee.
5. Perform other tasks assigned by the Provincial Party Standing Committee and the Provincial Party Standing Committee.
