The shortage of teachers occurs at many levels throughout the province. This leads to difficulties for schools in arranging teachers and organizing teaching.

Nghe An Provincial People's Committee has just issued a document reporting on the need for teacher staffing for the 2024-2025 school year to the Central Organizing Committee, the Ministry of Home Affairs, and the Ministry of Education and Training.

According to the synthesis, in the next school year, Nghe An province will have 1,418 schools at all four levels, including preschool, primary, middle and high school, a decrease of 7 schools compared to the previous school year.

However, despite the reduction in schools, the number of classes has increased at some levels. For example, at the secondary level, the province will increase 117 classes next year, with more than 12,000 students, and at the high school level, there will be 77 classes, with more than 5,500 students. The total number of students in the province is more than 860,000 students.

Regarding the implementation of the school year plan, according to statistics from the Education sector, by May 2024, the total number of civil servants and contract workers working at educational institutions was 48,722. Of these, 337 people were still under labor contracts, including 118 in preschool, 86 in primary school and 133 in secondary school.

Previously, in the 2022-2023 and 2023-2024 school years, the province recruited 5,056 more teachers. The problem of recruiting teachers is difficult because some districts still have staff but in order to implement the streamlining of civil servant staff according to the roadmap (reducing 10% in the period 2022-2026), they did not recruit more. Therefore, many localities are confused in balancing between implementing the target of streamlining staff and solving the problem of teacher shortage.

Currently, due to lack of staffing sources, the allocation of staffing to perform the group of job positions with shared professional titles is lower than the norm prescribed by the Ministry of Education and Training.

In fact, compared to the staffing standards for teachers/class and students/class as prescribed by the Ministry of Education and Training, the number of educational career staff in Nghe An province is lacking 7,712 staff.

In preparation for the new school year 2024 - 2025, to ensure there are enough teachers in class according to regulations, the Provincial People's Committee proposed that the Ministry of Home Affairs supplement the province with 6,501 positions, of which 1,688 are for preschool, 2,692 are for primary, 1,795 are for secondary and 326 are for high school.
