(Baonghean.vn) - According to information from the Department of Fisheries - Fisheries Surveillance of Nghe An province, as of March 13, 2024, 13 more fishing boats in Quynh Luu and Hoang Mai town were administratively sanctioned by authorities for losing their navigation signal (VMS) while fishing.

Specifically, 9 boats of Quynh Luu fishermen have license plates: NA - 99995 -TS and NA- 96575-TS, both in Quynh Long commune, NA - 95079 -TS and NA - 95177 -TS, both in Son Hai commune, NA - 90098 -TS, An Hoa commune, NA - 91565 -TS, Tien Thuy commune, NA - 90561-TS, Tien Thuy commune, NA - 90437 -TS and NA - 90841, both in Quynh Nghia commune.

According to the verification records of the CommandNghe An Border Guard,The above vessels have committed the following violations: not complying with regulations in case the VMS monitoring device of the fishing vessel is damaged; not complying with the inspection and control of competent authorities; disabling the VMS device during operations at sea for vessels with a length of 15 to less than 24 m or the act of using a fishing vessel with a maximum length of 15 to less than 24 m or a vessel with a length of over 24 m but fishing and exploiting in the coastal waters of Vietnam. The total fine for the 13 Quynh Luu fishing vessels is 194 million VND. In addition to the fine, the ship owner or operator will also have their captain's certificate revoked for 1 month.

Meanwhile, in Hoang Mai Town, Quynh Phuong Border Guard Station verified 9 fishing boats.VMS disconnection violationIn 2023 and early 2024, 4 ships were fined and 5 ships were warned for objective reasons, the ship owners had reported or the statute of limitations had expired, so there was enough basis and basis for the fine. The fined ships were the controlled ships NA - 90617 - TS, NA - 98898 - TS, NA - 94418 - TS, NA - 93427 - TS, all owned by fishermen Quynh Phuong. The fined error was not following the regulations in case the VMS equipment was damaged, except in cases of force majeure. The total fine was 90 million VND, with an average fine of 22.5 million VND per ship.

Representative of the Inspection and Legal Department,Provincial Department of Fisheries and Fisheries Surveillanceadded: Compared to the fine of 3 fishing vessels 1 month ago, which mainly penalized vessels that violated the connection in the first 2 months of 2024, this fine of 13 fishing vessels mainly violated in 2023 according to the direction in Conclusion No. 95/TB-UBND dated February 5, 2024 of the Provincial People's Committee. Accordingly, the Provincial People's Committee assigned the Provincial Border Guard Command and the People's Committees of coastal districts and towns to urgently review the records, issue decisions to completely punish cases of violations that are still within the time limit and statute of limitations, especially focusing on handling fishing vessels that violate VMS connection (6 hours without reporting location, not returning to shore for more than 10 days).

Through investigation, it is known that previously, the Border Guard of Ha Tinh province, during patrolling the waters of Ha Tinh on February 18 and 19, discovered and arrested 2 pairs of 4 fishing boats of Nghe An fishermen, including 2 fishing boats of Nghi Thuy ward, Cua Lo town and 2 fishing boats of Quynh Ngoc commune, Quynh Luu fishing in coastal waters. The total fine for the 2 pairs of boats was nearly 100 million VND.
