Hung Nguyen District will forcibly reclaim land from 8 households to hand over to VSIP Project investors.
(Baonghean.vn) - Despite being mobilized and persuaded by local authorities, 8 households in Phuc Long hamlet, Hung Tay commune (Hung Nguyen) have not yet handed over the land to investors to implement the VSIP Nghe An Industrial, Urban and Service Park Project (VSIP Project).
Obstructing key projects
VSIP Projectis a key investment attraction project in the province in recent years. After being started on September 16, 2015, this project has created a highlight with modern and standard infrastructure investment, at the same time, attracting many large foreign projects and investors to invest and develop production.
This is also a project subject to the State's land acquisition for socio-economic development for national and public interests according to Clause 2, Article 62 of the 2013 Land Law. The project has a total planning area of about 750 hectares, acquiring land in the communes of Hung Dao, Hung Tay, Hung Nguyen town of Hung Nguyen district and Hung Chinh commune of Vinh city. The completion of this project is of great significance to the socio-economic development of Nghe An province; contributing to the shift in economic and labor structure, increasing revenue for the State budget, and improving people's lives.

After more than 8 years of investment and construction, VSIP Project has gradually built a model, spacious and modern industrial park infrastructure. Up to now, it has attracted many projects and foreign investors to produce and do business with an occupancy rate of up to 95%. In addition to the industrial park infrastructure, this project is also accelerating the construction of an urban area in the area south of 72m road.
In Phuc Long hamlet, Hung Tay commune, the compensation and site clearance work for the urban area, in phases 1B and 2B, has been carried out by the Compensation and Site Clearance Council since 2018. The People's Committee of Hung Nguyen district has also assigned the Compensation and Site Clearance Council to carry out, count, develop compensation, support and resettlement plans for households affected by the project and submit them to the District People's Committee for approval according to regulations. Based on the approval decisions of the District People's Committee, the Compensation and Site Clearance Council has also paid funds to households and individuals according to regulations. However, there are still many households in Phuc Long hamlet, Hung Tay commune, who have not agreed and have made unfounded demands. Of which, there are 8 households with production land located in the area south of 72m road.

Specifically, households in this area have demanded an increase in agricultural land compensation prices to 285,000 VND/m2.2and support for career conversion 5 times; some households demand to return the internal traffic roads for people to travel and produce; demand to return 66.6m to each household2When donating land to build roads to agricultural plots..., if these requirements are not met, no funding will be received and the site will not be handed over.
Mr. Nguyen Huu Ha - Vice Chairman of Hung Nguyen District People's Committee said: The demands of households in Phuc Long hamlet, Hung Tay commune have no basis for resolution. Regarding the households' demand for agricultural land compensation of up to 285,000 VND/m2is unreasonable, because based on the Government's regulations and the land price list in Hung Tay commune issued by the Provincial People's Committee, the agricultural land plots in Phuc Long hamlet have a price of 57,000 VND/m2.
Not to mention, the number of times of support when reclaiming agricultural land was also issued by the Provincial People's Committee, based on Decree No. 47/2014/ND-CP, dated May 15, 2014 of the Government. Accordingly, the Provincial People's Committee stipulates the support level is twice the price of agricultural land of the same type in the land price list issued by the Provincial People's Committee (support level in cash). In addition, the demands of the people related to intra-field roads... are also not in accordance with the State's regulations when reclaiming land.

Enforcement to ensure the strictness of the law
Despite the District People's Committee, the Compensation and Site Clearance Council and relevant agencies having repeatedly communicated, mobilized, dialogued and explained, 8 households and individuals with land in the area south of 72m road still did not comply with the Land Recovery Decision.
Most recently, on May 10, 2024, the Compensation and Site Clearance Council coordinated with local authorities at all levels and the Executive Committee of Phuc Long Hamlet to organize a dialogue with 8 households and individuals in Phuc Long Hamlet, but the dialogue failed due to the households' lack of cooperation.

To ensure the site clearance is on schedule, to promptly hand over the land to the investor according to the plan and to demonstrate the strictness of the law, as well as to ensure fairness in the rights of nearly 240 households who have agreed to hand over the land before, the People's Committee of Hung Nguyen district has decided to establish a committee to enforce land recovery for households and individuals with permanent residence in Phuc Long hamlet, Hung Tay commune. At the same time, a plan for enforcement implementation is issued so that relevant departments have a basis for implementation.
Accordingly, the enforcement will be carried out on an area of 10,681.7 m2Agricultural land under the use rights of households and individuals allocated under Decree 64/CP and agricultural land used stably before July 1, 2004 within the area of site clearance. The enforcement is expected to be carried out on the morning of May 14, 2024.
