(Baonghean.vn) - Nghe An Provincial People's Committee has just issued a Plan to implement the Digital Transformation Strategy for the press until 2025, with a vision to 2030 for the province's press agencies.

Digital transformation of the press aims to build the province's press agencies in a professional and modern direction; continue to properly implement the principles and purposes, and perform well the mission of information and propaganda to serve the revolutionary cause of the Party, the cause of innovation of the country in general and of Nghe An province in particular.

At the same time, ensure the role of leading and orienting public opinion; innovate readers' experiences; create new sources of revenue; promote the development of the digital content industry.

Thereby, contributing to effectively implementing the goals and tasks of Resolution No. 09-NQ/TU dated August 5, 2022 of the Provincial Party Executive Committee on digital transformation of Nghe An province by 2025, with a vision to 2030.

Accordingly, the People's Committee of Nghe An province sets a goal by 2025: Striving for 100% of the province's press agencies to put content on digital platforms (prioritizing domestic digital platforms); striving for 2/3 of the province's press agencies (Nghe An Newspaper and Nghe An Radio and Television Station) to operate and run a converged newsroom model; developing local multimedia media agencies.

Press agencies optimize revenue sources; of which, 2/3 of the province's press agencies increased revenue by at least 20% (Nghe An Newspaper and Nghe An Radio and Television Station).

100% of leaders, staff, reporters, and editors of provincial press agencies are trained and fostered in knowledge and skills in digital transformation of journalism. 100% of provincial electronic press agencies have solutions to ensure information system safety and security at level 3 or higher.

100% of people in ethnic minority and mountainous areas have access to at least one type of press from the provincial press agency serving political tasks and essential information and propaganda.

Every year, the province's press agencies increase by 20% the number of new news and articles serving political tasks, protecting the Fatherland, and providing essential information.

The goal by 2030 is that 100% of the province's press agencies will use centralized data analysis and processing platforms and apply artificial intelligence to optimize operations.

100% of the province's press agencies operate and run a converged newsroom model and models suitable for the development of advanced science and technology in the world, producing content according to digital journalism trends.

To achieve the above goals, the People's Committee of Nghe An province emphasized 6 key tasks and solutions including: Raising awareness, strengthening propaganda; developing digital press products; applying digital platforms to the province's press agencies; developing and improving the quality of the province's press human resources; improving the effectiveness of state management of press activities; strengthening cooperation and learning from the experiences of provinces and cities with strong digital press development.

Implementation funding will be allocated by the state budget according to decentralization to carry out tasks chaired by provincial state management agencies and integrated funding from related programs, projects, and plans; other legal funding sources.

The Department of Information and Communications, Department of Finance, Department of Planning and Investment and press management agencies in the province are assigned by the Provincial People's Committee to organize implementation according to the plan.

In 2023, according to the announcement of the results of the assessment of the maturity level of digital transformation of newspapers in 2023 conducted by the Center for Supporting Digital Transformation of Newspapers, Department of Press, Ministry of Information and Communications, Nghe An Newspaper is in the top 2 leading press agencies in the local press sector.

After implementing the planning, Nghe An currently has 3 provincial press agencies including: Nghe An Newspaper, Nghe An Radio and Television Station, and Song Lam Magazine.

The Provincial People's Committee requests the above 3 press agencies, based on the province's plan, to proactively develop plans to implement digital transformation at the press agencies; organize the implementation of assigned targets and tasks; report and propose to competent authorities to remove difficulties and obstacles in the implementation process (if any) related to the following contents:

Implement content posting on digital platforms (prioritizing domestic digital platforms); operate and operate a converged newsroom model; develop local multimedia media agencies; use centralized data analysis and processing platforms, apply artificial intelligence to optimize operations; coordinate with relevant agencies to research, review, advise, and propose mechanisms for assigning tasks and placing orders for provincial press agencies.

The plan issued by the People's Committee of Nghe An province includes 8 specific tasks and solutions to implement the Digital Transformation Strategy of the press to 2025, with a vision to 2030 for Nghe An press agencies, including:

Assess and measure the maturity level of digital transformation of local press agencies to determine which stage the press agency is in the digital transformation process; from there, have a suitable roadmap, plan, and digital transformation solutions to develop faster and stronger.

Organize training on digital transformation skills for press agencies' leaders and staff to be trained and apply skills to the press agencies' digital transformation process.

Organize training on network safety and security for press agencies.

Research and consider expanding the use of Reputa to monitor information on electronic newspapers and social networks.

Propose that the Press Department allow Nghe An to participate in the pilot implementation of a digital technology platform to monitor and report copyright violations in the digital environment (to protect the interests of digitally transformed press agencies).

Coordinate, exchange and learn from experiences with localities with strong development of index reporting.

Research and consider implementing investment in the Electronic Depository System.

Organize training courses to improve knowledge of state management of journalism for leaders/or planning leaders of press agencies, including content on digital transformation of journalism.

Previously, the Prime Minister issued Decision No. 348/QD-TTg dated April 6, 2023 approving the Digital Transformation Strategy for Journalism to 2025, with a vision to 2030.

The Ministry of Information and Communications issued Decision No. 781/QD-BTTTT dated May 8, 2023 on promulgating the Action Plan to implement the Digital Transformation Strategy for Journalism to 2025, with a vision to 2030, and Decision No. 951/QD-BTTTT dated June 2, 2023 on promulgating the Set of Indexes to assess and measure the maturity level of digital transformation for journalism.
