On the morning of May 16, the Provincial National Assembly Delegation had a working session with the Provincial People's Committee before the 7th session of the 15th National Assembly to hear about the socio-economic situation in the locality in the first 4 months of 2024 and a number of issues related to the draft resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province discussed and considered by the National Assembly for approval at the session and the progress of compensation and site clearance for the National Highway 1A expansion project.

Comrades: Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation and Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the conference.

Attending the meeting were National Assembly deputies of the National Assembly Delegation of Nghe An province; Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; leaders of provincial departments, branches and sectors.

Propose and recommend to the National Assembly and the Government some issues

According to the report of the Provincial People's Committee, in the first 4 months of 2024, the socio-economic situation in the province continued to recover and grow.

The growth rate of the province's gross domestic product in the first quarter of 2024 is estimated at 6.38%, ranking 21st in the country and 3rd in the North Central region. In the first 4 months of the year, the province has granted 25 new projects with a total registered investment capital of nearly 13 trillion VND; adjusted the total investment capital of 16 projects/increased by 2,478.4 billion VND. There are 719 newly established enterprises, with a total registered capital of more than 13 trillion VND.

Administrative reform and digital transformation are focused on, creating some changes through improving some ranking indexes. For example, the Par-Index ranked 15th out of 63 provinces and cities nationwide and ranked first in the North Central region, up 1 place compared to 2022; the SIPAS index ranked 12th out of 63 provinces and cities nationwide and ranked 2nd in the North Central region, up 2 places compared to 2022.

The Provincial People's Committee also made a number of recommendations and proposals to the Provincial National Assembly Delegation during the discussion of the draft resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province at the 7th session of the National Assembly to successfully defend the province's proposal.

Specifically, Nghe An is allowed to determine the additional balance from the central budget to the local budget, excluding tax revenue from hydropower production facilities; domestic revenue from mineral exploitation activities to invest in developing economic and social infrastructure in the western region of Nghe An.

On the other hand, allocate an additional 50% of the public investment capital from the central budget with additional targets for localities according to the principles, criteria and norms prescribed in the Resolution of the National Assembly Standing Committee on principles, criteria and norms for allocating public investment capital from the state budget for the period 2026-2030, to invest in key infrastructure projects in the province and develop socio-economic infrastructure in the western region of Nghe An.

According to the draft resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, which was submitted by the Government to the National Assembly Standing Committee for comments before being submitted to the National Assembly for approval at this 7th session, there are 16 policies, belonging to 4 groups of fields. Of which, the field of state financial and budget management has 5 policies; investment management has 7 policies; urban management, forest resources has 2 policies; organizational structure and staffing has 2 policies.

The Provincial People's Committee also proposed to the Government and central ministries and branches a number of contents to facilitate the development of Nghe An. Such as allowing the province to establish a Provincial High-Tech Park Management Board; supporting investment in projects to develop high-tech agricultural products; investing in building infrastructure for fishing ports, storm shelters, dredging channels to ensure efficient and safe operation of fishing vessels, etc.

The Provincial People's Committee also reported to the National Assembly Delegation on the progress of compensation and site clearance for the National Highway 1A expansion project through Nghe An province according to Resolution No. 110, dated November 29, 2023 of the National Assembly.

Up to now, the province has approved a compensation plan of more than 34 billion VND in 2 localities: Hoang Mai town and Quynh Luu district with nearly 20 billion VND; has established and is publicizing a compensation plan with a total of more than 197 billion VND in the localities: Hoang Mai town, Quynh Luu district, Dien Chau district.

However, currently, due to the fact that the archived records of some cases are different from the current status and people have transferred land, determining the origin, land area, and land users has difficulties and problems.

At the meeting, the Provincial National Assembly Delegation also informed the Provincial People's Committee of a number of issues of concern to voters in the province, which were noted through voter contact activities of National Assembly deputies of the Provincial National Assembly Delegation.

Of particular interest are the recommendations to issue Land Use Right Certificates; allocate forest land to people for management and use; implement projects and works to prevent and overcome natural disasters such as landslides and floods; provide clean water for daily life and agricultural production; maintain, repair and upgrade some roads and compensate for site clearance in traffic safety corridors; strengthen solutions to ensure food hygiene and safety, etc.

Explain the responsibility for resolving some issues within the authority

Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh received and directly explained, and assigned responsibility to departments, branches and localities to resolve 25 issues proposed by voters through contact with voters of the National Assembly deputies of Nghe An delegation before the 7th session of the National Assembly under the authority of the Provincial People's Committee.

The Standing Vice Chairman of the Provincial People's Committee also explained and gave specific instructions to departments, branches and localities in resolving 9 issues that voters reflected and proposed in previous voter meetings but had not been resolved. In particular, regarding the proposal to relocate and resettle households in Hoa Lam hamlet (Hung Hoa commune, Vinh city), comrade Le Hong Vinh assigned the responsibility to the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments, branches and Vinh city to remove difficulties and obstacles, and thoroughly implement voters' recommendations.

Regarding voters' recommendations on some projects that have been unfinished for many years due to lack of capital allocation, it is recommended that departments and branches guide localities to terminate the projects and establish new projects for implementation if capital can be allocated. Regarding recommendations on investment in projects and works to prevent landslides and floods, the Department of Agriculture and Rural Development is assigned to review and identify urgent projects to include in the public investment plan in the new phase, and at the same time recommend the Central Government to allocate capital for implementation.

At the end of the meeting, Deputy Head of the Provincial National Assembly Delegation Thai Thi An Chung received and acknowledged the recommendations and proposals of the province for study and inclusion in the working program of the Provincial National Assembly Delegation at the 7th session of the 15th National Assembly; and at the same time, made a written recommendation to the Government, ministries and central branches for resolution.

The Deputy Head of the Provincial National Assembly Delegation also requested the Provincial People's Committee and departments and branches to review and effectively resolve voters' recommendations and proposals of the Provincial National Assembly Delegation.
