Hung Nguyen completes the process of arranging commune-level administrative units for the period 2023 - 2025

(Baonghean.vn) - In the period of 2023 - 2025, Hung Nguyen district has 6 commune-level administrative units subject to rearrangement. Party committees and authorities at all levels in Hung Nguyen district carry out work contents according to the roadmap and ensure quality.

Hung Nguyen district organized a thematic conference to disseminate information about the 6 commune-level administrative units subject to rearrangement. Following the directives of the Central Government and Nghe An province, the Party Committees and authorities at all levels in Hung Nguyen district carried out the work contents according to the roadmap and ensured quality.

83.11 - 99.36% of voters agreed to merge communes.

Hung Nguyen district has 6 commune-level administrative units subject to rearrangement in the period of 2023 - 2025, because they have not met 70% of both standards on natural area and population size, with standards on natural area below 20% and population size below 300% of regulations; including: Hung Tan, Hung Thong, Hung My, Hung Thinh, Hung Phuc and Hung Loi.

In the arrangement process, one of the important steps is to collect voters' opinions on the Project on arranging administrative units at district and commune levels for the period 2023 - 2025; therefore, this work is of interest to the Party Committee and authorities at all levels in Hung Nguyen district.

Mr. Hoang Nghia An - Head of the Department of Internal Affairs of Hung Nguyen district said: The district People's Committee has established a Steering Committee and a working group to assist the Steering Committee in collecting voters' opinions on the Project on rearranging commune-level administrative units; at the same time, issued a series of directive documents related to the establishment of groups to collect voters' opinions in residential areas; making lists, posting lists of voters to collect opinions; instructions on organizing the collection of voters' opinions...

In particular, the District Party Committee's Propaganda Department and the Department of Home Affairs, the District People's Committee coordinated to organize a thematic conference on "Implementing the arrangement of commune-level administrative units in the period of 2023 - 2025" for all commune-level cadres, civil servants and those working in hamlets directly participating in the opinion-gathering groups in 6 communes subject to merger. In particular, focusing on disseminating the purpose and significance of the commune merger policy; the process, progress, and timeline of the work to implement the arrangement of administrative units; the process and methods of organizing the collection of voters' opinions on the plan to arrange commune-level administrative units in the period of 2023 - 2025 in the district.

Each locality also issued a plan to organize the collection of voters' opinions; increased the time for propaganda through the radio system, social networks and propaganda at the commune offices, cultural houses of hamlets about the plan to arrange commune-level administrative units, about the date to organize the collection of voters' opinions and publicly post the list of voters...

Secretary of the Party Cell of Hamlet 4 (Hung Thinh Commune), Mr. Pham Xuan Diet said: Through good propaganda, people are aware of the benefits of merging communes; at the same time, they thoroughly understand that the consensus and approval of the people plays an important role in realizing the policy of merging the two communes of Hung Thinh and Hung My into Thinh My Commune. The voter consultation was held on April 27 with 100% of voters participating in the consultation; of which 95.30% of voters voted in agreement with the commune merger plan.

In the whole Hung Nguyen district, there are 19/28 voting areas with 100% voter participation. Specifically, there are 3 communes of Hung Loi, Hung Phuc and Hung Thong with a total of 15 voting areas with 100% voter participation; Hung Thinh commune has 4/6 areas, Hung My commune has 3/4 areas, Hung Tan commune has 2/4 areas with 100% voter participation and the rest, the lowest is 69.17%, the highest is 99.88%.

Hung Nguyen district focuses on guiding the process and form of collecting voters' opinions to promote democracy, objectivity, openness, transparency, and respect for the people's right to mastery. By the end of April 27, 2024, Hung Nguyen district had completed collecting voters' opinions on the Project on rearranging commune-level administrative units for the period 2023 - 2025 in the area.

The results of the voter survey in 6 communes subject to merger of Hung Nguyen district showed a high percentage of voters agreeing. Hung Thong commune reached 99.36%; Hung Loi commune reached 99.24%; Hung Phuc commune reached 99.11%; Hung My commune reached 96.95%; Hung Thinh commune reached 95.49%; Hung Tan commune reached 83.11%.

Complete tasks as planned

Hung Nguyen district has developed a draft arrangement plan to submit to the province for inclusion in the Project on arrangement of district and commune-level administrative units in the period of 2023 - 2025 of Nghe An province. Specifically, merging the entire natural area and population of Hung Thinh and Hung My communes into Thinh My commune; merging the entire natural area and population of Hung Thong and Hung Tan communes into Thong Tan commune; merging the entire natural area and population of Hung Phuc and Hung Loi communes into Phuc Loi commune. After the merger, Hung Nguyen district reduced 3 administrative units, from 18 units to 15 units (14 communes and 1 town).

Along with the selection and development of a plan for arrangement to ensure convenience in administrative boundaries and similarities in history and culture of the communes, Hung Nguyen district has reviewed and developed a plan for arrangement, assignment, use and resolution of surplus cadres and civil servants, along with a plan for using facilities after the merger.

Regarding the arrangement and use of cadres and civil servants after the reorganization, comrade Le Pham Hung - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee stated the policy of ensuring the apparatus maintains stability and normal development of the locality, not to let the apparatus "bottleneck", especially not to affect the interests of the people after the merger.

In resolving the surplus of cadres and civil servants, it is necessary to proceed cautiously on the basis of assigning responsibility to the District Home Affairs Department and communes to coordinate in reviewing and synthesizing cadres and civil servants who are eligible for early retirement according to Decree 29 of the Government in the years 2024 - 2029; cases with unqualified professional qualifications or who can be transferred to civil servants and public employees, to propagate, mobilize, and promote the voluntary spirit of cadres and civil servants to request early retirement, quit their jobs... to resolve the surplus.

At this time, in the administrative unit arrangement for the period 2019 - 2021, the whole district of Hung Nguyen still has 19 redundant officials and civil servants (the plan is to complete the arrangement from now until the end of 2024). At the same time, the district is still determined to resolve the surplus due to the merger of communes in the period 2023 - 2025 on schedule.

In addition to focusing on propaganda, ideological work, and mobilizing those who meet the criteria and conditions according to the framework to retire early, the district will promote the assessment and classification of cadres and civil servants seriously, as a basis for removing from the apparatus those who are not qualified and have a low sense of responsibility; at the same time, prioritize the transfer and rotation of cadres and civil servants from merged units to units lacking staff and recruiting them as district-level civil servants, transferring them to public employees, etc.

Hung Nguyen District has also developed a plan for the use and handling of facilities after the merger. Accordingly, the selection of new communes’ headquarters is based on the following factors: convenient location in terms of transportation system, well-invested facilities, large campus area; and other cultural and social factors…

After completing the consultation with voters, the 6 units implementing the arrangement held a meeting of the People's Council at the commune level to approve the Project on arranging administrative units at the commune level with a high rate of agreement. Specifically, the 2 communes of Hung Loi and Hung Thinh had 100% of the People's Council delegates voting in agreement; the remaining 4 communes achieved the rate of People's Council delegates voting in agreement from 87.50% to 96%.

On May 17, 2024, the People's Council of Hung Nguyen district held a thematic meeting to approve the Project on rearranging commune-level administrative units for the period 2023 - 2025 in the district with 100% of the district People's Council delegates voting in agreement.

Currently, the district is completing the commune and district-level procedural documents to send to the Provincial People's Committee for submission to the Provincial People's Council for approval and submission to the Central Government for appraisal and approval.
