The 18th term People's Council of Nghe An province, term 2021 - 2026, held the 19th session.
(Baonghean.vn) - This is a thematic session organized with the motto of being proactive, flexible, and accompanying in implementing the political tasks of the local People's Council of Nghe An province.
On the morning of April 22, in Vinh City, the People's Council of Nghe An province, term XVIII, 2021 - 2026, solemnly opened the 19th session - a thematic session to promptly review and decide on a number of important contents under its authority, contributing to promoting economic development, ensuring social security, creating a legal basis for the direction and administration of authorities at all levels in the province.
Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.
Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades in the Standing Committee of the Provincial Party Committee, delegates of the Provincial People's Council and invited delegates.
At the meeting, the Provincial People's Council considered allocating public funding from the central budget to implement 3 national target programs to speed up progress and improve the effectiveness of implementing national target programs in the province.
The Provincial People's Council considers handling the remaining undisbursed capital under the public investment plan from the local budget in 2023; handling the remaining unallocated and undisbursed capital under the provincial budget allocated in 2023; considering amending and supplementing regulations on the percentage of land use fee revenue from projects with land use fee collection to the provincial budget to create capital sources for compensation and support for site clearance of key projects; upgrading and expanding Vinh International Airport and investing in the construction of an access bridge connecting National Highway 7C with Cua Lo Deepwater Port.
Through regulations and policies on social security such as: Prices of medical examination and treatment services not covered by the health insurance fund in state-run medical examination and treatment facilities under Nghe An province's management; tuition fees in public educational institutions; tuition support levels for private primary school students who are eligible for tuition exemption and reduction policies; regulations on social assistance standards and support policies for some social protection subjects; support policies for people with revolutionary contributions from poor households; approval of additional teacher staffing for the 2023-2024 school year and adjustment of the total staffing levels in public service units and Association organizations in 2024.
The Provincial People's Council also considered adjusting the investment policy of the following projects: Construction of Hoang Mai Town Medical Center (Phase 2); Construction of Nghe An Comprehensive Social Protection Center, Facility 2; Line 2 of the traffic system of Zone A, Nam Cam Industrial Park; Nghe An Province sub-project under the basic infrastructure project for comprehensive development of Nghe An, Ha Tinh, Quang Binh, Quang Tri provinces from loans from the Asian Development Bank (ADB).
Approve the policy of converting forest use to other purposes to implement projects in the province, and at the same time carry out personnel work within its authority.
Although it is a thematic session, it has a large volume of work, many important and necessary contents, ensuring stability, innovation and development of the province.
Speaking at the opening of the 19th session, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy requested the delegates of the Provincial People's Council and delegates attending the session to uphold the spirit of responsibility, promote democracy and intelligence, focus on research, discussion, and contribute opinions to the contents of the session; participate in the resolutions with high concentration, contributing to the early implementation of policies and guidelines, effectively promoting resources, creating high support and consensus among voters and people of the province.
At the Standing Committee meeting of the Provincial People's Council, the 19th Session of the 18th Provincial People's Council considered and approved Ms. Nguyen Thi Kim Chi, a delegate of the Provincial People's Council Delegation in Cua Lo town, to stop working as a delegate of the 18th Nghe An Provincial People's Council, term 2021 - 2026, due to a job transfer out of the province.

Previously, in Decision No. 137/QD-TTg dated February 1, 2024 of the Prime Minister, Ms. Nguyen Thi Kim Chi was transferred and appointed to the position of Deputy Minister of Education and Training.
Based on the submission of the Standing Committee of the Provincial People's Council, the Provincial People's Council has resolved to pass a Resolution on the dismissal of Ms. Nguyen Thi Kim Chi from the duties of the 18th term People's Council delegate of Nghe An province, term 2021 - 2026.

After listening to the leaders of the Provincial People's Committee summarize the reports and draft resolutions submitted to the session; the Standing Committee of the Provincial People's Council summarize the results of the examination of the reports and draft resolutions submitted to the session, the Provincial People's Council delegates reviewed and approved 19 specialized resolutions submitted by the Provincial People's Committee to the session.

In his closing speech, Secretary of the Provincial Party Committee and Chairman of the People's Council of Nghe An province Thai Thanh Quy emphasized the need to be determined to disburse 100% of the planned capital of the 3 national target programs assigned in 2024; at the same time, speed up the allocation and disbursement of public investment capital in 2024 with the view that this is one of the key tasks and important solutions to promote growth, contributing to the successful implementation of the province's socio-economic development goals and targets in 2024.
Regarding the resolutions issued related to social security policies at the 19th Session, the Chairman of the Provincial People's Council requested all levels and sectors to promptly provide full information and provide specific and detailed instructions to people and businesses; along with that is the supervision work, absolutely not allowing negativity, policy exploitation, waste, loss of money and assets of the State and the People.
Regarding the general tasks in the coming time, the Provincial People's Council requested the Provincial People's Committee, all levels and sectors to focus on comprehensively, drastically and effectively implementing the tasks and solutions identified at the beginning of the year; taking advantage of opportunities, overcoming challenges, completing the socio-economic development plan for 2024 to the highest level, creating momentum for victory for the entire 2021 - 2025 period.
