National Assembly delegates suggested paying attention to adjusting and increasing salaries for officials, civil servants and public employees; promptly announcing salary adjustment plans so that localities have a basis for drafting documents to amend issued regimes and policies that are currently using the basic salary as a basis for calculation.

Regarding the issue of salary, National Assembly delegate Hoang Quoc Khanh (Lai Chau) suggested that the Government pay attention to adjusting the salary increase for cadres, civil servants and public employees and soon announce the salary adjustment plan so that localities have a basis to develop draft documents to amend issued regimes and policies that are using the basic salary as the basis for calculation.
At the same time, delegates requested that competent authorities promptly complete documents guiding policies and regimes for wage earners, ensuring synchronous implementation from July 1, 2024...
Urgently put newly issued policies into practice
Delegate Hoang Quoc Khanh said that in order to achieve the economic growth target of 6-6.5% set for this year, creating conditions for businesses to stabilize and invest in development is an extremely important factor, in which the issue of building business confidence in promoting production and business needs to be given top priority.
Delegates proposed to urgently put newly issued policies into practice to help businesses overcome difficulties and develop, especially draft laws that directly impact production and business.
Delegates also highly agreed with the Government's submission to the National Assembly at this session for consideration of the decision to allow the Land Law, Housing Law, Real Estate Business Law and Credit Institutions Law to take effect earlier for implementation, contributing to fundamentally resolving institutional bottlenecks.
However, the Government and ministries need to fully prepare and synchronize the system of documents guiding implementation so that the law can be implemented immediately when it comes into effect.
Focus on seriously implementing Decree 73/2023 to protect dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility.
Delegates proposed to continue promoting administrative procedure reform to ensure publicity and transparency and to strengthen inspection and examination of this stage, limit harassment, negativity, and difficulties for businesses; and promote the responsibility of leaders.
In which, focus on seriously implementing Decree 73/2023 of the Government and the Prime Minister's Directives issued on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good.
In addition, delegates also requested judicial agencies to speed up the investigation, prosecution and trial of economic cases that have been handled in the past.
At the same time, continue to share the message that the head of the Government has sent to businesses and investors: We do not criminalize civil relations and economic activities; build trust for businesses to continue investing and developing./.
