Recently, many traffic collisions are only minor and can be resolved by shaking hands, but because the driver cannot control his behavior,uncivilized behaviorleading to serious consequences.
On the morning of March 13, 2024, at the Customs roundabout (Vinh City), while vehicles were circulating, suddenly a motorbike with license plate 37N9-6899 driven by Pham Hai B. (born in 1984, working at the Thanh Thuy Border Gate Customs Sub-Department, Thanh Chuong) collided with a sand-yellow Vios car. After the collision, B. fell onto the road. However, as soon as he stood up, this man used his foot to kick the car door and immediately took off the helmet on his head, smashing the driver's side window, then threw the helmet into the car driven by a woman.

This collision was recorded by the dash cam of vehicles traveling in that area. After being posted online, Pham Hai B.'s hooliganism caused public outrage. Although Pham Hai B.'s actions did not cause serious injuries to the people in the car, they did cause damage to the car. Immediately after the incident, Vinh City Police quickly investigated and handled the case. In addition, Nghe An Customs Department also decided to temporarily suspend Pham Hai B. from work for 15 days, from March 14 to 28, 2024.

Previously, at around 1:50 p.m. on December 17, 2023, Ton Quang N. (born in 1993, residing in Vo Liet commune, Thanh Chuong) drove a motorbike carrying Phan Bao Ng. on National Highway 46 from Vo Liet commune to Ngoc Son commune to go out.
When the two reached the middle of Ro bridge, a truck with license plate 37C - 190.21 driven by Le Doan Thuan (born in 1996, residing in Thanh Thuy commune, Thanh Chuong) overtook them, causing N. and Ng. to fall. Believing that the car driver intentionally forced the motorbike to fall, N. drove the motorbike carrying Ng. to chase after the car driver to ask him to stop and talk.
When they reached the right turn to Cau Ro gas station heading towards Vinh, Ng. and N. fell off their bikes again. Phan Bao Ng. stood up and drove the motorbike alone to chase the car. After passing Cau Ro gas station for about 200m, the car stopped. Ng. stopped on the side of the road, picked up a tree branch and hit the rearview mirror and the driver's side window, breaking both mirrors. Before stopping, Ng. used a stick to hit the driver's seat several times, but Mr. Thuan avoided it.
During the incident, Hoang Van Th. (born in 1998, residing in Thanh Long Commune, Thanh Chuong), who was behind, witnessed the incident and then ran to help Ng. He used a tree branch to throw at the driver of the car but missed. When the group of aggressive young men hit the car, the driver continued to drive forward and backward, causing fear among passersby.
The incident was then recorded by passersby and posted on social media, causing public outrage. Immediately afterwards, Thanh Chuong District Police also verified the identities and detained Phan Bao Ng. and Hoang Van Th. to investigate the acts of property destruction and disturbing public order.

Failure to control behavior will lead to violations of the law.
Dr. and lawyer Nguyen Trong Hai - Director of Trong Hai & Associates Law Company Limited, said that traffic collisions on the road are unfortunate situations that often occur today. The problem is how traffic participants respond to such situations. If they are civilized, polite, and cultured when participating in traffic, they will calmly handle the situation, analyze the right and wrong situation; they can even shake hands to make peace if the incident is not too serious; or will invite the authorities to intervene. However, for those who lack understanding, even if right and wrong are not clear, they are still willing to use violence, attack others without reconciliation or use reasoning to analyze right and wrong.
Many people, out of a desire to prove themselves to their friends, have injured others. Some people even leave weapons such as iron pipes, knives, sticks, etc. in their vehicles, ready to attack others after a traffic collision. As a result, they themselves get into trouble with the law and have to compensate the victims for both material and mental damages.
According to Article 178 of the 2015 Penal Code, which stipulates the crime of destroying or intentionally damaging property, anyone who destroys or intentionally damages another person's property worth VND 2 million or more shall be held criminally responsible. Depending on the extent of damage to the property, the penalty for this act is a fine of VND 10 million to VND 50 million, non-custodial reform for up to 3 years, or imprisonment of 10 to 20 years.

Not only that, fighting is now also considered one of the acts that disturb public order. Normally, when fighting, depending on the nature of the violation, the person fighting can be administratively punished or prosecuted for criminal liability. For those who intentionally cause injury or damage to the health of others with a bodily injury rate of 11% or more or less than 11% but have circumstances specified in Article 134, Penal Code 2015 (including hooliganism), they will be prosecuted for criminal liability for intentionally causing injury or damage to the health of others. The penalty for this act is non-custodial reform for up to 3 years or imprisonment from 6 months to 3 years. The maximum penalty for this crime can be up to 20 years in prison or life imprisonment.
According to the authorities, in order to prevent the recurrence of fights and property destruction after traffic collisions, first of all, everyone needs to comply with traffic laws. In the event of an unexpected traffic collision, one must remain calm, behave in a civilized and polite manner, invite the authorities to resolve the matter, and comply with all legal regulations when violating the law...
