The Government will submit to the National Assembly a draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province on the morning of May 31.

(Baonghean.vn) - The draft Resolution submitted to the National Assembly stipulates 4 groups of fields with 16 pilot policies for Nghe An, including: State financial and budget management (5 policies); investment management (7 policies); urban and forest resource management (2 policies); organizational structure and staffing (2 policies).

On the morning of May 20, the 7th Session of the 15th National Assembly solemnly opened in Hanoi. Before the opening, the National Assembly held a preparatory meeting. Accordingly, the National Assembly deputies reached a high consensus and voted to approve the content, time, program and method of conducting the session.

The National Assembly delegation of Nghe An province consisted of 12 delegates led by comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council as Head of the National Assembly delegation of the province attending the meeting.

Based on the National Assembly's Working Program at the 7th Session for 26.5 days (from May 20 to June 28, 2024; divided into 2 phases: phase 1 from May 20 to June 8; phase 2 from June 17 to June 28), the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province will be submitted by the Government to the National Assembly on the 11th working day of the 7th Session.

Specifically, at the working session at Dien Hong Hall on the morning of May 31, Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, will present the Draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.

Next, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented a report examining the draft Resolution.

The National Assembly will discuss in groups on the afternoon of May 31 and discuss in the hall the content of the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province on the morning of June 8.

After the National Assembly recesses from June 9 to June 16 for National Assembly agencies, the Government and relevant agencies to absorb, revise and finalize draft laws and draft resolutions to be submitted to the session, the National Assembly will return to work for the second session from June 17.

Accordingly, the National Assembly will vote on the Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province at the working session on the morning of June 26.

In recent times, Nghe An province has closely coordinated with the host agency, the Ministry of Planning and Investment, and other ministries and branches to propose policy groups and specific policies in the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.

Accordingly, the draft Resolution submitted to the National Assembly stipulates 4 groups of fields with a total of 16 pilot policies for Nghe An, including: State financial and budget management (5 policies); investment management (7 policies); urban and forest resource management (2 policies); organizational structure and staffing (2 policies).

Previously, on July 18, 2023, the Politburo issued Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

Accordingly, the Politburo assigned the Government Party Committee to direct the development of a number of specific mechanisms and policies for the development of Nghe An province to submit to the National Assembly for promulgation and assigned: "The National Assembly Party Delegation shall lead the review and promulgation of a number of additional specific mechanisms and policies to continue implementing Resolution No. 36/2021/QH15 of the National Assembly and the goals, tasks and solutions in the Resolution of the Politburo".

Resolution No. 45/2024/UBTVQH15 of the National Assembly Standing Committee decided to add it to the 2024 Law and Ordinance Development Program, submit it to the National Assembly for comments and approval at the 7th Session (May 2024) according to the one-session process and the simplified order and procedures for the above draft Resolution. The draft Resolution was unanimously approved by the Government in Resolution 60/NQ-CP dated May 2, 2024.

At the 33rd Session held on May 14, the National Assembly Standing Committee unanimously approved the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province to submit to the National Assembly at this 7th Session.

In 2021, the National Assembly issued Resolution No. 36/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province with 3 groups and 6 policies, effective from 2022 and initially creating favorable conditions for more resources and motivation to implement development goals. With 4 groups of policies and 16 policies proposed this time, along with the policies being implemented in Resolution No. 36/2021/QH15, Nghe An will have more motivation and resources to implement development goals, especially the goals set out in Resolution No. 39-NQ/TW of the Politburo.
