Công bố kết quả xếp hạng chỉ số đổi mới sáng tạo cấp địa phương năm 2023
(Baonghean.vn) - Bộ chỉ số đổi mới sáng tạo cấp địa phương (PII) năm 2023 được Bộ Khoa học và Công nghệ xây dựng lần đầu được công bố, Nghệ An xếp hạng 33/63 tỉnh, thành.
Chiều 12/3, Bộ Khoa học và Công nghệ công bố kết quả xếp hạng Chỉ số đổi mới sáng tạo cấp địa phương năm 2023 (viết tắt là PII - Provincial Innovation Index).
Kết quả, Hà Nội là địa phương có điểm số cao nhất, đạt 62,86 điểm. Sau Hà Nội là TP. Hồ Chí Minh (hạng 2), Hải Phòng (hạng 3), Đà Nẵng (hạng 4), Cần Thơ (hạng 5), Bắc Ninh (hạng 6), Bà Rịa- Vũng Tàu (hạng 7), Bình Dương (hạng 8), Quảng Ninh (hạng 9) và Thái Nguyên (hạng 10).
Nghe An province ranked 33rd with 36.50 points.
PII 2023 is also ranked according to 6 socio-economic regions. Localities in the Red River Delta have the highest average score of 45.17 points, followed by localities in the Southeast region with 44.81 points. Localities in the North Central and Central Coast regions and the Mekong Delta have similar average scores, 36.96 points and 36.36 points, respectively.

The Central Highlands and the Northern Midlands and Mountains have almost the same low scores, 32.72 points and 32.19 points, respectively. The index also provides a list of leading localities in each region and analyzes them by income group.
The local innovation index was developed by the Ministry of Science and Technology to provide an overview of the current status of the socio-economic development model based on science, technology and innovation of 63 provinces and cities in 2023.
2023 is the first time the index has been developed nationwide by the Academy of Science, Technology and Innovation, Ministry of Science and Technology.
The index aims to provide a scientifically and practically based toolkit for leaders at all levels to make decisions, develop and implement policies, as well as provide useful reference information on the investment environment and resource conditions for local production and business activities.
According to the Ministry of Science and Technology, direct comparison between localities is only relative and is not the main purpose of the index because each locality has different conditions, characteristics and development orientations.
Accordingly, the PII Index provides scientific basis and evidence on strengths, weaknesses, potential factors and necessary conditions for socio-economic development based on science, technology and innovation of each locality.
The Provincial Innovation Index (PII) is a composite index consisting of 52 component indicators. The PII is built closely following the structure of the Global Innovation Index (GII) published annually by the World Intellectual Property Organization (WIPO) and has been used by the Government in management and administration since 2017.
