Building Vinh city to soon become an Innovation Center
Building Vinh city to soon become the Innovation Center of the North Central region is the theme of the scientific conference jointly organized by the Vietnam Academy of Social Sciences and the Department of Science and Technology of Nghe An.
Chairing the workshop in Vinh city on the morning of May 30 were Associate Professor, Dr. Tran Dinh Thien - Former Director of the Vietnam Economic Institute, Deputy Head of the Provincial Socio-Economic Advisory Group; Dr. Le Xuan Sang - Director of the Vietnam Economic Institute; Master Nguyen Quy Linh - Director of the Department of Science and Technology of Nghe An.
Also attending the workshop were Architect Tran Ngoc Chinh - Former Deputy Minister of Construction, Chairman of the Vietnam Association of Architectural Planning, member of the Provincial Socio-Economic Advisory Group. Also attending were representatives of provincial departments, representatives of the Federation of Commerce and Industry (VCCI) Nghe An Branch; Provincial Association of Outstanding Enterprises; representatives of the Department of Science and Technology of Ha Tinh and Thua Thien-Hue provinces; Vinh City People's Committee and some neighboring districts and towns.
Survey of 150 businesses on the role of innovation centers
At the beginning of the workshop, a representative of the Department of Science and Technology of Nghe An gave an introductory speech, highly appreciating the practical significance of the workshop with the theme of solutions to develop Vinh city into a modern city.Innovation Center; at the same time, he said that this is one of the major orientation goals in the spirit of Resolution 39/NQ-TW of the Politburo on the development direction of Nghe An to 2030, with a vision to 2045.
Next, a representative of the Vietnam Economic Institute - the project manager said that in order to have a comprehensive view and correctly evaluate the results of the project to turn Vinh into a Center for Innovation in Science and Technology in the North Central region, the research team conducted a survey of 150 enterprises and collected 140 votes, of which 134 were valid.
From analyzing the survey results and research, the group of authors has initially assessed the current status of Vinh city's innovation center in recent times.
On that basis, the research team proposed 5 viewpoints; 6 orientations and 4 solutions to build Vinh city into an innovation center in the North Central region to consult with experts, managers and localities.
At the workshop, the Economic Department of Vinh City People's Committee contributed a speech expressing their agreement with the spirit of the workshop; at the same time, they said that this is also one of the city's goals.
At the workshop, experts also presented presentations on the following topics: opportunities and challenges for building Vinh city into an innovation center of the North Central region; some specific and breakthrough solutions to build Vinh city into an innovation center of the North Central region; the role of enterprises in building an innovation ecosystem; the current status of start-up and innovation activities in Thua Thien Hue and proposals for linking start-up and innovation activities in the North Central region...
Based on the presentations, experts and scientists who are members of the Provincial Socio-Economic Advisory Group, Vinh University and the Department of Science and Technology of the North Central provinces, and Science and Technology enterprises also expressed their opinions and discussed and exchanged.

On the basis of receiving and recording opinions, comments and presentations, representativesInstitute of Economics - Vietnam Academy of Social Sciences summarize the workshop to advise the Provincial People's Committee to build Vinh city to soon become the Center for Science and Technology Innovation in the North Central region in the near future.
Based on the discussion, experts and scientists all agreed that it is necessary to issue specific mechanisms and outstanding policies with political determination to develop Vinh city into an innovation center in the North Central region.
To achieve that, there needs to be a roadmap, strong political commitment and real cooperation from local leaders, concretized by feasible and transparent programs and projects, along with corresponding resources...
Vinh must be the locomotive of startups and innovation in Nghe An.
Coming to the workshop, we request experts and scientists from the Institute of Economics, Universities and other provinces to research and analyze to clarify the results, limitations and causes.
On the one hand, Nghe An and Vinh city learn from the experience of implementing Innovation Centers of large cities, but must demonstrate the characteristics and strengths of Nghe An; Vinh must be the locomotive of startups and innovation of Nghe An and reach out to become the center of the North Central region as in the spirit of Resolution 39/NQ-TW of the Politburo; The Innovation Center in Nghe An must be owned and implemented by Nghe An people; the implementation process must have a specific roadmap and goals to soon become a reality.
Based on Plan No. 126/KH-UBND dated June 17, 2021 on implementing the innovation and startup program for the period 2021-2025, Vinh city has supported businesses in applying many new technologies in production, applying technology in processing agricultural and aquatic products; implementing policies to support each commune with one OCOP product, protecting intellectual property rights. Thanks to that, Vinh city has had 46 products of 14 entities ranked with stars in the province's OCOP product system; the province has established the IOC Smart Urban Operations Center at the Provincial People's Committee and the IOC Operations Center at the Vinh City People's Committee; continuing to improve and apply digital transformation in the implementation of public services at government agencies./.
