Accelerate the disbursement of public investment funds in localities.
(Baonghean.vn) - Public investment capital for the construction of "electricity, roads, schools, and health stations" has become an important driving force that "paves the way" for socio-economic development. Therefore, accelerating the disbursement of public investment is always a top priority for localities, departments, and sectors.
Paving the way for development
On November 15, 2023, the Prime Minister signed Decision No. 1370/QD-TTg recognizing Do Luong district as having achieved the new rural standard. To achieve the targets for a new rural district, Deputy Chairman of the Do Luong District People's Committee Tran Van Hien stated that, in addition to the efforts of the political system, one of the driving forces behind the district's success in socio-economic development is the availability of public investment capital. Visiting the localities in Do Luong district today, one can clearly see the positive changes as major roads have been widened; many office buildings, schools, and transportation infrastructure have been upgraded or newly constructed.

In Thuan Son commune, alongside efforts to contribute to the construction of a new rural district, the commune is currently focusing its efforts on achieving the goal of becoming an advanced new rural commune. According to Nguyen Van Loi, Secretary of the Commune Party Committee, in all hamlets, public investment funds from the State budget have "stimulated" people's contributions to rural development, reaching nearly 11 billion VND. In 2023 alone, the people in the hamlets contributed nearly 2 billion VND, the commune budget contributed over 1.5 billion VND, and the higher-level budget contributed over 7.2 billion VND. As a result, all hamlets in Thuan Son commune now have wide roads and convenient irrigation canals; some school facilities are also being built and renovated.
According to the leaders of the People's Committee of Do Luong district, the district has completed the preparation of planning documents for submission to competent authorities for approval, such as: the Do Luong District Regional Construction Planning for the period 2021-2023, with a vision to 2050; the general urban construction plan for Do Luong; and the proposal to recognize Do Luong as a type IV urban area. In coordination with relevant departments, agencies, and experts, the district has also developed and submitted to the Provincial Party Standing Committee for consideration and issuance a resolution on the construction and development of Do Luong district until 2030, with a vision to 2045.
These changes are thanks to the "boost" from public investment funds that have been prioritized for the construction of key infrastructure projects, projects serving the people, and public welfare projects; especially investment in the construction of transportation systems and infrastructure to meet the criteria of a type IV urban area.

The district's efforts in disbursing public investment capital are also a measure to accelerate the pace of urbanization and modernization in the area. By the end of the first quarter of 2024, Do Luong was one of the top districts in the province with the highest public investment disbursement rate, at 45.46% (as of April 10, 2024).
In localities with more difficult socio-economic conditions, public investment capital prioritized for infrastructure development such as roads, schools, and office buildings truly serves as a powerful driving force encouraging people and officials to actively engage in production and socio-economic development.
Huoi Tu commune (Ky Son border district) is a remote and disadvantaged area. According to Mr. Ha Ba Ly, Vice Chairman of the Commune People's Committee, public investment projects have contributed to changing the face of the locality. Including 2023 and early 2024, the entire commune has 14 public investment projects for the 2021-2025 period, funded by Resolution No. 88/2019/QH14 of the National Assembly on socio-economic development of ethnic minority and mountainous areas for the period 2021-2030, and new rural development funds, with a total capital of over 22 billion VND.
Thanks to this, projects such as the construction and renovation of Huoi Tu 1 Primary School and the commune's People's Committee office; upgrading and renovating the Huoi Dun village sports field (500 million VND); building a community cultural house in Huoi Khe village (1.4 billion VND); renovating and upgrading the water supply system in Pha Bun village (500 million VND); and constructing a national power grid substation in 6 villages (9.3 billion VND) have been completed...

Decisively accelerate the disbursement rate of public investment capital.
With its pioneering nature, public investment capital is a driving force for localities to create momentum for development. Therefore, every year, the disbursement of public investment is always a task that the Government pays close attention to and directs closely. In Nghe An, with the task of achieving over 95% disbursement each year, the Provincial People's Committee established a working group to support and monitor, requiring localities to report on the progress of public investment disbursement every 10 days to promptly support and resolve difficulties and obstacles.
By the end of Q1/2024 and the beginning of April 2024, the concentrated public investment plan had disbursed VND 708.362 billion, reaching 15.3%, higher than the same period in 2023 (7.01%). Several agencies and units achieved relatively high disbursement rates, such as: Nghe An Radio and Television Station (100%), the Department of Education and Training (69.73%), Yen Thanh District General Hospital (33.46%)... and localities such as: Vinh City (46.28%), Do Luong (45.46%), Yen Thanh (42.51%), Nam Dan (42.11%), Thanh Chuong (40.32%), Nghi Loc (37.61%), Tan Ky (34.63%), Nghia Dan (32.71%),...

However, some funding sources are still being disbursed slowly, such as: foreign capital (not yet disbursed); central government budget - domestic capital (only reaching 8.39%); the National Target Program for Sustainable Poverty Reduction (only reaching 5.21%); the National Target Program for the Development of Economic Zones in Ethnic Minority and Mountainous Areas (only reaching 8.91%); and capital from previous years carried over (only reaching 5.81%).
To accelerate the implementation and disbursement of the 2024 public investment plan, striving for a disbursement rate of over 95% this year, in Official Dispatch No. 09/CĐ-UBND dated April 9, 2024, the Chairman of the Provincial People's Committee, Nguyen Duc Trung, requested localities, agencies, and units to focus on implementing flexible, creative, timely, and effective measures and solutions to decisively promote the implementation and disbursement of public investment capital, especially the three National Target Programs; and to accelerate the implementation of projects under the socio-economic recovery and development program, key inter-regional projects, coastal roads, etc. The acceleration of public investment capital disbursement must be linked to ensuring the quantity and quality of works and projects, preventing corruption, losses, and waste.
