Promoting 'farmer intellectualization'
The Government requires ministries, branches and localities to strengthen training, fostering and supporting farmers who are good at production and business, and excellent farmers who have enough capacity and conditions to establish cooperatives and small and medium enterprises, which are the core to promote the process of "intellectualizing farmers".
The Government issued Resolution 69/NQ-CP dated May 11, 2024 promulgating the Government's Action Program to implement Resolution No. 46-NQ/TW dated December 20, 2023 of the Politburo on innovation and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period.
Create a strong shift in perception and action
The objective of the Program is to thoroughly grasp and seriously, fully and effectively implement the viewpoints, goals, tasks and solutions set out in Resolution No. 46-NQ/TW; unify direction for all levels and sectors to focus on organizing the grasp and implementation; create a strong change in the awareness and actions of all levels, sectors and the whole society about the position and role of the Vietnam Farmers' Union.
Identify the main and specific contents and tasks for the Government and ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally-run cities (ministries, branches, localities) to focus on directing and organizing the successful implementation of the general and specific goals of Resolution No. 46-NQ/TW. Link the implementation of the Action Program to implement Resolution No. 46-NQ/TW with the organization of the implementation of the Resolution of the 13th National Congress of the Party on "Developing ecological agriculture, modern countryside, civilized farmers"; Resolution No. 19-NQ/TW dated June 16, 2022 of the Party Central Committee (13th tenure) on agriculture, farmers and rural areas to 2030, with a vision to 2045 and Resolution No. 20-NQ/TW dated June 16, 2022 of the Party Central Committee (13th tenure) on continuing to innovate, develop and improve the efficiency of the collective economy in the new period.
7 key tasks
The Government requests ministries, branches and localities, based on their assigned functions, tasks and contents, to promptly: 1- Organize research, study, thoroughly grasp and direct the implementation of Resolution No. 46-NQ/TW of the Politburo; 2- Innovate the work of propaganda, mobilization, gathering and uniting farmers, improving the effectiveness of the farmers' movement; 3- Consolidate and perfect the organizational apparatus, build a team of cadres with sufficient qualities and capacity to meet the requirements of the tasks; 4- Improve the quality of vocational training and fostering for farmers, rural workers and service activities, consulting and supporting farmers in developing production and business; 5- Encourage farmers to actively participate in national target programs, patriotic emulation movements and campaigns; 6- Promote the role of farmers' associations in monitoring, social criticism, building a clean and strong Party and political system; 7- Proactively integrate, expand international cooperation, promote people-to-people diplomacy.
Create conditions for rural workers to learn a trade and improve their qualifications.
In particular, the Government requires ministries, branches and localities to create conditions and encourage farmers and rural workers to learn vocational skills, improve their professional qualifications in association with models of good farmers and businessmen; expand career and employment consultancy activities, establish enterprises, cooperatives, production and business establishments. Strengthen training, fostering and support for good farmers and businessmen, excellent farmers with sufficient capacity and conditions to establish cooperatives and small and medium enterprises, which are the core to promote the process of "intellectualizing farmers"; play a core and leading role in passing on vocational skills, guiding and supporting farming households.
Promote agricultural, forestry and fishery extension activities; organize well the supply of agricultural equipment and materials; guide and support farmers to invest in modern production, cultivation and livestock facilities, apply high technology associated with safe and advanced production processes; develop production associated with domestic and export market needs. Research and develop a mechanism for farmers' associations to participate in providing a number of public support services for members and farmers.
At the same time, improve the efficiency of credit activities, support capital for farmers; research, summarize, evaluate the effectiveness of the model of farmers' association providing credit to farmers to borrow capital to develop production and business to propose appropriate solutions according to regulations...
