Nghe An strives to complete the Project on rearranging administrative units at district and commune levels in June 2024
(Baonghean.vn) - According to the Central Government's plan, before October 31, 2024, provinces and cities must send plans for arranging administrative units at district and commune levels to the Ministry of Home Affairs. Currently, all levels and sectors in the province are focusing on directing the implementation, ensuring the progress and requirements set out.

Actively implement proposed plans
In the reorganization plan, Yen Thanh district will merge the entire area and population of Khanh Thanh commune into Cong Thanh commune to form a new commune. For this work to take place smoothly, the Party Committee and government of Cong Thanh commune actively propagate to help people understand and agree.
Mr. Nguyen Dinh Phung - Head of the Front Work Committee of Hamlet 9, Cong Thanh Commune said: "After understanding, the people are unified, agree and highly support the policy of merging communes. Currently, the hamlet has completed the review, establishment and posting of the voter list at the hamlet cultural house for voters to follow, preparing for the conference to collect voters' opinions on merging communes on May 5".

Implementing the plan to reorganize commune-level administrative units in the period of 2023 - 2025 of Yen Thanh district, Cong Thanh commune has established a Steering Committee, compiled a list of voters, each hamlet has a team to collect voters' opinions. In addition, the locality also established a propaganda team; resolved complaints and denunciations; ensured facilities and logistics; ensured security and order...
Comrade Hoang Van Tuan - Secretary of Cong Thanh commune said: "The Party Committee and the government have paid attention to and directed the guidance on collecting voters' opinions in each hamlet to the hamlets. After the successful conference to collect voters' opinions, the People's Council of the commune will convene a meeting to approve the Project on arranging commune-level administrative units for the period 2023-2025 to report to the district".
According to the draft plan to arrange commune-level administrative units, Yen Thanh district has 14 units merged into 7 units, reducing 7 units after the merger; from 39 communes and towns to 32 communes and towns.

At the district level, according to comrade Nguyen Van Thuan - Head of the Internal Affairs Department of Yen Thanh district: The Standing Committee of the District Party Committee has issued a Directive to strengthen leadership and direction in implementing the arrangement of commune-level administrative units; in which the responsibilities of each agency, organization and each locality are clearly defined, especially the heads of Party committees, authorities, each member of the Standing Committee and member of the Party Executive Committee at all levels. In the district and communes implementing the merger, a steering committee and supporting teams have been established.
Yen Thanh District People's Committee issued a plan to organize the implementation of the arrangement plan and a plan to propagate the merger; in which, focusing on inspection and supervision work, ensuring unified direction and implementation according to the set work schedule.

In Dien Chau district, the implementation of administrative unit arrangement is being carried out systematically and drastically. Dien Thanh commune is subject to arrangement and according to the project, it will be completely merged into Dien Chau town.
According to comrade Le Duc Phat - Secretary of the Dien Thanh Commune Party Committee: The commune's propaganda work is focused, the ideology of cadres, civil servants and people is very supportive of the merger policy. Currently, Dien Thanh Commune has completed the posting of the voter list, preparing for a conference to collect voters' opinions on the merger project and naming the new administrative unit after the merger on May 5, 2024.
In addition to the local internal work, the Party Executive Committee of Dien Thanh commune and Dien Chau town also had a meeting to discuss and agree on a number of contents, including the name of the new town unit after the merger.
Dien Chau district has 10 units subject to merger into 5 communes, reducing 5 communes after rearrangement, from 37 to 32 communes and towns.
Handles some key issues well
According to the roadmap required by the Central Government, before October 31, 2024, provinces and cities must submit plans for the arrangement of district and commune-level administrative units for the 2023-2025 period to the Ministry of Home Affairs for submission to the Government before submitting to the National Assembly Standing Committee for approval for implementation. Nghe An province has directed resolutely and strived to complete the work at each level on schedule to submit to the Government the Project for the arrangement of district and commune-level administrative units in Nghe An province for the 2023-2025 period in June 2024.
Comrade Nguyen Xuan Khoa - Head of the Department of Internal Affairs of Dien Chau district affirmed: The development of the plan to arrange commune-level administrative units for the period of 2023-2025 was carried out by the district in accordance with the correct procedures, ensuring centralized and unified leadership and direction, and creating consensus and unity among cadres, party members and people. Currently, the Party Committee, the government and the entire political system from the district to the grassroots level are focusing on closely following the work roadmap to implement on schedule. Accordingly, the collection of voters' opinions on the arrangement of administrative units will be completed on May 5, 2024; the People's Council at the commune level will meet to approve. The district is expected to approve the Project to arrange commune-level administrative units for the period of 2023-2025 before May 28, 2024 to report to the province.

The proactive, systematic and decisive leadership and direction at all levels are creating a common consensus among cadres, civil servants and people on the policy of administrative unit reorganization. However, through information gathering from the grassroots, this work still has some concerns, especially the arrangement of cadres and civil servants and the settlement of redundant cadres and civil servants after the merger.
Regarding this issue, comrade Phan Van Tuyen - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Yen Thanh District said: Yen Thanh District Party Committee is developing a plan to arrange cadres and civil servants in a public, transparent and objective manner. The viewpoint in arranging cadres and civil servants is to take professional qualifications, political qualifications and practical capacity as "hard" criteria based on the results of reviewing and evaluating cadres and civil servants seriously. At the same time, ensuring balance and harmony in the apparatus of both merged communes, creating stability in leadership and direction of the implementation of tasks of the unit after the merger.
The Chairman of the People's Committee of Yen Thanh District also affirmed: Yen Thanh District has a policy of mobilizing and rotating competent cadres in the merged units to replace those who are not suitable for the new work requirements in the units not subject to the merger. Along with developing a plan to arrange cadres and civil servants, the District Party Committee also develops a plan to resolve redundant cadres and civil servants based on an objective assessment of factors related to capacity and job position.

Drawing on experience from the 2019-2021 administrative unit arrangement period, in the administrative unit arrangement project for the 2023-2025 period, localities have proactively developed parallel plans to arrange redundant cadres, civil servants and facilities.
According to the opinions of localities, the Government has issued a policy of early retirement for redundant officials and civil servants due to administrative unit rearrangement. On that basis, some localities hope that the province will soon develop and issue specific regulations to facilitate the propaganda and mobilization of redundant officials and civil servants to retire early, in order to soon stabilize the apparatus.
