After a serious and democratic working session, the 20th Session - the thematic session of the 18th Provincial People's Council completed all the contents and agenda and was a great success.
The Provincial People's Council unanimously passed 18 resolutions, creating a legal basis to resolve social security, national defense and security issues; reorganize administrative units; accelerate the implementation of national target programs; allocate budget sources, disburse public investment capital, and promote the province's socio-economic development in the coming time.
The Provincial People's Council requests the Provincial People's Committee, all levels, sectors, localities and relevant units to focus on synchronously and drastically implementing solutions so that the recently passed resolutions can soon be effective, noting:
The first,Regarding the policy of arranging commune-level administrative units in the province; expanding the administrative boundaries and urban space of Vinh city, establishing wards and arranging commune-level administrative units in the city; this is a big, important, complicated issue that is of interest to many voters and people.
Therefore, the Provincial People's Council requests the Provincial People's Committee to urgently complete the documents and legal procedures to submit to competent authorities for consideration and approval according to regulations, contributing to accelerating the implementation of policies and tasks, soon stabilizing all aspects, creating favorable conditions for the best preparation for Party congresses at all levels for the 2025 - 2030 term.
Propose that the Fatherland Front Committee, socio-political organizations, and press agencies of the province strengthen propaganda and timely, complete, and extensive dissemination of policies and plans for the arrangement and expansion of administrative units according to plan, contributing to creating consensus and support among union members, union members, and people of all walks of life.
Propose that Party committees and authorities of districts, cities and towns actively coordinate with provincial branches to effectively implement the arrangement, expansion and establishment of administrative units in the area, ensuring stability, unity and continuity; proactively plan the arrangement of cadres, civil servants, public employees and part-time workers at all levels in conjunction with well preparing personnel plans for grassroots and upper-level congresses for the 2025-2030 term; improve the quality, effectiveness and efficiency of the entire political system; create an exciting atmosphere, compete in labor and production, and complete the goals and tasks of local socio-economic development.
Monday,Regarding the implementation of the National Target Programs, the Provincial People's Committee is requested to direct departments, branches and localities to develop detailed implementation plans, focus on timely and effective direction; proactively grasp and handle difficulties and problems according to their authority.
Regarding the implementation of the 2024 Public Investment Plan, it is necessary to continue to resolutely direct the acceleration of the progress of projects, especially projects with regional connectivity and projects with spillover effects such as: Vinh - Cua Lo Road Project (Phase 2); Highway 7C Road Project to Ho Chi Minh Road; Nghe An Oncology Hospital Project Phase 2...; strengthen discipline and order in disbursing public investment capital. Speed up site clearance and construction progress; focus on removing difficulties and obstacles associated with the responsibilities of assigned leaders. Resolutely handle strictly according to the provisions of law organizations and individuals who intentionally cause difficulties, obstruct, and slow down the progress of capital allocation, implementation progress and disbursement of public investment capital.
Tuesday,Regarding resolutions on social security, defense and security policies, it is recommended that all levels and sectors promptly provide full information and provide specific and detailed instructions to the people. Along with the preparation process for the 20th Provincial People's Council Session, the Standing Committee of the Provincial People's Council, the Provincial People's Committee, relevant agencies and units have been actively preparing for the 21st Provincial People's Council Session - the regular mid-year session of 2024 scheduled to take place from July 9-10, 2024.
The Standing Committee of the Provincial People's Council has agreed to continue to innovate the organization of the 2024 Mid-Year Regular Session in the direction of reducing the time for reading reports at the parliament, increasing the time for discussion, and expanding the content and areas of questioning...
For the meeting to be successful, the Provincial People's Committee is requested to direct departments and branches to continue to closely coordinate with the Provincial People's Council Committees right from the stage of preparing the draft Resolution content, organizing the review, reporting, receiving, explaining and sending complete and timely documents to the Provincial People's Council delegates for study.
Provincial People's Council delegates need to spend adequate time to thoroughly study draft resolutions and reports for discussion and quality comments; actively grasp and study the actual situation in localities, agencies and units to participate in discussions, questions, and propose solutions to remove obstacles and difficulties accurately and effectively. Continue to improve the skills of asking and debating in the parliament, ensuring democracy, objectivity, clear content, and focus.
The Provincial People's Council Committees continue to be proactive in surveying, grasping the situation, working with relevant departments, branches and localities to serve the work of examining reports and draft resolutions submitted to the session with quality; proactively and thoroughly review draft resolutions after examination, acceptance and explanation of the drafting agencies.

Over the past 5 months, despite facing many difficulties and challenges, our province has achieved many positive and comprehensive results in all aspects. The industrial production index in the first 5 months is estimated to increase by 9.37%. Export turnover increased by nearly 11%. Budget revenue was over 10,100 billion VND, reaching over 63% of the estimate assigned by the Provincial People's Council. Investment attraction continued to achieve positive results, as of May 31, 2024, the total newly granted and adjusted capital was 16,323 billion VND. A number of key projects and works were focused on and directed, basically ensuring progress according to plan. Cultural and foreign affairs activities were solemnly organized, leaving a strong impression.
Notably, yesterday afternoon (June 6, 2024), the 7th Session of the 15th National Assembly discussed in the Hall the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province. Many opinions expressed by National Assembly delegates expressed their agreement and support for the promulgation of a number of specific mechanisms and policies for the development of Nghe An province, which is an important basis for the National Assembly to consider and pass the Resolution at the end of the session.
These are extremely important premises and motivations for all levels and sectors in the whole province to continue to strongly promote the spirit of solidarity, unity, determination, determination, and efforts to fulfill the goals and tasks of 2024 and the following years.
