Notes on driving license exam application from June 1
From June 1, 2024, driving license exam application documents will be adjusted.

The Minister of Transport issued Circular 05/2024/TT-BGTVT amending and supplementing a number of articles related to the field of road transport, road transport support services, vehicles and drivers. The Circular takes effect from June 1, 2024.
One of the noteworthy points in the new circular is related to the documents for the driving license test. Accordingly, first-time driving learners must prepare a set of documents and submit them directly to the training facility. The documents include:
Application for study and testing to obtain a driver's license according to the prescribed form.
Copy of temporary residence card or permanent residence card or diplomatic identity card or official identity card for foreigners.
Driver's health certificate issued by a competent medical facility as prescribed.
For forklift driving learners, prepare a set of documents, submit directly to the training facility and take a photo directly to store in the driver's license database. The documents include:
Documents required for first time driving lessons.
Copy of junior high school diploma or equivalent or higher in case of upgrading driver's license to class D, E (present original when checking exam application documents);
Declaration of working time and safe driving kilometers according to prescribed form.
The Circular also stipulates that ethnic minorities who cannot read or write Vietnamese and want to learn to drive a class A1 or A4 motorbike must prepare a set of documents and submit them directly to the training facility.
The new circular also stipulates the application of information technology in the management of the DAT information system of the Vietnam Road Administration to ensure the reception, synthesis and analysis of DAT management data to serve the exploitation of DAT management data and the management of driver training of the Departments of Transport; ensure that the DAT information system of the Vietnam Road Administration operates continuously and stably and stores DAT management data for at least 2 years; information exploited on the software is synthesized according to the prescribed form.
