Article 10/2022/QH15 of the National Assembly dated November 10, 2022 on implementing democracy at the grassroots level stipulates 14 contents that commune-level authorities must publicize (except for information that is a state secret or information that has not been made public according to the provisions of law) as follows:

1.Socio-economic development plan, annual economic restructuring plan of commune level and implementation results;

2.Data and reports explaining the state budget estimates and financial activity plans of the commune level submitted to the People's Council of the commune level; budget estimates and financial activity plans decided by the People's Council of the commune level; data and explanations on the implementation of the commune-level budget estimates periodically by quarter, 6 months and annually; state budget settlement and results of implementation of other financial activities approved by the People's Council of the commune level; results of implementation of recommendations of the State Audit (if any);

3.Projects and investment works at the commune level and implementation progress; land recovery, compensation, support and resettlement plans when recovering land to implement projects and investment works at the commune level; land management and use plans managed by the commune level; land lease plans belonging to the agricultural land fund for public purposes at the commune level; district construction planning, commune construction planning and rural residential areas; general planning made for towns, zoning planning projects, detailed planning made for areas within the town;

4.Regulations on implementing democracy in communes, wards and towns; duties and powers of cadres, civil servants and part-time activists at commune, village and residential group levels; code of conduct for people holding positions and powers of local authorities at commune level;

5.Management and use of funds, investments, and grants according to programs and projects for commune-level areas; amounts mobilized from people's contributions;

6.Situation of investment in construction, purchase, delivery, lease, use, recovery, transfer, conversion of function, sale, liquidation, destruction and other forms of handling of public assets managed by commune level; situation of exploitation of financial resources from public assets of local authorities at commune level;

7.Guidelines, policies, plans, criteria, objects, evaluation processes and implementation results of support, subsidy and credit policies to implement national target programs, production development, housing construction support, health insurance card issuance and other social security policies are organized and implemented at the commune level;

8.Information on the scope, subjects, methods of assessment, identification of subjects, support levels, time, and procedures for distributing support from the state budget to overcome difficulties caused by natural disasters, epidemics, incidents, catastrophes, or to support patients with serious illnesses at the commune level; the management and use of voluntary contributions and donations from domestic and foreign organizations and individuals for subjects at the commune level;

9.Number, subjects, standards for military service; list of citizens eligible for military service and performing the obligation to join the People's Public Security; list of citizens called for military service and performing the obligation to join the People's Public Security; list of temporary deferment of military service and exemption from military service in the commune-level area;

10.Results of inspection, examination, and settlement of corruption, negativity, and disciplinary violations against cadres, civil servants, and non-professional workers at the commune, village, and residential group levels; results of the vote of confidence, vote of confidence for the Chairman, Vice Chairman, and Head of the People's Council at the commune level, the Chairman, Vice Chairman, and members of the People's Committee at the commune level;

11.Plan for collecting public opinions, content of collecting opinions, results of synthesizing opinions and explaining and accepting public opinions on the contents that local authorities at the commune level submit to collect public opinions as prescribed in Article 25 of this Law;12.Subjects, collection levels of fees, charges and other financial obligations directly collected by local authorities at the commune level;

13.Administrative procedures and procedures for handling work related to organizations and individuals are directly carried out by local authorities at the commune level;

14.Other contents as prescribed by law and regulations on implementing democracy in communes, wards and towns.
