Nghe An: Strengthening discipline, administrative discipline, promptly handling harassment and negative behaviors

(Baonghean.vn) - Continuing to strengthen discipline, administrative discipline, inspecting and promptly handling acts of harassment, negativity, and arbitrarily setting up administrative procedures that are not in accordance with regulations... is one of the key contents in administrative reform work in April 2024...

The working group promoting administrative procedure reform, improving the business investment environment and foreign investment cooperation, according to Decision No. 580/QD-UBND of the province, has just reported on the results of operations in March, existing limitations and proposed some key contents in April 2024, as follows:

+ On administrative procedure reform:

- Departments, branches, sectors, district and commune People's Committees continue to urgently review, evaluate and propose simplification of dossier components and implementation procedures.

- Continue to improve and enhance the quality and efficiency of the Provincial Public Administration Service Center and One-Stop-Shop Departments at all levels;

- Continue to focus on reviewing and recommending the reduction and simplification of administrative procedures (AP) related to investment, production, business activities and people's lives, ensuring the reduction and simplification of at least 20% of regulations and the reduction of at least 20% of compliance costs according to the Government's direction in Resolution No. 68/NQ-CP dated May 12, 2020, Resolution No. 76/NQ-CP dated July 15, 2021 and Resolution No. 131/NQ-CP dated October 6, 2022;

- Strictly implement publicity and transparency in receiving and handling administrative procedures, ensuring that 100% of administrative procedures are announced, disclosed fully and promptly, and 100% of administrative procedure records received and handled at agencies and units are monitored for processing status on the provincial administrative procedure handling information system so that people and businesses can monitor and evaluate the implementation process;

- Continue to strengthen discipline and administrative order, inspect and promptly handle acts of harassment, negativity, arbitrary establishment of administrative procedures that are not in accordance with regulations or delayed many times. Strictly implement the reporting and explanation of the head, apologize to the people and businesses and promptly remedy cases of delay and negativity in handling administrative procedures of agencies and units.

+ On improving the business investment environment and foreign investment cooperation:

+ Departments, branches and units, according to their functions and tasks, proactively synthesize recommendations from organizations and individuals according to their assigned functions and tasks to promptly handle them within their authority; promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee on matters beyond their authority for timely consideration, resolution and removal of obstacles and difficulties for organizations and individuals.

+ Provincial People's Committee Office:

- Continue to advise the Provincial People's Committee on solutions to promote administrative procedure reform; implement digital transformation in management activities, provide public services, change administrative management methods from traditional to modern, associated with digitalization and use of digitalized results of records, documents, and results of administrative procedure settlement to improve service quality, increase labor productivity, contribute to the formation of digital citizens and digital enterprises in building e-government and digital government;

- Direct the Electronic Information Portal to coordinate with relevant units to upgrade the Provincial Administrative Procedure Information System to meet requirements. Strictly control the provision of public services on the National Public Service Portal and the Provincial Public Service Portal.

+ Department of Natural Resources and Environment:

- Advise on developing a Plan to implement the revised and supplemented Land Law.

- Complete the development of a plan to implement the content of the questioning of the Provincial People's Council at the 18th session (Agricultural and forestry land).

- Advise the Provincial People's Committee to approve the adjustment of the District-level Land Use Plan after receiving a request; Approve the 2024 District-level Land Use Plan after receiving a request (review and advise on documents criticizing delayed units).

- Focus on promptly resolving land policy problems for district level, people and businesses; problems in compensation for site clearance of projects, especially key projects and other related problems to complete land allocation and lease procedures according to regulations.

- Continue to inspect projects assigned by the Provincial People's Committee; review projects showing signs of slow progress and violations of land laws to propose to include them in the inspection list in 2023; coordinate with the Department of Construction and the Department of Planning and Investment to give opinions on slow-progress projects (when requested);

- Continue to guide and appraise applications for land allocation, land lease and issuance of land use right certificates to agricultural and forestry companies in the whole province according to Resolution No. 30-NQ/TW of the Politburo and Decree No. 118/2014/ND-CP of the Government; reclaim land for the remaining area that agricultural and forestry companies return to local management upon request.

- Appraisal of investment policy approval dossiers; approval of transfer, capital contribution, lease of agricultural land use rights to implement non-agricultural projects; dossiers of land allocation, land lease, change of land use purpose, recognition of land use rights, issuance of land use right certificates, house ownership certificates and other assets attached to land; dossiers of land recovery, compensation plans for site clearance; dossiers of inspection of conditions for transfer of land use rights, sale of houses of investors of housing development projects according to regulations in Article 72, Decree No. 43/2014/ND-CP of the Government to ensure working time and compliance with regulations.

- Inspect and supervise the implementation of state management tasks on land. Focus on promptly resolving problems related to land policies, problems in compensation for site clearance of projects, especially key projects and other related problems to complete land allocation and lease procedures according to regulations.

+ Department of Transport:

- Continue to advise the Provincial People's Committee on contents related to the Socialization Project at Vinh International Airport;

- Continue to coordinate and advise on content related to the implementation of Resolution No. 39/NQ-TW of the Politburo.

- Continue to coordinate with relevant sectors and localities to advise on contents related to LNG power project; Cua Lo deep-water port; Tho Loc industrial park,...

- Continue to improve the quality of appraisal of documents of investment projects for construction of traffic works in the province according to the provisions of Construction Law No. 50, the Law on Public Investment, and the Law on Bidding to ensure that investment projects for construction are highly effective.

- Infrastructure work: Complete and submit to the Provincial People's Committee for approval to support funding for traffic safety corridor clearance in 2024. Continue working with the Department of Finance to submit to the Provincial People's Committee for approval of the list of projects using the central budget to support the capital source of Resolution 28/NQ-HDND of the Provincial People's Council.

- Continue to speed up the construction of SCĐK packages for National Highways and Provincial Roads, advise on converting some provincial roads into local roads and adjusting some provincial roads according to the provincial planning in Decision No. 1059/QD-TTg of the Prime Minister.

- Transport management: Continue to advise on the development of the Decision of the People's Committee of Nghe An province allowing road vehicles of Nghe An province, Socialist Republic of Vietnam and Hua Phan province, Lao People's Democratic Republic to transport people and goods through Thong Thu - Nam Tay sub-border gate.

Continue to coordinate with consulting units to adjust the bus network planning in the province.

- Construction of transport infrastructure:

Projects invested by the Department: Complete and submit for approval the Investment Proposal Report for the project to expand the traffic route from National Highway 48D to Hoang Mai II Industrial Park, section Km0+00 - Km5+800. Complete procedures to implement the project to build a bypass route to Nam Dan town (phase 1); lighting and transformer station items of the coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) section from Km7 - Km76. Complete procedures to implement the survey, design of the BVTC and approve the BVTC design documents of the project to renovate and upgrade DT.532, section Km0 - Km28.

Continue to focus on directing the acceleration of construction progress, ensuring completion in 2024 for the projects: Coastal road from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7 - Km76; Traffic road connecting Vinh - Cua Lo (phase 2); Traffic road connecting from National Highway 7C (Do Luong) to Ho Chi Minh road (Tan Ky); construction of traffic roads to the center of Nhon Mai and Mai Son communes, Tuong Duong district; Construction of electrical system to decorate Cua Hoi bridge; Headquarters of the Traffic Inspection Team in Do Luong district;...

Coordinate with the District Land Acquisition Councils to accelerate the land acquisition work, especially for key projects such as the Coastal Road from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7 - Km76; Traffic route connecting from National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky); traffic route to the center of Nhon Mai and Mai Son communes, Tuong Duong district; Nam Dan town bypass route (phase 1). Continue to coordinate with the Departments, branches, and the Provincial People's Committee on capital sources to complete the Report proposing investment policies for the projects: Construction of the road from Cua Lo town to Nam Dan district; construction of service roads and fences along the railway to eliminate self-opened paths across the railway in Nghe An province.

Continue to coordinate with central ministries, relevant agencies to implement the province's recommendations approved by the Prime Minister at the working session with Nghe An provincial leaders such as: adjusting the planning and project on socialization of investment and exploitation of Vinh International Airport; investing in the road from Cua Lo town to Nam Dan district; investment capital for the Vientiane - Hanoi expressway.

+ Projects invested by the Central Government and districts: The Department continues to actively and proactively coordinate with other investors to implement projects in the province: North-South Expressway, Eastern section through Nghe An province; Vinh International Airport (parking lot, terminal T2, etc.), Cua Lo port (terminals 6, 7, 8, etc.), Nghi Thiet deep-water port, Upgrading and renovating essential works of the Vinh - Hanoi railway line; ODA projects, rural roads, bus stations, etc.

+ Southeast Economic Zone Management Board:

- Advise the Provincial People's Committee to issue a document directing departments, branches and localities to guide Chau Tien Company Limited and employees to fully and promptly implement policies and regimes for employees with occupational diseases.

- Guide and direct enterprises to pay correctly, fully and promptly salaries, Tet bonuses and other welfare regimes to employees at enterprises; therefore, right after Tet holiday, over 96% of employees working in industrial parks and Southeast Economic Zones returned to work;

- Coordinate with the Dong Nam Economic Zone Trade Union, the Economic Security Department - Provincial Police, Nghi Loc District Police to promptly resolve the incident of workers collectively stopping work at Kyungshin Nghe An Co., Ltd. in WHA Industrial Park.

- Launching an emulation movement on investment attraction, production and business activities and job creation for workers in the Southeast Economic Zone and Nghe An Industrial Parks in 2024 according to Plan No. 94/KLI-UBND dated January 5, 2024 of the People's Committee of Nghe An province.

- Survey the training and recruitment needs of enterprises in Nghe An Economic Zone and Industrial Parks in the period of 2024 - 2026 to coordinate with the Employment Service Center and vocational training schools in the province to have a plan to support recruitment and training of workers suitable to the needs of enterprises, especially high-tech enterprises preparing to go into operation.

+ Center for Investment, Trade and Tourism Promotion:

- Continue to support investors who are looking to invest in Nghe An through the Center; Provide data information, advice on legal issues, administrative procedures on investment, land, construction, environment..., investment project implementation process for businesses and investors interested in proposing research;

+Tax Department:Continue to implement taxpayer support contents according to Government regulations./.
