The Investigation Police Agency of Gia Lai Province Police has decided to initiate a criminal case and prosecute Huynh Chi Linh (27 years old, residing in Dinh Thanh Commune, Dong Hai District, Bac Lieu Province) for the crime of "fraudulent appropriation of property".
Huynh Chi Linh is the person who forged two decisions signed by the Chairman of Gia Lai Provincial People's Committee to hand over hundreds of hectares of forest to a private enterprise for management.
Previously, in January 2024, Decision No. 1372/QD-UB dated June 29, 2023, signed by Mr. Truong Hai Long, Chairman of Gia Lai Provincial People's Committee, appeared on social networks, allocating 392 hectares of vacant land and bare hills to Thien Phu Gia Lai Agricultural Company Limited for the purpose of planting, protecting and developing forests.
According to this decision, the above forest land area belongs to Sub-areas 1393 and 1394 managed by Nam Song Ba Forestry Enterprise (Krong Pa District, Gia Lai Province). The forest use period is 50 years, from June 29, 2023 to June 29, 2073.
However, the Nam Song Ba Protective Forest Management Board affirmed that Sub-area 1394 belongs to the Board's forest area, while Sub-area 1393 belongs to the forest area managed by Chu Drang commune.
Thien Phu Gia Lai Agricultural Company Limited is located at Group 6, Doan Ket Ward, Ayun Pa Town, Gia Lai Province. The legal representative is Ms. Dao Thi Thuy Nga, phone number 0847777679. However, when the reporter contacted this phone number, he could not be reached.
Gia Lai Provincial People's Committee affirmed that the Chairman of the Provincial People's Committee did not issue the above document. During the investigation, Gia Lai Provincial Police determined that the person who forged the above document was Huynh Chi Linh, so they summoned the subject to work.
At the police station, Linh initially confessed that during the process of establishing Thien Phu Gia Lai Agricultural Company Limited, Linh mobilized 740 million VND in capital to apply for projects from 5 individuals in Gia Lai and Phu Yen. After that, Linh forged 2 decisions of the Chairman of Gia Lai Provincial People's Committee to appropriate all of this money.
