(Baonghean.vn) - According to the results of the 2023 Administrative Reform Index just announced, the Department of Finance ranked 1st among provincial departments and branches; Vinh city ranked 1st among localities.

On the morning of March 26, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung chaired the regular meeting of the Provincial People's Committee in March 2024 to listen to and discuss many important contents.

Also attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Committee, members of the Provincial People's Committee, leaders of departments, branches and sectors under the Provincial People's Committee and 21 districts, cities and towns.

At the meeting, Director of the Department of Home Affairs Nguyen Viet Hung announced the results of the 2023 Administrative Reform Index (PAR INDEX) of provincial departments, branches, and People's Committees of districts, cities, and towns.

Regarding the block of departments, branches and sectors, the Department of Finance ranked 1st with 88.81 points; the Provincial People's Committee Office ranked 2nd with 88.73 points; the Department of Home Affairs ranked 3rd with 88.57 points.

Ranked 4th to 10th are the following units: Department of Education and Training (88.52 points); Southeast Economic Zone Management Board (88.39 points), Department of Planning and Investment (88.33 points), Department of Information and Communications (88.27 points), Department of Agriculture and Rural Development (88.25 points), Department of Culture and Sports (88.22 points), Department of Tourism (88.18 points).

The two last positions are the Department of Science and Technology with 83.49 points and the Department of Construction with 83.16 points.

For vertical agencies, in 2023, the Administrative Reform Index of Social Insurance was the highest, reaching 89.37 points; the lowest was the Customs Department, reaching 88.11 points.

For the local block, Vinh city ranked 1st with 88.54 points; Dien Chau ranked 2nd with 88.13 points; Nghi Loc ranked 3rd with 88.1 points; Hoang Mai town ranked 4th with 87.37 points; Thanh Chuong ranked 5th with 87.3 points.

The three localities ranked at the bottom were Tuong Duong with 78.74 points; Ky Son with 75.64 points and Cua Lo town with 73.26 points.

According to the Director of the Department of Home Affairs, the set of criteria for assessing and ranking the Administrative Reform Index of provincial departments, branches and sectors is structured into 7 assessment areas, 48 ​​criteria and 89 component criteria. The set of criteria for determining the District Administrative Reform Index is structured into 7 assessment areas, 49 criteria and 94 component criteria.

The results of the Administrative Reform Index are scored on a 100-point scale, in which the score by the Provincial Appraisal Council based on the self-monitoring, evaluation and scoring by departments, branches and localities is 69.5/100 points; through sociological surveys is 30.5/100 points in 6 areas.

With the currently applied Administrative Reform Index, the implementation of determining the Administrative Reform Index in 2023 is being carried out in detail, specifically and with quality by the Department of Home Affairs in coordination with relevant agencies. The sociological investigation is carried out to ensure objectivity and transparency through the application of information technology in the stages of self-assessment, appraisal and publication.

Director of the Department of Home Affairs Nguyen Viet Hung emphasized that determining the Administrative Reform Index aims to monitor and evaluate in a substantial, objective and fair manner the results of implementing annual administrative reform tasks of provincial departments, branches, and sectors, and People's Committees of districts, cities, and towns.

Through that, clearly identify strengths and weaknesses to help departments, branches and localities adjust goals, contents and solutions, contributing to improving the efficiency and quality of annual administrative reform work.
