Inspecting compliance with legal regulations at mineral processing factories in Quy Hop district
(Baonghean.vn) - The People's Committee of Quy Hop district has just issued Decision No. 2794/QD-UBND to establish an Inspection Team to inspect the implementation of legal regulations on environmental protection, land and water resources in Quy Hop district in 2024.
The inspection team is led by Mr. Le Sy Hao - Deputy Head of the Department of Natural Resources and Environment (in charge of the department); the team includes representatives of the People's Committees of communes and towns and officials of the Department of Land and Environment at communes and towns with inspected organizations and individuals. The inspection period is 7 days (for each inspected organization and individual), from the date of commencement of the inspection at the inspected organization or individual (excluding the time for analysis, appraisal, and testing of environmental samples, if any).
The inspection team is responsible for inspecting the compliance with the law on environmental protection, land and water resources according to the provisions of law. The head of the inspection team is responsible for notifying the inspection subject and relevant agencies, organizations and individuals of the inspection plan and work schedule; deciding on the measurement of the land in use (if necessary), sampling location, number of samples, environmental sample analysis parameters (if any) during the inspection; responsible for directing and operating the activities of the inspection team, and being responsible to the person who made the inspection decision and before the law for the inspection results.
People's Committee of Quy Hop districtUpon request, at the end of the inspection, the Head of the delegation is responsible for reporting the inspection results to the District People's Committee and the Chairman of the District People's Committee.
Regarding the inspected subjects, they include organizations and individuals in the industrial clusters: Thung Khuoc, Tho Son 1, Tho Son 2, Chau Quang, Chau Loc, Chau Hong; concentrated stone processing zones: Lien Tan (Tho Hop commune), Dong Hung, Dong Len, Quynh Hop (Dong Hop commune), Tong Choong (Chau Tien); and organizations, enterprises, and individuals engaged in production and processing outside the industrial clusters and concentrated processing zones in Quy Hop district.
On April 5, 2024, in Decision No. 901/QD-BTNMT, the Ministry of Natural Resources and Environment established a Team to periodically inspect the compliance with legal regulations on minerals for organizations.mineral exploitation activitiesin Nghe An province. The inspection subjects of the Inspection Team are 33 organizations/36 mineral operation licenses granted by the Ministry of Natural Resources and Environment in Nghe An province; the inspection period is from January 1, 2022 to December 31, 2023 (if necessary, the Inspection Team requests a report for the period before 2022).
The purpose of the inspection is to enhance the effectiveness and efficiency of state management of minerals and mineral activities; to rectify and put mineral activities of licensed mineral units into order, in compliance with the provisions of the law on minerals; to handle or recommend handling according to the provisions of the law for violations of the law on minerals, in order to restore order in mineral activities.
Assess the existing problems and shortcomings of mechanisms and policies to recommend competent state management agencies to consider and amend legal regulations on minerals to suit the reality, contributing to enhancing the role of state management of minerals in the system of state management agencies in general. In addition, grasp the difficulties and advantages to recommend state management agencies to consider policies and guidelines, especially to serve the assessment of the impact of the implementation of policies and regulations of the Law on Minerals; Decree amending and supplementing documents guiding the implementation of the Law on related fields.
On May 17, 2024, the Provincial People's Committee also issued Decision No. 422/QD-UBND to strengthen the Interdisciplinary Inspection Team to inspect the compliance with the law in mineral activities of enterprises in Quy Hop district. The inspection subjects of the Interdisciplinary Inspection Team include 23 enterprises licensed to exploit minerals in Quy Hop district.
