(Baonghean.vn) - This is an important basis for educational institutions to select textbooks for schools to ensure democracy, objectivity, openness, transparency, and for the benefit of students.

Previously, on December 28, 2023, the Ministry of Education and Training issued Circular No. 27/2023/TT-BGDDT regulating the selection of textbooks in general education institutions and officially took effect from February 12, 2024.

According to this circular, from the 2024-2025 school year onwards, schools will be able to choose new general education textbooks to teach to suit students and teachers.

Accordingly, from the 2024-2025 school year onwards, each school will establish its own textbook selection council instead of basing it on the general selection results of the Provincial People's Committee as in previous school years.

The book selection council is established by the principal, including: Head, deputy head; representative of the head of the professional group, professional group, professional department (collectively called professional group), representative of teachers, representative of the parents' association.

The council's task is to organize the appraisal of minutes of meetings of professional groups; comments and evaluation forms of textbooks by teachers; and the list of textbooks selected by professional groups. From there, synthesize and propose to the head of the school the list of textbooks selected by professional groups after the appraisal meets the requirements.

Circular 27 also clearly stipulates that the selection of textbooks must ensure the following principles: Select textbooks from the list of textbooks approved by the Minister of Education and Training for stable use in educational institutions. The selection of textbooks must ensure democracy, objectivity, openness, transparency, and the interests of students.

Regarding the implementation of Circular 27, on March 15, 2024, the People's Committee of Nghe An province issued Decision No. 565/QD-UBND Decision promulgating Criteria for selecting textbooks according to the 2018 General Education Program in general education institutions in Nghe An province.

Accordingly, the selection of textbooks in schools must ensure 3 criteria. Of which, criterion 1 is that it must be suitable for students' learning. Specifically, the content, structuretextbookensure the basic, scientific, modern, practical, easy to understand, easy to use, suitable for students, ensuring the requirements of the subject program and educational activities. Thereby, creating conditions for students to study actively, proactively, and creatively in applying knowledge to solve practical problems.

In addition, textbooks ensure aesthetics, balanced and harmonious presentation, suitable for subject characteristics and student psychology.

The second criterion for school boards to choose is that it must be convenient for teachers, creating conditions for teachers to flexibly choose the form of organization and teaching methods, helping teachers to be able to carry out teaching closely linked to real life.

The third criterion is to be suitable for the local socio-economic conditions. According to this criterion, in addition to choosing books that are flexible, differentiated, and suitable for the culture, history, geography, and economy of the regions, textbooks must also be suitable for the local economic conditions.

The final criterion in selecting books is that they must be suitable for the conditions of organizing teaching and learning at general education institutions, including conditions such as facilities, equipment and other teaching conditions of the educational institution./.
