At the meeting, the Provincial Party Committee Standing Committee agreed on the policy of investing in a bridge connecting National Highway 7C with Cua Lo deep-water port. The project's objective is to ensure a synchronous transport infrastructure system connecting Cua Lo deep-water ports with the external transport network via National Highway 7C (Road D4), serving large-scale sea freight traffic, ensuring synchronous infrastructure to implement the investment project to build and operate Cua Lo deep-water port, creating an attractive and effective investment attraction environment.

The total length of the project is about 3.27km, including the road section at the beginning of the bridge and the bridge section with a width of 12m, ensuring enough two lanes for traffic, with the starting point of the bridge connecting to National Highway 7C, the end point connecting to Cua Lo deep-water port in Nghi Thiet commune, Nghi Loc district. The time and progress of the project implementation shall not exceed 4 years, from the date of commencement of construction.

The total investment of the project is 1,789 billion VND, including 100% land use fee regulated for the provincial budget according to the Resolution of the Provincial People's Council of about 1,300 billion VND and the annual increase in provincial budget revenue of 489 billion VND.

Cua Lo deep-water port is an important transport system connecting the national transport network passing through the province such as: Vinh International Airport, Hanoi - Ho Chi Minh City railway, National Highway 1A, coastal road, National Highway 7C..., is the logistics hub of the region and the shortest gateway to the sea on the East - West economic corridor, serving the transportation and reception of goods for Laos and the Northeast region of Thailand.

However, the infrastructure of Cua Lo Deep-water Port has not yet received ships with a tonnage of over 50,000 DWT, 100,000 DWT... Therefore, "upgrading, expanding and improving the capacity of exploiting seaports through appropriate investment forms, encouraging public-private partnerships, especially Bac Cua Lo port" is one of the main solutions and tasks identified by the Politburo in Resolution No. 39-NQ/TW dated July 18, 2023 on building and developing Nghe An province to 2030, with a vision to 2045.

To ensure the synchronization of the traffic infrastructure system connecting Cua Lo deep-water ports with the foreign traffic network via National Highway 7C (Road D4), serving large-scale maritime freight transport, meeting the province's investment attraction requirements, ensuring the synchronization of infrastructure to implement the Cua Lo deep-water port construction and business investment project, the investment in a bridge connecting National Highway 7C with Cua Lo deep-water port is necessary.
