Many benefits from digital transformation in the fields of Social Insurance and Health Insurance

Improve service quality, increase satisfaction of people and businesses

Currently, Vietnam Social Security has been vigorously deploying and operating the Industry's information technology system in the direction of e-Government, towards digital Government with a high level of automation of business processes. The entire application software system and data managed and operated by Vietnam Social Security are centrally managed and operated at the Industry's Data Center.

The Vietnam Social Security system has connected with more than 13,000 health insurance examination and treatment facilities nationwide to receive data requesting payment of health insurance examination and treatment costs; more than 621,000 units and enterprises transact electronically with the Social Security agency, thereby helping enterprises save time, costs and facilitate the implementation of administrative procedures on social insurance, health insurance, and unemployment insurance.

Vietnam Social Security has completed and successfully deployed the VssID application - Social Insurance Number (through this application, users can manage and control information about the process of participating in and enjoying social insurance, health insurance, unemployment insurance regimes and policies; perform public services on social insurance and health insurance conveniently, easily, quickly, saving time and travel costs). From June 1, 2021, Vietnam Social Security has deployed the use of health insurance cards on the VssID application to go to health insurance examination and treatment nationwide and has been recognized and highly appreciated by the people.

Implementing the Government's Project on developing population data applications, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030 (Project 06), Vietnam Social Security is the first unit to successfully connect with the national population database right from when the national population database was officially put into operation.

Over the years, Vietnam Social Security has focused on promoting connection, exchange and data sharing with ministries and branches to continuously enrich and improve.

As of April 30, 2024, the Vietnam Social Security System has authenticated more than 96.8 million demographic information in the national insurance database with the national population database, of which about 86.9 million people are participating and enjoying social insurance, health insurance, and unemployment insurance policies, accounting for 97.8% of the total number of participants and enjoying social insurance, health insurance, and unemployment insurance policies (excluding armed forces and military relatives).

Synchronizing and authenticating the identification information of participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies with the national population database helps standardize data between the two national databases (population and insurance), improving the accuracy of information and data. This is an important basis for implementing the provision of services and utilities for participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies on the national population database, specifically as follows:

For the people:

Firstly, using chip-embedded Citizen Identification Cards and national electronic identification application (VNeID) to serve health examination and treatment under health insurance.

Second, use VneID identification account to perform administrative procedures and public services online.

Third, provide utilities to look up information managed by the Vietnam Social Security agency such as: health insurance card information, electronic health book, social insurance book information for people through the VneID application.

Fourth, applying biometric authentication technology on chip-embedded citizen identification cards at health insurance medical examination and treatment facilities and the "One-stop" department of the Social Insurance agency in receiving records and returning results of administrative procedure settlement.

For social insurance agencies

Firstly, improve management efficiency and effectiveness, reduce duplicate issuance of social insurance books and health insurance cards because people can be managed through the citizen's unique identification number.

Second, saving costs on printing and issuing paper health insurance cards because people now have more ways to present their cards when examining and treating health insurance through data connection with the Social Insurance agency.

Third, data connection is easier between Vietnam Social Security and ministries, branches and localities due to the use of unique identification numbers that have been authenticated and synchronized with the national population database.

TDeploy unified use of VNeID accounts in implementationpublic servicesonline

With the coordination and support of the Ministry of Public Security, Vietnam Social Security has connected the technology and deployed the use of national electronic identification accounts issued by the Ministry of Public Security (VNeID accounts) to log in and use the VssID application - Social Security number of the Vietnam Social Security sector (deployed from October 2023).

According to statistics on the Vietnam Social Security system, up to now, there have been more than 10 million times using VNeID accounts to log in to the VssID application - Social Security number (an average of about 1.3 million times per month).

This implementation by Vietnam Social Security has helped people have more options to use their accounts when they need to access information, use health insurance cards, and perform online public services for individuals on the VssID application. At the same time, it shows that Vietnam Social Security is ready to deploy the unified use of VNeID electronic identification accounts in performing online public services from July 1, 2024 according to the provisions of Decree No. 59/2022/ND-CP on electronic identification and authentication.

For many consecutive years, the Ministry of Information and Communications has assessed Vietnam Social Security as an agency that effectively deploys information technology applications and online public services.

Benefiting from this outstanding result, people can use online public services on social insurance and health insurance such as: Registering to participate in voluntary social insurance; Registering to pay and issue health insurance cards for people who only participate in health insurance; Resolving one-time social insurance benefits; Resolving unemployment benefits; 02 groups of interconnected administrative procedures: Birth registration - permanent residence registration - health insurance card issuance for children under 6 years old and Death registration - Deletion of permanent residence registration - Support for funeral expenses, Funeral allowance. Through these online public services, as of April 30, 2024, the entire Vietnam Social Security sector has received and processed more than 1.4 million transaction records.

In addition, Vietnam Social Security has made efforts to implement solutions to promote payment of non-cash insurance benefits.

To date, about 64% of beneficiaries receive social insurance and unemployment benefits through personal accounts in urban areas, an increase of about 3% compared to 2022.

It can be said that with the synchronous and comprehensive implementation of solutions in information technology application, promoting digital transformation, the use and exploitation of the Industry's database has been optimized to serve people and businesses; resolve and pay regimes and policies promptly, quickly and accurately; improve the effectiveness of inspection, supervision, management and use of funds, prevent fraud and profiteering of social insurance and health insurance funds, etc.

Identifying digital transformation as an inevitable and mandatory requirement to fundamentally innovate the industry's operating methods, contributing to the successful construction of a digital government; in the coming time, on the basis of the available information technology platform and infrastructure, the Vietnam Social Security industry will continue to focus, prioritize resources, resolutely promote the implementation of digital transformation activities in each field of work of the industry to complete the "Social Security ecosystem 4.0", with the ultimate goal of best serving the interests of businesses, people and subjects participating in social insurance and health insurance./.
