Prime Minister Pham Minh Chinh: Compete to complete 3,000 km of highway before December 31, 2025

On the morning of June 14, Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 12th meeting of the Steering Committee.

Also attending were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Minister of Transport Nguyen Van Thang; Minister, Head of the Government Office Tran Van Son; Minister of Construction Nguyen Thanh Nghi; leaders of ministries, branches and localities.

The meeting was connected online to 44 localities with key traffic works passing through.

According to the report of the Ministry of Transport, the Steering Committee is currently monitoring and directing 40 projects/92 component projects in 3 areas: road, railway and aviation; the projects pass through the territory of 48 provinces and cities.

At the 11th meeting on May 8, 2024, the Prime Minister assigned 47 tasks to ministries, branches and localities; to date, units are implementing 36 tasks and have completed 11 tasks.

Since the beginning of the term, 674 km/2 projects/12 component projects have been completed, bringing the total number of expressways to 2,001 km.

Speaking at the opening session, Prime Minister Pham Minh Chinh emphasized that the 13th National Party Congress identified specific and important goals for developing transport infrastructure; of which, by 2025, 3,000 km of expressways must be completed, and by 2030, 5,000 km of expressways must be completed.

These indicators are of great importance and significance because transport infrastructure in general, highways, airports and ports in particular, will create new development space, new urban areas, services and industries, increase land value, reduce logistics costs, and enhance the competitiveness of the economy, businesses and goods.

The Steering Committee was established to deploy and concretize the guidelines and goals for developing transport infrastructure according to the Resolution of the 13th National Party Congress.

In fact, the Steering Committee has been operating seriously and effectively; spending time meeting every month, gaining more and more experience after each meeting, gradually resolving backlogs and problems in the implementation process, promoting and ensuring the progress and quality of works and projects.

Praising some provinces and cities for actively participating, the Secretaries and Chairmen of the People's Committees directly involved in solving the work, the Prime Minister requested Chairmen of the People's Committees of provinces and centrally-run cities to actively attend all meetings because this is important work.

Reality shows that wherever the entire political system gets involved, the results are clear, and difficulties and obstacles are resolved; wherever there is negligence, there are still obstacles.

The Prime Minister stated that up to this point, the implementation of key projects and works has achieved very encouraging results.

For example, Long Thanh airport has taken shape very clearly; recently, we have mobilized nearly 2 billion USD in domestic capital for this project; problems with capital, land, and materials have been resolved, the problem now is to focus on construction in "3 shifts, 4 shifts".

Other projects such as Terminal T3 of Tan Son Nhat International Airport, expansion of Terminal T2 of Noi Bai, etc. are being actively implemented. Some localities that have been reminded about the land clearance work have made progress.

In addition, the implementation of projects and works still faces difficulties and obstacles such as site clearance, supply of construction materials, etc. in some localities. The Prime Minister requested delegates to frankly point out difficulties and obstacles, propose solutions, and clearly state the responsibilities of each level, each sector, and each agency.

According to the Prime Minister, the large amount of work requires high determination, great effort, drastic action, with the spirit of "only discussing doing, not retreating", "not saying no, not saying difficult, not saying yes but not doing", all for the development, strength and prosperity of the country, putting national and ethnic interests above all, strengthening inspection, supervision, strictly handling violations, preventing and combating corruption and negativity; the goal is to ensure progress, improve quality, technique, aesthetics, safety, environmental sanitation of works and projects, focusing on landscape and space of projects upon completion.

The Prime Minister emphasized that, promoting the spirit of celebrating the 65th anniversary of the opening of the Ho Chi Minh Trail - the traditional day of the Truong Son Army (May 19, 1959 - May 19, 2024), in the current much more favorable circumstances, we must complete the assigned tasks very well.

The Prime Minister gave an example: the 500 kV line 3 Quang Trach-Pho Noi project is being implemented very well, proving the strength of the nation, the entire political system, and the strength of large corporations and groups of the State.

Therefore, the Prime Minister said that he will launch a competition movement to complete the target of 3,000 km of highway before December 31, 2025.
