Clarifying 3 cases of deforestation, Con Cuong district considers bringing related subjects to mobile trial

Specifically, in Thach Ngan commune, on March 4, 2024, the local Forest Rangers coordinated with the Commune People's Committee to inspect and discovered that the forest at lot 13, compartment 4, sub-compartment 757, plot number 80, map sheet number 1 had been cleared of vegetation with an area of about 100,000m2.

Later verification by the working group including representatives of the Forest Protection Department, the Forestry Planning Investigation Team, Con Cuong Forest Protection Department and the People's Committee of Thach Ngan commune, the current status of the forest in the affected and deforested area belongs to lots 13, 15, 16, 17, 18, 20, compartment 3, sub-compartment 757. The total affected area is 94,827 m2; of which, the area of deforested land is 9,461 m2; The area of vacant land with regenerated trees and wild bananas is 85,366 m2According to the planning map of 3 types of forests in Nghe An province approved in Decision No. 48/2014/QD-UBND dated August 15, 2014, the deforested area belongs to the production forest planning.
The subject involved in the deforestation case was identified as Mr. Nguyen Trong Son (born in 1964), residing in Group 12, Thuy Duong Ward, Huong Thuy Town, Thua Thien Hue Province. He confessed that he had bought plot of land No. 80, map sheet No. 1, Thach Ngan Commune from a household residing in Ke Tat Village, Thach Ngan Commune. By the end of February 2024, he had hired a resident in Thach Son Village, Thach Ngan Commune to clear bananas and vines at a cost of VND 4,000,000/ha. On March 8, 2024, Mr. Nguyen Trong Son personally cleared bamboo and regenerated timber on an area of 9,000 m2for the purpose of reforestation.

A short time before, Mr. Nguyen Trong Son was also discovered to be illegally cutting down forests in Cam Lam commune. Specifically, on March 27, 2024, forces in Cam Lam commune inspected and discovered that at lot 55, compartment 04, sub-area 739, in Khe Cum area, Cam village, there was a situation of cutting down bamboo and banana trees, with a total affected area of about 15,000 m2.
Through inspection, the forest land belonging to plot number 264, map sheet number 02, Cam Lam commune has the status of semi-poor forest with natural regeneration without reserves, the State has assigned it to a resident of Cam village, Cam Lam commune to manage and use. After verification by the People's Committee of Cam Lam commune and Con Cuong Forest Protection Department, Mr. Nguyen Trong Son admitted that he had bought the above land plot. After that, he hired 2 residents of Cam village, Cam Lam commune to illegally cut down the forest.

Also in Cam Lam commune, on March 14, 2024, the People's Committee of the commune quickly reported on the case of illegal deforestation in lots 24 and 21, compartment 7, sub-area 739, plot 29, map sheet number 2. Through inspection and verification, the area illegally cut down and burned was about 56,000m2. In which, at lot 24, section 7, sub-area 739, plot number 29 was illegally cut down and burned about 27,000 m2.2; at lot 21, section 7, subdivision 739, plot number 30, about 29,000 m2 of land was illegally cut down and burned2.
Regarding the forest status of the illegally cut and burned area, it is a semi-poor forest that regenerates naturally without reserves. The State has assigned land plots No. 29 and No. 30 to 2 residents of Cam village, Cam Lam commune for management according to Decree 163/ND-CP. However, these 2 residents transferred land plots No. 29 and No. 30 to Mr. Nguyen Trong Son, permanent resident of Group 12, Thuy Duong, Huong Thuy, Thua Thien Hue. Afterwards, Mr. Nguyen Trong Son resold these 2 land plots to Mr. Nguyen Trong Niem (born in 1972), permanent resident of Cam village, Cam Lam commune.
On March 25, 2024, Mr. Nguyen Trong Niem went to Con Cuong Forest Protection Department to confess to his acts of forest destruction on the above plots of land. At the same time, he confessed that he hired a group of people to cut down bamboo trees, small trees, and other types of grass on plots 29 and 30 for 4 days; at the end of February 2024, he continued to hire people to cut down large trees that had not been cut down before, and burned the entire area where the forest had been cut down.

In Binh Chuan commune, there was a case of deforestation discovered on February 16, 2024, at Khe Cha Lan, Na Co village, on production forest land plot No. 6, map sheet No. 5; the area destroyed was about 40,000 m2.2. This forest land plot was assigned by the State to a household in Na Co village to manage and protect. However, this household transferred it to a person outside Con Cuong district, Mr. Nguyen Van Tam (born in 1977), residing in Hop Thinh block, Quy Hop town, Quy Hop district.
Mr. Nguyen Van Tam later confessed to organizing illegal deforestation in the days before and after the Lunar New Year of Giap Thin 2024, with the purpose of planting acacia trees; and was discovered and recorded by the functional forces of Binh Chuan commune.
On-site inspection and verification on February 20, 2024 by Con Cuong Forest Protection Department, the illegally deforested area belongs to the production forest planning, the deforested area is about 40,000m2; located at lot 111, lot 114, lot 116; Block 6; Sub-area 733 of land plot number 6, map sheet number 5, Na Co village, Binh Chuan commune, Con Cuong district; and the forest status is natural forest with reserves.
According to the representative of the People's Committee of Con Cuong district, based on the current regulations on administrative sanctions for violations in the forestry sector, the actions of the subjects involved in the above-mentioned deforestation cases have exceeded the level of administrative sanctions. Therefore, in addition to directing the Forest Protection Department to coordinate with the People's Committees of communes to strengthen propaganda work, establish forest patrol and inspection teams; protect the scene of deforestation areas, etc., the People's Committee of the district has assigned the Forest Protection Department to complete the dossier and transfer it to the District Police for investigation and clarification for handling according to the provisions of law.
